Two British cities, Dundee and Nottingham, have been chosen as trial sites for a new government scheme to be piloted next year: state-subsidised restaurants. The Department for Science, Innovation and Technology has put up £1.5 million for the 12-month trial, initiated by the campaign group Nourish Scotland. If the restaurants are successful, they'll be rolled out across Britain – nourishing us all – with a subsidised meal for £3.
Inspired by second world war state-funded canteens, they're going to be called 'Public Diners' – clever branding, with its quasi-American vibe. Their branding matters because – as anyone who ever ate greasy slop from a tray at a state-run stolovaya in Soviet Russia remembers – no-frills, state-funded restaurants are intrinsically drained of glamour. Today's fastidious British public will require a touch of coolness to entice them in. Winston Churchill also understood that branding mattered. When those state-funded canteens got going in 1940, he decreed that their name, 'communal feeding centres', was 'an odious expression, redolent of communism and the workhouse'. At one stroke, he transformed their image by branding them 'British Restaurants'. 'Everyone,' he said, 'associates the word 'restaurant' with a good meal.'
The slogan for the new Public Diners on Nourish Scotland's website is 'an idea whose time has come'. 'They are a holistic food system intervention: for public health, climate and the right to food.' (So we're going to be preached at in noun-lumps, as well as fed.) If all goes to plan, we'll soon see these new, climate-friendly, taxpayer-subsidised diners, inspired also by Turkish public restaurants, Mexican public dining rooms and Polish milk bars. Are those countries really now our economic role models? It doesn't give one much confidence in how things are going.
Hospitality entrepreneurs and executives are neither pleased nor impressed. These diners are 'a ludicrous idea,' says Hugh Osmond, co-founder of Pizza Express. Luke Johnson, chairman of Gail's, says the idea that state-backed restaurants could operate more efficiently than the private sector is 'beyond a joke'. You can see why they're worried. Life is tough enough for restaurant owners – hit with ballooning, government-enforced overheads – without this new undercutting from state-funded establishments.
But you could argue that commercial restaurants have only themselves to blame. Their prices have rocketed far more steeply than people's pay. In the last ten years, the cost of a Pizza Express 'Margherita' pizza has gone up from £7.55 to £14.95. If the British salary had kept pace with the increasing price of a Margherita, it would have risen from £27,600 to £53,000 – whereas in fact it's £37,500. There may well be a need for 'somewhere where all of us can eat without stretching the budget'.
'What could possibly go wrong?' hospitality executives are wondering as they wait for the pilot branches of the diners to open. A contract to run them is expected to be tendered later this year. Though the restaurants themselves will be not-for-profit, the caterers who run them will be expecting to make money – as will the providers of the fittings and the produce. Governments don't have the best reputation when it comes to not being ripped off during the procurement process.
The issue of precisely what food to serve is also going to be a minefield. Nourish Scotland's consultation exercise 'showed that there are plenty of challenges ahead when it comes to deciding on what food should be served in a Public Diner'. We're no longer the unfussy wartime population who gratefully scoffed a plateful of boiled cabbage and mashed potato. The food served in those wartime British Restaurants had three chief attributes: it was soft (designed for a nation with a high proportion of false teeth), bland (designed to avoid tummy upsets) and filling (designed to fatten up a thin population). Today's populace won't be so willing to eat up whatever's put in front of them. They'll expect their individual health- and religion-based dietary requirements to be respected. An added complication is that, far from aiming to fatten up the population, this new scheme aims to tackle obesity.
The scheme also requires the food to be locally sourced, to fulfil the climate aspect of its brief. As Jeremy Clarkson showed us in the latest series of Clarkson's Farm, locally sourced food is expensive. How will that work, economically, for the taxpayer? It'll be fun seeing what dishes the various branches do decide to serve – and whether the scheme sparks a revival of distinctly British regional food. I hope the Dundee branch offers the local dish Cullen skink (smoked haddock and potato soup with milk), and the Nottingham one Sherwood Forest venison and stilton.
Are Public Diners really 'an idea whose time has come', or are they in fact an idea whose time is long gone? The scheme's brochure celebrates, with some nostalgia, those morale-boosting wartime British Restaurants which brought everyone together. There was indeed a great charm about them. Kenneth Clark's wife Elizabeth arranged to borrow paintings from Buckingham Palace to hang on their walls, to cheer everyone up. Today's utopian ideal is that strangers will meet and make friends over their plates of spicy chickpea and potato tagine – and that this will be a new way of falling in love IRL rather than online.
But British Restaurants had their moment – and that moment has gone. The government withdrew financial responsibility for them in 1949, and they dwindled away after rationing ended in the mid-1950s. The free market took over, and competitive hospitality businesses survived – or closed down – accordingly. Is this scheme really the best way to spend taxpayers' money? Essentially, those who don't go to the restaurants will be subsidising those who do. Surely our taxes would be better spent teaching schoolchildren how to fry an onion and make a cheap pasta sauce at home. This government is so much better at thinking of new ways of spending our money than of saving it.

