Makati Business Club, PCCI laud retention of economic team
At a press conference, Executive Secretary Lucas Bersamin announced that the President, 'after careful evaluation,' decided to retain Trade Secretary Cristina Roque, Finance Secretary Ralph Recto, Economy Planning and Development Secretary Arsenio Balisacan, Budget Secretary Amenah Pangandaman, and Special Assistant to the President for Investment and Economic Affairs Frederick Go.
The announcement came a day after Marcos' call for his Cabinet secretaries to submit their courtesy resignations as the results of Eleksyon 2025 showed that the people are "tired of politics and they are disappointed with the government.'
Members of the President's economic team have immediately complied with his call.
'The Makati Business Club is relieved and satisfied that the Cabinet Secretaries in the Economic Cluster have been retained. This strengthens the continuity and stability of economic policies and initiatives,' MBC executive director Rafael 'Apa' Ongpin said in a statement.
'The private sector has had productive and encouraging engagements with the departments in the Economic Cluster that have demonstrated the open and collaborative character of this administration. We are glad that these relationships will continue,' Ongpin said.
The MBC earlier backed the retention of the economic team, describing them as 'the best people for the job' and 'are well qualified for the position.'
PCCI, for its part, said, 'We welcome the retention of the members of the economic team of President Bongbong Marcos.'
'They have been instrumental in the continued growth of the economy despite global economic whirlwinds. Their retention signals commitment to the continuity of reforms and stability in governance, and boosts confidence in the administration,' the business group said.
PCCI also backed the Cabinet overhaul as it called for 'accountable and merit-based appointments' as well as the retention of 'those who delivered and performed.'
Meanwhile, PCCI expressed support for Energy Secretary Raphael Lotilla, who will be transferred to head the Department of Environment and Natural Resources (DENR).
'With respect to Secretary Popo Lotilla, he has proven his competence and integrity as head of the Department of Energy (DOE). His stint at the DOE was characterized by his commitment to accelerate the transition to clean energy while still ensuring security and affordability of electric power - the two critical components to industrial growth and economic development,' the group said.
'We are optimistic he will bring the same balanced perspective and pragmatic approach that considers both environmental and industrial perspectives, at the Department of Environment and Natural Resources (DENR),' it added.
Bersamin said that the DOE will be temporarily headed by Undersecretary Sharon Garin as officer-in-charge. —LDF, GMA Integrated News

Makati Business Club, MAP join call for SC to reverse ruling on Sara's impeachment
The country's most influential business organizations, Makati Business Club (MBC) and Management Association of the Philippines (MAP), have joined legal and judicial advocates in calling on the Supreme Court to rule in favor of the House of Representatives' appeal to reverse its decision declaring the Articles of Impeachment against Vice President Sara Duterte as unconstitutional. 'We join a nation hopeful that the Supreme Court shall steadfastly resume its role in defending the Constitution that the Filipino people have ratified at a pivotal time in our history,' the MBC, MAP, Integrity Initiative, and Justice Reform Initiative said in a joint statement on Friday. 'We beg the Court to guard against the erosion of the constitutional design that can set aside the people's sovereign will. Our fidelity must always be to the principle that no one stands above the Constitution, and no government official is supreme over the Filipino people they are sworn to faithfully serve,' the groups said. The House has filed a motion for reconsideration asking the high court to reverse its ruling junking the impeachment case against the Vice President, saying it should be allowed to perform its exclusive duty to prosecute an impeachable official, and the Senate's to try the case. In its appeal before the high tribunal, the House argued that the fourth impeachment complaint, signed off by 215 House members, is the only initiated impeachment case against the Vice President because it met the Constitutional requirement of the complaint being endorsed by at least one-third of the House members, which allowed the House to transmit the Articles of Impeachment straight to the Senate en route to the impeachment trial, bypassing Committee deliberations. Voting 13-0, the Supreme Court ruled unanimously, deeming that the Articles of Impeachment are barred by the one-year rule under Article XI Section 3 paragraph 5 of the Constitution. Moreover, the magistrates ruled that the articles violate the right to due process. The MBC, MAP, Integrity Initiative, and Justice Reform Initiative said the 'decision of the [Supreme] Court as it stands sends a dangerous signal throughout the bureaucracy that abuse of power and corruption carry no consequence.' 