The NDA ally, who has been advocating larger families, said that with a Total Fertility Rate (TFR) of 1.54, 'well below the replacement level, and rising life expectancy, the country is experiencing a structural shift'.
Naidu made a presentation at the NITI Aayog's 10th Governing Council meeting chaired by Prime Minister Narendra Modi at the Bharat Mandapam in New Delhi Saturday.
Hyderabad: Andhra Pradesh Chief Minister Chandrababu Naidu has proposed the formation of three sub-groups to work on GDP growth, population management, and leveraging Artificial Intelligence for development in the country.
Andhra Pradesh is taking bold, timely steps to build a balanced, thriving society, the CM said, listing his measures like scrapping the two-child norm for contesting local body elections and extending maternity leave duration for state women employees from 120 to 180 days, while allowing the facility more than two times.
With 'Viksit Rajya for Viksit Bharat@2047' as the core theme, the NITI Aayog meeting deliberated on measures to build a prosperous, inclusive, and future-ready India by its centenary year.
The governing council—which all the CMs, lieutenant governors are part of—discussed how the states and UTs can contribute, advance growth vision and be the building blocks for making India a developed nation in the next two decades or so.
According to state officials, Modi lauded Andhra Pradesh's growth blueprint, 'while showering praises on the reforms brought in by the AP government steered by CM Naidu'.
Modi mentioned, 'that all states should examine and study the reforms of Andhra Pradesh'. There could be a lot of inputs in the blueprint for growth projected by CM Naidu for other states also, the PM said according to an official statement.
In his presentation, Naidu emphasised on the AP's Swarna Andhra @2047 vision, which he unveiled in December, as 'a bold, inclusive roadmap integrating technology, welfare, and grassroots empowerment and offers a scalable, inclusive model for national development'.
'AP is set to become a $2.4 trillion economy with a per-capita income of $42,000 while having a 15%+ year-on-year growth rate. The state is committed to contributing significantly to the national aspiration of Viksit Bharat @2047—a $30 trillion economy marked by high-quality infrastructure, equitable development, and empowered citizens,' added the CM.
Naidu said family is the focal point of governance, innovation, digital infrastructure, and sustainable growth in their 2047 vision plan.
In a first-of-its-kind initiative, AP has set up 26 districts and 175 Constituency Vision Action Plan units to operationalise and drive the Swarna Andhra @2047 Vision across the levels.
Each assembly constituency unit includes the respective MLA, a nodal officer, an academician, a young professional and 5 other team members.
In addition, there are Sachivalayam Vision Action Plan units at panchayat, village levels.
'Our roadmap aims to achieve zero poverty by 2029 through the innovative P4 model, which unites government, private sector, and citizen efforts to support vulnerable families and promote economic upliftment,' the AP CM said.
Naidu said they have identified about 523 Key Performance Indicators covering state departments and all major sectors—primary, secondary, and tertiary—including relevant Sustainable Development Goal indicators—Gross Value Added (GVA), Gross State Domestic Product (GSDP), Gross District Domestic Product (GDDP), Liveability Index, etc
Andhra Pradesh is identifying growth drivers at every level—village, mandal, district, and state. A comprehensive, application-based monitoring system is being developed to track sector-wise and sub-sector-wise performance.
Naidu said AP's Family Benefit Management System digitally tracks welfare benefits at the household level, ensuring transparency and inclusion. The 'One Family, One Entrepreneur' initiative fosters entrepreneurship and skill development to boost grassroots employment.
Driving a technology-led growth, the CM said AP, committed to lead by example, is establishing Quantum Valley in Amaravati, Drone City in Orvakal, etc., while AI-powered governance and the Ratan Tata Innovation Hub support startups and job creation.
The Ratan Tata Innovation Hub, anchored in a hub-and-spoke model, aims to incubate 20,000 startups and MSMEs over five years and generate over 1 lakh jobs in sectors such as manufacturing, agritech, clean energy, digital, healthcare, and textiles.
Naidu also stressed on advancing regional planning with cross-state synergies. 'Inter-state issues like water and resource sharing, shared logistics, power, and industrial corridors optimize synergies between states. A coastal state like Andhra Pradesh can support landlocked neighbors like Telangana.'
'Three sub-groups of states to fast-track progress'
In conclusion, Naidu proposed forming three focused sub-groups of states, in collaboration with the Union government and NITI Aayog, to fast-track progress toward Viksit Bharat @2047.
