Navodayam 2.0: Andhra Pradesh govt. sets September 30 deadline to become ID Liquor-free

In a decisive push to eradicate illicitly distilled (ID) liquor from Andhra Pradesh, Principal Secretary (Excise) Mukesh Kumar Meena has set a deadline of September 30, 2025, to make the State free of the menace.
The directive was issued during a high-level review meeting held at the Prohibition & Excise Commissioner's Office in Mangalagiri on Wednesday, as part of the Navodayam 2.0 initiative.
Addressing the officials from across the State, Mr. Meena laid out a comprehensive strategy for intensified enforcement, calling for district-specific plans and visible results.
Special focus has been laid on Kakinada, East Godavari, Srikakulam, and Parvathipuram-Manyam ditsricts, where the battle against ID liquor has remained persistent.
Citing the importance of accountability, Mr. Meena made it clear that timelines must be met without exception and that officers performance will be under continuous review.
The meeting reviewed efforts to curb the inflow of non-duty paid liquor (NDPL).
Noting that the introduction of ₹99 liquor brands has helped reduce the NDPL activity, Mr. Meena urged the officials to stay vigilant, particularly in the border-sensitive districts including Sri Sathya Sai, Anantapur, Kurnool, Nandyal, and Annamayya.
Retail regulation
On retail regulation, Mr. Meena reiterated that liquor sales must strictly adhere to Maximum Retail Price (MRP) norms and operate only within authorised hours.
He emphasised preventive measures to avoid any untoward incidents and reinforced the need for strict administrative discipline. All excise officers were directed to remain stationed in their respective headquarters, ensure prompt grievance redressal, and implement mandatory night patrolling by senior officials.
As a measure to support coordination and officer preparedness, Mr. Meena launched the Diary-cum-Handbook of the Andhra Pradesh State Excise Executive Officers Association during the meeting. The handbook is expected to enhance operational efficiency and professional conduct across the department.

The bill prescribes penal action against anyone who "performs, permits, takes part in, or abets ceremonies dedicating a woman as a devadasi". Offenders will face imprisonment of no less than two years, which may extend to five years, and a fine of at least Rs 1 lakh. Repeat offenders will face harsher penalties including imprisonment of up to seven years but not less than two years, and a fine of Rs 2 lakh. The legislation is part of a wider legislative push by the state govt, which introduced eight bills Tuesday alone. Over the past two days, 28 bills have been tabled in the Karnataka legislature. The govt also introduced two separate bills — Karnataka Municipalities and Certain Other Laws (Amendment) Bill, 2025 and Karnataka Municipal Corporations (Amendment) Bill, 2025 — enabling local bodies to employ empanelled professionals for construction-related approvals and inspections. Under the proposed amendments, architects, engineers, structural engineers, MEP consultants, environment consultants, and town planners empanelled by local authorities will be authorised to inspect building sites before, during, and after construction to certify compliance with approved plans and report to authorities. The professionals will also be empowered to sanction building plans for certain categories of buildings as notified by the govt. The bills further introduce a "self-certification" provision, allowing licensed professionals to certify buildings directly, as specified by govt notification. The govt also tabled the Karnataka Co-operative Societies (Amendment) Bill, 2025, paving the way for the administration to nominate its own representatives to all cooperative societies in the state. Under the amendment, the strength of cooperative society boards across sectors will increase from 13 to 15 members, with three nominated directly by the govt. The bill also introduces mandatory reservation in all cooperative societies for women, Scheduled Castes, Scheduled Tribes, and Other Backward Classes. In another important change, members — instead of directors — will be appointed by the board of one cooperative society to serve in another cooperative society. J'khand gangster set for Aug 22 extradition from Azerbaijan

Ranchi: The Jharkhand anti-terrorist squad (ATS) has got the nod from the Centre to extradite notorious criminal Sunil Kumar alias Sunil Kumar Meena, also known as Mayank Singh, a key member of the Aman Sahu gang, from the Republic of Azerbaijan. ATS has already got permission for the extradition from the state govt in April this year. A team of Jharkhand police, headed by ATS SP Rishav Kumar Jha, will fly to Azerbaijan on Aug 22 to get custody of Singh. Meena, who had previous connections with gangster Lawrence Bishnoi , is accused of extorting victims through international calls for the Aman Sahu gang. The gang is notorious for extortion, murder and other criminal activities across Jharkhand. "This will be the first ever successful extradition in the history of Jharkhand police. Meena was detained in Azerbaijan in Oct 2024 after the ATS filed a chargesheet and issued a look-out notice against him. Following the detention, Azerbaijan requested an extradition file, and the Jharkhand ATS provided the dossier to the Republic of Azerbaijan through the external affairs ministry," Jha told TOI.
