Andhra Pradesh Capital Region Land Pooling Scheme
(Formulation and Implementation) Rules, 2025, which will govern the unique method of pooling land for building the greenfield capital city of Amaravati.
S Suresh Kumar, principal secretary to the government, Municipal Administration and Urban Development, said these rules shall apply to the 'capital region' except the 'capital city area' which will continue to be governed by the Andhra Pradesh Capital City Land Pooling Scheme (Formulation and Implementation) Rules, 2015.
"In keeping with the will of the Government to build 'People's Capital' and for building the necessary concomitant infrastructural projects like airports, ports and all other necessary projects, the procurement mechanism of the land has been designed to be a voluntary scheme," said Kumar in a government order (GO).
It is based on mutual consensus between the landowners and the state/authority, said Kumar, adding that this is a unique method of procurement of land, which is named and styled as 'Land Pooling Scheme'.
The 'Land Pooling Scheme' rules come at a time when the government is planning to turn greenfield capital city Amaravati into a 'mega city' by combining adjacent Mangalagiri, Tadepalli, Guntur, and Vijayawada with Amaravati.
This endeavour aims to pool an additional 40,000 acres of land, besides the 54,000 acres of land on which the government is already sitting for Amaravati.
The government is planning to build an international airport in Amaravati.
The 'Land Pooling Scheme' has been designed for developing the Capital Region wherein the land parcels owned by individual farmers and owners or group of owners are consolidated by the authority under a development scheme, he said.
According to Kumar, the 'Land Pooling Scheme' is a better scheme formulated by the Andhra Pradesh State Legislature owing to the mandate enabled under Sections 107 and 108 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013.
"The broad objective of the scheme is to do justice to the families affected by the construction of a Livable and Sustainable Capital Region for the State of Andhra Pradesh and also to the farmers and land owners in the Capital Region and also to make them avail a better compensation and also with a view to make them Partners in the State Development Process," said the principal secretary.
It is designed in such a manner that the participant land owners are fairly compensated with the allotment of the reconstituted plot along with the developed infrastructure, among other benefits, said Kumar.

EC to press ahead with poll rolls revision, says it's lawful
NEW DELHI: Notwithstanding opposition's refrain that the ongoing special intensive revision (SIR) of Bihar's electoral roll stands to disenfranchise "tens of lakhs" of electors, EC remains steadfast in proceeding with the exercise strictly in conformity with the Constitution and the laws governing voter enrolment. "The implementation of SIR in Bihar is running as per schedule with the active participation of all election staff and all political parties in the most transparent manner. Despite apprehensions of some, SIR will ensure that all eligible persons will be included," CEC Gyanesh Kumar told TOI on Thursday. Kumar cited Article 326 of the Constitution of India and Section 19 and 21 of Representation of the People Act, 1950 to highlight how the legal framework necessitated SIR, saying "there is nothing more transparent in a democracy than the law". While Article 326 of the Constitution mandates that only Indian citizens not less than 18 years, unless disqualified under any other law, will be registered as electors, Section 19 of R P Act, 1950 states that a person must be ordinarily resident in the constituency where he is enrolled. Section 21 of the R P Act provides for revision of electoral roll before each assembly/Lok Sabha poll/bypoll. During their meeting with 11 opposition parties on Wednesday, EC assured them that SIR exercise in Bihar is being conducted in a planned, structured and phased manner to facilitate the inclusion of all eligible citizens. Sources told TOI that between June 23 and July 2, the number of BLAs has risen to over 1.5 lakh from around 1.4 lakh, with the Congress doubling its BLAs in the field. "EC urges all eligible citizens in Bihar to participate actively in this special drive to ensure that no voter is left out," the poll panel said and also appealed to parties to appoint more BLAs. While assuring parties that not a single person who fulfils the conditions for enrolment, will be left out, an EC official explained that ineligible voters, including illegal immigrants and those not ordinary residents in that constituency, will need to be dropped. "However, no Bihar migrant will be disenfranchised; just that he will be enrolled in the constituency or state where he is ordinarily resident, that is, where he has been living for a reasonable period of time on grounds of marriage, work etc," explained the official. Another senior EC functionary said SIR in Bihar was necessitated as the last exercise was undertaken 22 years ago.

Land purchase: State and district-level panels to be set up
The government has issued an order setting up a State-level and district-level purchase committees for buying private land through negotiated purchase for public purposes. This follows a recommendation from the Land Revenue Commissioner. The six-member State-level committee will be headed by the Chief Secretary, with the Revenue Secretary as convener. The district-level purchase committee will have seven members. The District Collector will be its chairperson. This comes in the wake of delays in procedures related to the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013.

New Delhi: Amid a row over the Special Intensive Revision of electoral rolls in Bihar, Chief Election Commissioner (CEC) Gyanesh Kumar on Thursday said the exercise will ensure that all eligible people are included in the voters' list. Gyanesh Kumar also said the revision being undertaken after a gap of 22 years is running as per schedule with the active participation of all political parties. The CEC came out in defence of the intensive revision as several opposition parties claimed that the ongoing exercise will deprive many people of their constitutional right to vote. Addressing a group of booth-level officers here, Kumar said the implementation of Special Intensive Revision (SIR) in Bihar is running as per schedule with the active participation of all election staff and all political parties in a transparent manner. "Despite apprehensions of some persons, SIR will ensure that all eligible people are included," the CEC said. On Wednesday, leaders of several INDIA bloc parties met the Election Commission over the Special Intensive Revision and raised concerns over its timing, alleging that over two crore voters of Bihar may be disenfranchised by this mammoth exercise being done just ahead of assembly elections. The EC will carry out an intensive review of electoral rolls this year in six states beginning with Bihar to weed out foreign illegal migrants by checking their place of birth. Bihar is going to polls later this year while the assembly polls in five states -- Assam, Kerala, Puducherry, Tamil Nadu and West Bengal -- are scheduled in 2026. The move, which would be later expanded to other states, assumes significance in the wake of a crackdown in various states on illegal foreign migrants, including from Bangladesh and Myanmar.