A company that had traded for more than 150 years and employed 700 people was brought down because of a weak password. Logistics firm KNP went out of business after criminals successfully hacked into its computers by guessing an employee's password before locking the whole company out of its systems. The firm is one of thousands affected by cyber attacks, which have also hit high street giants including Marks and Spencer, Harrods and the Co-op. KNP director Paul Abbott said he had yet to tell the employee whose security details were compromised that the leak had led to the company's closure. The Nottinghamshire-based company, which operated 500 Knights of Old lorries, was plunged into chaos after a crime gang known as Akira demanded a ransom after locking all staff out of the systems required to run the business. A threatening note to the firm's bosses read: 'If you're reading this it means the internal infrastructure of your company is fully or partially dead…Let's keep all the tears and resentment to ourselves and try to build a constructive dialogue.' Unable to pay the high sum demanded by the criminals, KNP folded up. The government's cyber security survey found that an estimated 19,000 British companies had suffered ransom attacks in the last year, although exact figures are hard to ascertain as businesses are not required to reprot incidents or if they have paid a ransom to criminals to reclaim their data. Earlier this year, Marks and Spencer was thrown into chaos after falling victim to cyber criminals, taking their loyalty scheme Sparks offline and halting online sales. While KNP's cyber attackers didn't name a price for restoring their systems,ransoms typically start at millions of pounds. The average demand to UK companies is estimated to be £4million and approximately a third pay up. Richard Horne, CEO of the National Cyber Security Centre, said that businesses needed to improve their security amid what he called a 'wave of cyber attacks' over the last few years. As well as cracking passwords, hackers are also using lower tech methods to gain access to systems, including blagging their way in, sometimes through IT helpdesks. Experts also believe that the latest generation of hackers were learning their skills through gaming. James Babbage, the Director General of Threats at the National Crime Agency (NCA) said ransomware had become a 'national security threat in its own right'. He told BBC Panorama that companies were further fuelling the lucrative crime by paying up ransoms. 'Every victim needs to make their own choice, but it is the paying of ransoms which fuels this crime', he said. The Scottish Police Federation (SPF), which represents 98% of all police officers in Scotland, said the force has already breached health and safety standards in the run up to the visit by the US president. Thousands of officers are expected to be involved in what Police Scotland has described as a 'significant policing operation'. The White House confirmed Mr Trump will visit his golf courses in Aberdeenshire and Ayrshire between July 25 and 29. He will meet the Prime Minister Sir Keir Starmer and the First Minister John Swinney during his private trip. The visit is likely to result in widespread protests, following similar demonstrations during his last visit to Scotland. David Kennedy, general secretary of the SPF, suggested planning for the visit has already put officers at risk. He said: 'We currently have workforce agreements in place to protect police officers and provide minimum standards of Health and Safety at work. 'Sadly, we have seen these agreements breached in the days leading to the arrival of Potus (President of the United States) and as such we are seeking legal advice regarding potential legal action against the service.' Speaking to STV News, Mr Kennedy said he had 'major concerns' about the plans to police Mr Trump's trip. He told the broadcaster: 'We do not have enough police officers in Scotland. 'Anyone that says we do, I don't know where they get those figures from. 'We know what police officers have to do day in, day out and we need more officers in Scotland. 'When these events come along that puts those officers that are here under so much pressure.' Police Scotland said earlier this month it would seek help from the Scottish and UK Governments over the 'considerable' cost of policing the visit. It has also asked for support from Northern Ireland's police force, the PSNI. There had been speculation the King would host the American leader in Scotland after a meeting was suggested at Balmoral or Dumfries House, in a letter he wrote to Mr Trump in February inviting him to make the state visit. But it is understood that both sides will wait until the president's official state visit later this year. Police Scotland's Assistant Chief Constable Emma Bond said: 'We are working closely with the Scottish Police Federation to address any concerns they may have.' A spokesperson for the PSNI said: 'There are well established processes for any UK-based police services to request support from other services at times of peak demand. 'These requests are managed via the National Police Co-ordination Centre (NPoCC) and we can confirm that PSNI have received a request to provide mutual aid to Police Scotland which we are currently assessing. 'The decision to provide officers under the mutual aid process will be considered against our own demands, ensuring that we retain the capacity to respond effectively to local issues and maintain our own operational competence.'

Proposals to recruit more police officers and create new prison places contribute to the estimated £3.48 billion annual bill for the party's plans on crime and justice. Speaking at a press conference in Westminster on Monday, Mr Farage said: 'Reform will be the toughest party on law and order and on crime that this country has ever seen. 'We will aim to cut crime by half in the first five years of Reform government. We will take back control of our streets. We will take back control of our courts, of our prisons. 'If you're a criminal, I am putting you on notice today that from 2029 or whenever that may be, either you obey the law or you will face very serious justice,' he added. Documents handed out at Monday's press conference show that the party estimate a £17.4 billion cost over the course of a five year parliament for their plans, with a £3.48 billion annual cost. Plans to recruit 30,000 more police officers take up the biggest chunk of this bill, estimated at £10.5 billion overall. Mr Farage has pledged 12,400 new prison places on MoD land at a cost of £5 billion, and five new 'Nightingale Prisons' to be built with the assistance of the Army. He also wants to see more than 10,000 more prison places freed up by deporting foreign criminals to their country of origin through bilateral agreements, and Mr Farage claimed he was 'in conversation with Edi Rama', the Albanian prime minister over prisoners. In a video on social media posted last month, Mr Farage said he would visit Albania and 'report back' after an invitation from Mr Rama. In response, Mr Rama said: 'I genuinely hope your upcoming visit to Albania inspires you to fight for ideas, rather than against people — in the spirit of the great liberal tradition your country has long stood for.' The party also wants prison places overseas in places such as El Salvador, a 'dynamic prisons' policy that the party estimates will cost £1.25 billion over the course of a parliament. Mr Farage said that he would be prepared to take back British criminals who are in foreign prisons as part of his plans. He told reporters at the press conference that 'of course we're prepared to take British prisoners from other parts of the world. 'That's fair, right and proper.' Mr Farage pledged that Monday's event was the start of a six-week campaign on law and order, as Parliament is about to begin its summer recess break. Labour chairwoman Ellie Reeves claimed 'Reform is more interested in headline-chasing than serious policy-making in the interests of the British people'. She added: 'Farage's Reform MPs voted against the Labour Government's landmark Crime and Policing Bill which tackles antisocial behaviour, shoplifting, violence against women and girls, knife crime, and child abuse.'