The first sub-group on GDP growth will boost investments, manufacturing, exports, and job creation, supported by central Viability Gap Funding for PPP projects.
The second sub-group on population management will help India leverage its demographic advantage while preparing for future challenges like ageing and low fertility.
The third will focus on technology-driven governance, utilizing AI, quantum computing, drones, and digital platforms for real-time, citizen-centric administration.
The CM praised 'India's remarkable rise over the past decade under the visionary leadership of Modi,' and highlighted the progress from world's 10th to 4th largest economy, on track to become the 3rd.
Emphasizing on India's strengthened global stature, exemplified by Operation Sindoor, Naidu said having the right leader at the right time has been crucial in steering the nation toward its ambitious goals in the right direction.
He commended PM Modi's 'strong leadership during the crisis'.

STORY CONTINUES BELOW THIS AD The visit by the Indian PM to Canada is extremely significant, especially in the backdrop of Ottawa-New Delhi tensions that followed the killing of Khalistani separatist leader Hardeep Singh Nijjar in Canada in 2023. Carney's predecessor Justin Trudeau accused the Modi government of orchestrating the fatal attack on Canadian soil, which led to the rapid deterioration of bilateral ties. Now, Modi's visit to Canada signals an emerging thaw in the bilateral relationship. First Modi-Carney meeting It would be the first meeting between PM Carney and PM Modi. During his election campaign, Carney repeatedly called India ties 'incredibly important' for the country. 'There are strains on that relationship that we didn't cause, to be clear,' he said. 'But there is a path forward to address those with mutual respect.' Carney, who was under pressure by pro-Khalistani groups over the invitation to Modi, told reporters Thursday that a legal process was still underway in Canada and 'it's never appropriate to make comments'. He also justified G7 invitation to PM Modi, saying, 'India is the fifth largest economy in the world, the most populous country, and central to supply chains.' First visit to Canada since diplomatic blow-up It is PM Modi's first visit to Canada since the bilateral ties nosedived under PM Trudeau following the Nijjar controversy. The Trudeau administration not only accused India of interfering in its election process but also blamed 'agents of the government of India' for Nijjar's murder. Modi's first foreign visit since the conflict with Pakistan It is PM Modi's first foreign visit after India's four-day military conflict and Operation Sindoor against Pakistan in May. During the visit, the prime minister is likely to call out Pakistan's terror agenda. Meanwhile, the Canadian readout did not highlight much about the visit. PM Modi's first meeting with Trump amidst tariff tussle The G7 summit will see PM Modi and Trump come face-to-face for the first time since the latter imposed a 26 per cent tariff on India in April this year but later paused. As per reports, extensive talks are underway between India and the US to reach a trade deal. Both sides are pressing each other for tariff cuts and concessions amid pressure to hammer out a draft ahead of the July 9 deadline. While India is not a member of the elite bloc, India has been receiving invitations to the table as a guest nation since 2019, when France first extended an invitation to the Biarritz summit.

While India is not a part of the G7 nations, Prime Minister Modi has been participating in the international summit since 2019. When asked about why PM Modi was invited, Carney made it clear that India's presence at the intergovernmental political and economic forum is essential. 'There are certain countries that should be at the table for those discussions, and in my capacity as G7 chair, I will consult with some others to make those determinations. As vibrant democracies bound by deep people-to-people ties, India and Canada… — Narendra Modi (@narendramodi) June 6, 2025 India-Canada relations nose-dived into an abyss after former Canadian Prime Minister Justin Trudeau stood in the Canadian parliament and alleged that agents working for the Government of India were involved in the murder of pro-Khalistan terrorist and Canadian national Hardeep Singh Nijjar. New Delhi vehemently rejected the allegations, calling Trudeau's assertion absurd. The whole saga spiralled down to a point where both countries called back their high commissioners. STORY CONTINUES BELOW THIS AD When asked about the Nijjar investigations, Canadian Foreign Minister Anita Anand said last week that while the rule of law will never be compromised, Canada is looking forward to continuing to build this partnership. Narendra Modi Strives To Realise Deendayal Upadhyaya's Vision

