NITI Aayog meet: Naidu vision plan for AP & India focuses on demographic dividend, leveraging AI

Naidu made a presentation at the NITI Aayog's 10th Governing Council meeting chaired by Prime Minister Narendra Modi at the Bharat Mandapam in New Delhi Saturday.
Hyderabad: Andhra Pradesh Chief Minister Chandrababu Naidu has proposed the formation of three sub-groups to work on GDP growth, population management, and leveraging Artificial Intelligence for development in the country.
Andhra Pradesh is taking bold, timely steps to build a balanced, thriving society, the CM said, listing his measures like scrapping the two-child norm for contesting local body elections and extending maternity leave duration for state women employees from 120 to 180 days, while allowing the facility more than two times.
With 'Viksit Rajya for Viksit Bharat@2047' as the core theme, the NITI Aayog meeting deliberated on measures to build a prosperous, inclusive, and future-ready India by its centenary year.
The governing council—which all the CMs, lieutenant governors are part of—discussed how the states and UTs can contribute, advance growth vision and be the building blocks for making India a developed nation in the next two decades or so.
According to state officials, Modi lauded Andhra Pradesh's growth blueprint, 'while showering praises on the reforms brought in by the AP government steered by CM Naidu'.
Modi mentioned, 'that all states should examine and study the reforms of Andhra Pradesh'. There could be a lot of inputs in the blueprint for growth projected by CM Naidu for other states also, the PM said according to an official statement.
In his presentation, Naidu emphasised on the AP's Swarna Andhra @2047 vision, which he unveiled in December, as 'a bold, inclusive roadmap integrating technology, welfare, and grassroots empowerment and offers a scalable, inclusive model for national development'.
'AP is set to become a $2.4 trillion economy with a per-capita income of $42,000 while having a 15%+ year-on-year growth rate. The state is committed to contributing significantly to the national aspiration of Viksit Bharat @2047—a $30 trillion economy marked by high-quality infrastructure, equitable development, and empowered citizens,' added the CM.
Naidu said family is the focal point of governance, innovation, digital infrastructure, and sustainable growth in their 2047 vision plan.
In a first-of-its-kind initiative, AP has set up 26 districts and 175 Constituency Vision Action Plan units to operationalise and drive the Swarna Andhra @2047 Vision across the levels.
Each assembly constituency unit includes the respective MLA, a nodal officer, an academician, a young professional and 5 other team members.
In addition, there are Sachivalayam Vision Action Plan units at panchayat, village levels.
'Our roadmap aims to achieve zero poverty by 2029 through the innovative P4 model, which unites government, private sector, and citizen efforts to support vulnerable families and promote economic upliftment,' the AP CM said.
Naidu said they have identified about 523 Key Performance Indicators covering state departments and all major sectors—primary, secondary, and tertiary—including relevant Sustainable Development Goal indicators—Gross Value Added (GVA), Gross State Domestic Product (GSDP), Gross District Domestic Product (GDDP), Liveability Index, etc
Andhra Pradesh is identifying growth drivers at every level—village, mandal, district, and state. A comprehensive, application-based monitoring system is being developed to track sector-wise and sub-sector-wise performance.
Naidu said AP's Family Benefit Management System digitally tracks welfare benefits at the household level, ensuring transparency and inclusion. The 'One Family, One Entrepreneur' initiative fosters entrepreneurship and skill development to boost grassroots employment.
Driving a technology-led growth, the CM said AP, committed to lead by example, is establishing Quantum Valley in Amaravati, Drone City in Orvakal, etc., while AI-powered governance and the Ratan Tata Innovation Hub support startups and job creation.
The Ratan Tata Innovation Hub, anchored in a hub-and-spoke model, aims to incubate 20,000 startups and MSMEs over five years and generate over 1 lakh jobs in sectors such as manufacturing, agritech, clean energy, digital, healthcare, and textiles.
Naidu also stressed on advancing regional planning with cross-state synergies. 'Inter-state issues like water and resource sharing, shared logistics, power, and industrial corridors optimize synergies between states. A coastal state like Andhra Pradesh can support landlocked neighbors like Telangana.'
'Three sub-groups of states to fast-track progress'
In conclusion, Naidu proposed forming three focused sub-groups of states, in collaboration with the Union government and NITI Aayog, to fast-track progress toward Viksit Bharat @2047.
The first sub-group on GDP growth will boost investments, manufacturing, exports, and job creation, supported by central Viability Gap Funding for PPP projects.
The second sub-group on population management will help India leverage its demographic advantage while preparing for future challenges like ageing and low fertility.
The third will focus on technology-driven governance, utilizing AI, quantum computing, drones, and digital platforms for real-time, citizen-centric administration.
The CM praised 'India's remarkable rise over the past decade under the visionary leadership of Modi,' and highlighted the progress from world's 10th to 4th largest economy, on track to become the 3rd.
Emphasizing on India's strengthened global stature, exemplified by Operation Sindoor, Naidu said having the right leader at the right time has been crucial in steering the nation toward its ambitious goals in the right direction.
He commended PM Modi's 'strong leadership during the crisis'.