'If we fail to hold the highest officials of the land accountable, how can we expect accountability from those below them?' The groups argued that the appeal filed by the lower chamber 'merits reconsideration,' due to the following: 'Deemed Initiated' is not in the Constitution One-year bar not triggered Venue for due process is specific Impeachment is to protect the people The groups explained that the high court treated the first three complaints as 'deemed dismissed' triggering the one-year bar for the initiation of the next impeachment, but, in effect, 'treated the first three complaints (counted as one) as 'deemed initiated' as well.' 'For how can there be a succeeding impeachment initiation to bar if the first has not even been initiated? This deeming effect rests on no Constitutional text because whenever the charter desires that legal effect, it states so expressly, such as on: who are 'deemed natural-born citizens' (Article IV, Section 2) ; who are 'deemed to have renounced citizenship' (Article IV, Section 4); 'deemed re-enacted' budget (Article VI, Section 25[7]); 'deemed certified' special election bill (Article VII, Section 10); 'deemed submitted for decision' (Article VIII, Section 15[2]; Article IX, Section 7); 'deemed lifted' freeze order (Article XVIII, Section 26[3]),' the groups said. 'If the framers of the Constitution intended that inaction by the House shall make an impeachment 'deemed initiated,' it would have been so indicated like the rest of the provisions above stated,' they added. With this, the groups said the Supreme Court, in its decision has said that 'complaints not properly endorsed by a member of the House within a reasonable period, even if dismissed, does not trigger the one-year bar.' They said that, 'in the same breath, the Court deems inaction by the House as a dismissal that triggers the one-year bar.' 'This, we submit, stands in tension with the Court's own reasoning: in both cases, the House did not act and yet there are different legal effects.' The MBC, MAP, Integrity Initiative, and Justice Reform Initiative said, moreover, said that the 'venue for due process is specific' as 'impeachment is neither a criminal nor administrative proceeding,' adding that 'it is a sui generis process for which the Constitution provides specific venues for due process: in the Committee on Justice for the first mode of impeachment (by verified complaint endorsed by a member of the House); or at the Senate Trial for the second mode (Impeachment by direct resolution transmitted to the Senate).' 'The Senate by stopping the impeachment initiated through the second mode, and the Court by its decision in this case as it stands, unfortunately prevented due process from happening,' the groups said. The groups further said that 'impeachment is to protect the people,' citing the Article XI, 'Accountability of Public Officers', of the Constitution which provides that the impeachment process exists to serve the public and 'not to shield a government official from the rigors of defending himself or herself, but to safeguard the people's right to demand accountability from those who wield authority supposedly on their behalf.' The groups stressed that 'without accountability, the government loses trust.' The MBC, MAP, Integrity Initiative, and Justice Reform Initiative said that if the high court's ruling is 'uncorrected,' it 'will institutionalize the flaws in our rule of law.' 'The impact is not only political, it's also economic. When investor confidence retracts, when costs of doing business rise, when the supply chain struggles, invariably, it's the consumers, the people, who will pay the price. Torreon, Bondoc ask Senate to probe Eleksyon 2025 'irregularities'
Defeated senatorial candidates of the Duterte-backed PDP Laban called on the Senate to probe the supposed "irregularities" during Eleksyon 2025. Israelito Torreon, lawyer of former senatorial candidate Apollo Quiboloy, and Jimmy Bondoc went to the Senate and filed a petition for the upper chamber and its concerned committees, especially the Senate Blue Ribbon Committee, to investigate the supposed 'direct and blatant involvement of the Commission on Elections (Comelec) in the widespread and well-documented irregularities in the 2025 National, Local, and Bangsamoro Elections.' In the letter addressed to Senate President Francis 'Chiz' Escuderom, Torreon enumerated several alleged 'anomalous and irregular' instances involving Comelec during the midterm polls. Among them are the alleged mishandling of election paraphernalia, online voting irregularities, questionable procurement activities, and mismatches between ballot contents and voter receipts. 'Indeed, the 2025 Elections revealed the vulnerabilities and statutory gaps in our current automated elections system,' the letter read. Of the 12-man PDP Laban senatorial slate, five candidates won in the last elections, namely Senators Ronald dela Rosa, Bong Go, Rodante Marcoleta, Camille Villar, and Imee Marcos. "While we celebrate the victory of our peers here in the new Senate, we also cannot in good conscience turn a blind eye to the frustrating realities that diminish the faith of the Filipino People in our democratic process," added the petitioners in the letter. Comelec, meanwhile, said it welcomes the possible probe of the Senate. 