Last Updated: Prime Minister Narendra Modi's fundamental governance philosophy reflects Deendayal Upadhyaya's thought and vision The 60th year of Pandit Deendayal Upadhyaya's historic lectures that shaped the philosophy of Integral Humanism is being commemorated at a time when a BJP's Prime Minister completes 11 years in office. Narendra Modi may not have met or heard Deendayal Upadhyaya, but he has certainly emerged as one of Upadhyaya's finest exponents, manifesting the latter's aspirations and hopes through his governance vision and action. In the course of a public life that spans more than four decades, Modi must have had the opportunity to mingle with many stalwarts of the movement who were moulded and shaped by Upadhyaya. Upadhyaya, the RSS pracharak, was deputed to the newly formed Jana Sangh, as Dr Syama Prasad Mookerjee's understudy in 1951. He went on to shoulder the burden of laying the foundation of the new political party for the next 15 years, emerging as one of the tallest leaders of the Nehruvian and the immediate post-Nehruvian era. Modi, an RSS pracharak, was deputed to the newly formed BJP and for the next three odd decades, toiled for the new party, at various levels, till he scripted and charted out for it a historical course that is altering India's trajectory. Deendayal Upadhyaya established the Jana Sangh as an alternate pole in Indian politics, while Modi has been successful in positioning the BJP as the pre-eminent political party in India in three decades. These three decades were characterised and dominated by coalition politics and unstable governments which were pulled in various directions under the exigencies of political demands and short-term calculations. Absent, during these three decades, was a grand narrative of where India ought to be and of how to reach that position. Narendra Modi has comprehensively altered that. He has drawn a grand narrative sculpted and chiselled by the goal of 'Viksit Bharat" and of 'Amrit Kaal." Throughout Upadhyaya's tenure as general secretary, the Jana Sangh had advocated the necessity of India going nuclear. One of the first major decisions that propelled India to the status of a major nuclear power was Vajpayee's decision to go in for the nuclear tests in May 1998. The flagship 'Sarva Shiksha Abhiyan', launched by Vajpayee which saw a massive grassroots focus on education especially among the most marginalised, was another governance milestone that manifested Upadhyaya's philosophy and his hopes of empowering and equipping those left out and left behind. Pandit Deendayal Upadhyaya delivered his four lectures at Mumbai's Ramnarain Ruia College grounds on the philosophy of Ektaama Manava Darsana on April 22-25, 1965. These lectures eventually formed the bed-rock of the Bharatiya Jana Sangh and later the BJP's political philosophy and action. It was for the first time that a political party, formed after Independence, discussed, debated and articulated a political philosophy which it sought to embody and express through a political programme. The philosophy spoke of unleashing India's civilisational powers, of making her self-reliant through her own strengths, of seeing her regain her rightful place as 'Viswamitra" (a friend of the world). A power that is benign but not powerless. Upadhyaya spoke of India seeking out her own all-around progress, based on her innate strengths and experiences. This national march towards prosperity, Upadhyaya's philosophical postulates insisted, had to be equitable, no one could be left behind. In Upadhyaya's lectures one discerns the hope of ushering in a Viksit Bharat and a Samriddha Bharat. In his concluding lecture, Deendayal Upadhyaya defined the goal when he said: 'Our goal is not merely to protect the culture but to revitalise it so as to make it dynamic and in tune with times. We must ensure that our nation stands firm on this foundation and our society is enabled to live a healthy, progressive and purposeful life…" Upadhyaya spoke of creating a Bharat, which 'will enable every citizen in its fold to develop his manifold latent potentialities…" Narendra Modi, as Prime Minister, in the last eleven years has been driven by these fundamental governance parameters. PM Modi has harped on collective national prosperity and strength. To realise a healthy and purposeful living has been the key-goals of his governance action. Narendra Modi's vision of 'Garib Kalyan", his governance philosophy of reaching out to the most marginalised, his unceasing emphasis on aatmanirbharta (self-reliance), his uncompromising championing of India's national interest and of her national security, his 'Panchamrit" foreign policy, which is a shift from a powerless and defensive 'Panchsheel"-driven foreign policy, his focus on securing and developing India's borders, his concept of 'Jan Bhagidari", his fulfilling the promise of 'One Nation, One Constitution", his vision of 'Ek Bharat, Sresht Bharat", his emphasis on 'Vikaas aur Viraasat", which means development along with the preservation and dissemination of the fundamentals of our national heritage and inheritance, fundamentally and intrinsically reflect Deendayal Upadhyaya's thought and vision.
