
Follow pre-posting procedures of DGP scrupulously: HC

on Thursday reiterated that pre-appointment procedures contemplated by Supreme Court, and the consequential orders of the Centre and Union Public Service Commission (UPSC) are to be scrupulously followed to maintain independence and transparency in the matter.
A division bench of Justice S M Subramaniam and Justice G Arul Murugan observed that empanelment of officers for appointment to the post is to be strictly done in consonance with the above directives. It was brought to the court's notice that a petition filed before the principal seat in Chennai seeking a similar prayer was dismissed as premature by the coordinate bench by an order dated Aug 4. "We concur with the said view taken by the coordinate bench at the principal seat in view of the fact that the appointment to the post of DGP is yet to be made," the judges observed.
In view of the state's submission that the process for appointment to the post is ongoing, the judges said no further interference is required in the petition at this juncture, and disposed of the public interest litigation filed by advocate K Yasar Arafath of Ramanathapuram district.
The petitioner stated that the present DGP, Shankar Jiwal, is set to retire on Aug 31. However, the govt has not taken any visible steps to initiate the mandatory process of empanelment of eligible IPS officers and forwarding the names to UPSC for preparation of a panel, as directed by Supreme Court.

The petitioner said the govt has planned to keep the head of the police force as per its choice to get the support of the police department till the 2026 assembly election.
Hence, he moved court seeking a direction to the Centre and state govt to immediately initiate the empanelment process in accordance with the directions of Supreme Court in Prakash Singh v. Union of India judgment. The petitioner also sought a direction to restrain the home secretary from appointing any officer as in-charge or acting DGP or granting an extension to the present DGP without following due process.

Chennai, Aug 15 (UNI) Slamming the BJP-led government at the Centre for denying due funds under various schemes to Tamil Nadu, Chief Minister M K Stalin today said time has come to protect the state's powers--both politically and legally. In his Independence Day address after hoisting the National Flag at the ramparts of Fort St George and after presenting various awards including the Kalpana Chawla award for bravery and former President APJ Abdul Kalam award to ISRO Chairman V Narayanan, the Chief Minister called for political and legal measures to reinforce the state governments in the distribution of powers and financial resources. Citing increasing dependence on the Union due to central laws, court ruling and alleged bias in allocation of funds, he said the country's federal structure should not require states to engage in repeated disputes to secure their share of funds. Stating that this has affected both the national integrity and the state's development, Mr Stalin said the time has to come to take political and legal measures to protect the state's powers. He said India's unity would be strengthened when each state developed independently while retaining its unique and distinct identity, the Chief Minister said Tamil Nau was the fastest growing economy in the country. "There should be inclusive development covering economy, education,ociety, thought and activity as envisoned by iconic leaders like social reformer Periyar, DMK Stalwart C N Annadurai and late DMK Patriarch and Chief Minister M Karunanidhi", he added. Noting that Tamil Nadu has reocrded higher growth than the National average over the last four years--after the DMK came to power in 2021--achievbed through a multi-sectoral approach, Mr Stalin announced a slewof measures including hiking the monthly pension for freedom fighters on the ocaasion. He said the monthly pension for freedom fighters will be enhanced to Rs 22,000, the family pension for the kin of freedon struggle martyrs to Rs 12,000. He also announced that the specialpensons for the descendants of freedom fighters Veerapandiya Kattabomman, Ramanathapuram King Muthuramalingam Vijaya Raghunatha Sethupathi, the Marudhu brothers and V O Chidambaram Pillai will be hiked to Rs 11,000. Announcing hike in financial assistance for ex-servicemen from Tamil Nadu who took part in the Second World War to Rs 15,000, he said widows of these soldiers will get Rs 8,000. The Chief Minister also announced construction of a 33,000 sqft hostel for ex-servicemen at Madhavaram in Chennai at a cost of Rs 22 crore. UNI GV 1225

The Donald Trump-Vladimir Putin Alaska meeting comes hours India's Prime Minister Narendra Modi announced tax cuts, pledged policy reform and urged the citizens to design and produce high quality goods at home, in a sweeping Independence Day 2025 speech that advocated for self reliance in a protectionist global economy. In the last few weeks, Trump hit India with a 50 per cent tariff rate — much higher than the regional peers. The tariff bonmbs could hurt exports and put nearly 1 per cent of the nation's gross domestic product at risk, analysts said. Washington has already imposed a 25% penalty on India's crude purchases from Moscow. Officials have hinted that if the talks fail to produce tangible progress on a Ukraine peace deal, the levy could be raised to 50 per cent or more, with additional duties likely on sectors such as textiles and jewellery. On Thursday, Trump claimed that India's reduced intake of Russian oil, prompted by the current tariffs, had 'probably' encouraged Russia to engage in talks. Accoring to foreign media, the comment signals Washington's intent to keep economic pressure on New Delhi as part of its strategy to influence Moscow. Any escalation could hurt India's exports to the US, particularly in labour-intensive sectors. Despite tariff tensions, Randhir Jaiswal, spokesperson for external affairs ministry, said India's defence ties with Washington remain on track with a US delegation set to visit New Delhi this month. 'We are expecting a US Defense Policy Team to be in Delhi in mid-August,' Randhir Jaiswal said on Thursday. The 21st edition of the annual joint military exercise Yudh Abhyas is expected to take place later this month in Alaska, he added. Officials in India are watching the Alaska talks closely. A breakthrough between Trimp and Putin could lead to a softer American stance, while a breakdown may harden Washington's trade position. Trump flies to a meeting in Alaska with Putin on Friday in a different public mood - impatient with the Russia's unwillingness to negotiate an end to his war in Ukraine and angry over missile strikes on Ukrainian cities. "It's a reasonable concern to think that Trump will be bamboozled by Putin and cut a terrible deal at Ukraine's expense," Reuters quoted Dan Fried, a diplomat for several US presidents who is now at the Atlantic Council, as saying. But Fried added that a different outcome is also possible. "There's a reasonable prospect that the administration will wake up to the fact that Putin is still playing them." Russia has given no indication it is prepared to make concessions amid Ukrainian worries that Trump might make a deal without their input.