'We believe a prompt and thorough Senate inquiry will greatly assist the public in understanding the gravity of these issues, and allow the legislature to explore remedial or regulatory measures to ensure that the next elections are secure, transparent, and genuinely reflective of the will of the People,' said Comelec in a statement. To recall, the PDP Laban in June also filed a petition before the Supreme Court seeking for a manual recount of senatorial votes in the 2025 elections. Comelec chairman George Garcia previously noted that the random manual audit of the automated elections indicated a 99.997% accuracy by the machines used. Some construction firms in flood control projects linked to past controversies
Incomplete road projects, overpriced laptops and questionable incorporators are past controversies linked to some construction firms who cornered a substantial portion of government's flood control projects. These construction companies were among those in the list presented by President Ferdinand Marcos Jr. that he said were able to corner a substantial portion of flood-control projects. One of the construction companies was flagged by the Commission on Audit for an incomplete road project and became a supplier of overpriced and outdated laptops to the Department of Education (DepEd). A lawmaker also became one of its incorporators. According to Maki Pulido's Tuesday report on '24 Oras,' Sunwest Incorporated got the largest amount among the 15 construction companies mentioned by the President that secured 20% of the P545 billion allocated for flood-control projects, based on data from Malacañang. Sunwest obtained P10.1 billion for 78 flood control projects. Based on GMA Integrated News Research's investigation, Sunwest was linked to a number of controversies. In 2012, COA flagged one of its projects after it found that the road it constructed lacked over 2,000 square metres in width, contrary to its reported accomplishment to the Department of Public Works and Highways (DPWH). The Senate also raised questions as to why the then named Sunwest Construction and Development Corp. (SCDC) became a supplier of the Procurement Service of the Department of Budget and Management (PS-DBM) for the protective personnel equipment during the COVID-19 pandemic in 2020 and 2021. SCDC also supplied the alleged overpriced and outdated laptops to DepEd in COA's 2022 audit. Ako Bikol party-list Rep. Elizaldy Co was a former incorporator of Sunwest but reportedly divested. GMA Integrated News is reaching out to Co for comment. Meanwhile, Legacy Construction Corporation acquired P9.6 billion for its 132 projects, the most in terms of projects on the President's list. GMA Integrated News visited its office in Pasig City, but the security guard said the company had transferred before the COVID-19 pandemic in 2020. Meanwhile, Alpha and Omega General Contractor and Development Corporation obtained over P7.5 billion. It has the same address as the St. Timothy Construction Corporation, which was awarded over P7 billion for the flood control project. However, the office address for both companies states the name 'St. Gerrard Construction' displayed outside. Based on its latest general information sheet of Alpha and Omega, Sara Discaya, rival of Pasig City Mayor Vico Sotto during the 2025 mayoral election, was the president of Alpha and Omega. In a previous interview, Discaya's husband, Pacifico, told GMA Integrated News that they were formerly shareholders of St. Timothy, but they have since divested. He added that St. Timothy rented in their building before. St. Timothy also had pulled out as the venture partner of Miru System for the 2025 automated elections. GMA Integrated News has reached out to St. Timothy for comment. Meanwhile, EGB Construction Company was awarded P7.8 billion for the flood project. EGB said its construction company has a 'quadruple A status' because it has integrity. 'Maayos ang aming trabaho, tumutupad kami sa lahat ng plans and specifications (we work properly and adhere to all plans and specifications),' engineer Erni Baggao of EGB said. Marcos described cornering 20% of the flood control projects in the country disturbing, saying that an investigation is necessary. 'They invest in politicians tapos yung (the) politicians are expected to provide them with the contracts that they want to corner,' Roland Sibulan of the Center for People Empowerment in Governance explained. These favors include giving campaign funds, but Sibulan did not provide any examples. Flood control projects are among the most popular projects for companies to milk of funds, he said. 'Mahirap kasing i-monitor [ang flood control projects] kasi precisely because they are not so visible. We can only test their effectiveness and efficiency or what is deficient about them when the flood is already there,' Sibulan said.
