Winter Haven man befriends teen at bus stop, promises her cash and alcohol for engaging in lewd acts: WHPD

A Winter Haven man was arrested for lewd battery after befriending a teen at a bus stop.
Police say Loy Don Stewart, II, 20, gave the teen e-cigarettes and promised her alcohol and cash.
Stewart was arrested and charged with three counts of lewd battery, three counts of traveling to meet a minor and one count of use of an electronic device to solicit a minor.
WINTER HAVEN, Fla. - A Winter Haven man is behind bars after police say he committed lewd battery on a teen he met at a bus stop.
The backstory
According to the Winter Haven Police Department, on May 8, 9, and 14, 2025, 20-year-old Loy Don Stewart, II, pulled up to the bus stop located at Edwin St NE and Martin Luther King Jr. Blvd. and called to the victim saying, "come here little mama".
Police say the two eventually exchanged Instagram accounts and talked for a short period until his account was closed by Instagram.
On three occasions, police say Stewart took the victim from her bus stop and dropped her off at school.
The victim told police Stewart had lewd interactions with her in his truck on the three occasions.

Police say Stewart gave the victim e-cigarettes and promised her alcohol and cash for the May 14 encounter.
He was supposed to give her the items on May 19, 2025, according to WHPD. But, the victim told a parent what was happening and she was not at the bus stop on the 19.
After interviewing the victim, detectives confirmed that Stewart lived at the Edwin Street residence where they located the truck he was driving that matched the description the victim gave.
On Tuesday, May 20, 2025, detectives spoke with Stewart and confirmed that he drove the pickup truck to the bus stop and talked with the victim. Detectives say he also admitted he drove the victim to her school and acknowledged the lewd acts inside of the truck.
Stewart claimed the victim told him she was 17 or 18 years old, but he couldn't remember.
Stewart was arrested and charged with three counts of lewd battery, three counts of traveling to meet a minor and one count of use of electronic device to solicit a minor.

"I implore parents to be hyper-vigilant about the school bus stops," said Police Chief Vance Monroe. "It's always a good idea to partner with other parents and try to have a presence to ensure the safety of the kids."

Authorities are investigating whether one of the two inmates still on the run after last month's New Orleans jail escape posted a social media video, claiming the jailbreak wasn't his idea. On May 16, a total of 10 inmates escaped the Orleans Parish jail through a hole in a wall left by a ripped-away toilet and sink unit, officials said. Police have since captured eight of the men, leaving both Antoine Massey, 32, and Derrick Groves, 27, at large. An Instagram video posted Sunday, June 1 appears to have been from Massey, according to the New Orleans Times-Picayune and local station WVUE. In the video, a man who identified himself as Massey dismissed rumors that he was the mastermind behind the jail break. a web site operated by the Times-Picayune, quoted a deputy U.S. marshal and another source, confirming authorities were investigating the video. "I'm one of the ones that was let out of Orleans Parish jail where they said I escaped, right?' he said speaking directly to the camera wearing the same facial tattoos as Massey. "They say that I broke out. I didn't break out. I was let out." The man in the video also proclaimed his innocence and said he fled the Orleans Parish jail to avoid being charged for a crime he did not commit, reported. "The reason why I left the jail is because these people were trying to give me a life sentence in both parishes for something that I did not do," the man said in the video. The post, which is no longer available as of Monday, June 2, was shared by an account named "@_007chucky" that is no longer searchable, WVUE reported. USA TODAY has reached out to the officials with the U.S Marshall, FBI and the New Orleans Police Department for comment. Man rejects statements from arrested jail maintenance worker The man in the video also said not to believe jail maintenance worker Sterling Williams, 33, the reported. Williams told police one of the inmates threatened to stab him with a homemade knife known as a "shank," according to an arrest affidavit for Williams. WVUE reported that the man said in the video that he never tried to "shank" Williams. Williams was arrested in connection with the prison escape and is accused of being in contact with the escapees alongside several others. He is charged with being a principal to simple escape and malfeasance in office. Williams allegedly admitted he shut off the water to a cell after one of the inmates requested so, allowing them to escape through the ripped out a toilet and sink unit, Louisiana Attorney General Liz Murrill said last month. Michael Kennedy, a lawyer for Sterling Williams, told USA TODAY last week that his client didn't know about the escape plan and only shut down the water because of a clogged toilet. Why was Massey in jail? Massey is charged with domestic abuse involving strangulation. He's also charged with theft of a motor vehicle, Orleans Parish records show. A warrant for his arrest in St. Tammany Parish shows he is wanted for second-degree rape, second-degree kidnapping, domestic abuse involving strangulation and violation of a protective order involving battery stemming from a November incident, a spokesperson for the parish sheriff's office confirmed with USA TODAY. He is wanted alongside Groves, who last October was convicted of two charges of second-degree murder and two charges of attempted second-degree murder in connection to a 2018 Mardi Gras shooting. Three of the escaped inmates were recaptured by the end May 16, the same day as the escape. A week later, two more were found. Within two weeks, authorities had caught all except Groves and Massey. Puna man, 44, arrested on 15 ‘sexual-related offenses' against minors, bail set at $4.8M
PUNA, Hawai'i (KHON2) — After a months-long investigation, a Hawai'i Island man is being charged with 15 offenses related to child abuse and alleged sexual assault of minors. Joseph Donald Tibbs, 44, of Puna, was arrested on seven counts of first-degree sexual assault, two counts of first-degree promoting child abuse, two counts of second-degree promoting child abuse, two counts of incest, and two counts of use of a computer in the commission of a separate crime. According to the Hawai'i Police Department, investigators began looking into Tibbs in March 2025 after receiving tips about him allegedly possessing and distributing child sexual abuse material, which is colloquially known as child pornography. Army soldier to plead guilty in case of missing pregnant woman Tibbs was allegedly in possession of at least 30 images related to child pornography, and is also accused of sexually assaulting juveniles, according to court documents. 'During the course of this investigation, police determined that Tibbs had allegedly been engaging in sexual conduct with minors for over a period of one year,' Hawai'i Police said Monday. Tibbs was arrested on May 29, and charges were filed on May 30. After he was arrested, law enforcement officials executed a search warrant on Tibbs' residence and recovered 'various sexual-related evidence' and several electronic were able to identify some of the victims in photos and videos, but said there may be additional victims who have not yet been identified. The Brief Six neglected dogs without access to food or water were rescued from a Polk County home, according to the Sheriff's Office. The temperature inside the home was 107 degrees and deputies say the dogs were seen visibly panting. Alan Alderman and Thornton Arnold were charged with six counts of animal neglect, which is a first-degree misdemeanor. POLK COUNTY, Fla. - Two men have been arrested in Polk County for animal neglect after deputies say they discovered six dogs that were living in deplorable conditions with no power or ventilation. The Polk County Sheriff's Office says that the temperature inside the home was 107 degrees and the dogs were seen visibly panting. By the numbers PCSO says that the body temperatures of the dogs reached 105 degrees and ammonia levels in the home reached 25 ppm, which is a hazardous reading compared to the clean air standard of 0 ppm. As deputies moved through the home, they found no accessible food or water. Trash and other items were stacked to the ceiling in one of the bedrooms, making it impossible to move throughout the area. From outside the home, investigators say they could smell trash, feces and urine. Nobody was initially found at the home, but during the investigation, 29-year-old Alan Alderman and 65-year-old Thornton Arnold arrived and claimed that the dogs were theirs. Alderman said that three of the dogs belonged to his girlfriend, who is currently in jail. The two suspects claimed that they were unaware that the sixth dog existed. What they're saying "We don't tolerate animal abuse in Polk County. These dogs suffered due to pure neglect and now, their abusers are right where they belong," Judd said. Both Alderman and Arnold were charged with six counts of animal neglect, which is a first-degree misdemeanor, before being taken to the Polk County Jail. Deputies say they took the dogs to Polk County Animal Control for medical evaluation and treatment.
