System of regulating water firms needs complete overhaul, MPs warn
The Public Accounts Committee (PAC) said the Government must act with urgency to strengthen oversight of the sector to rebuild trust and ensure its poor performance improves.
In a report released on Tuesday, the committee highlighted how bills are expected to rise at their fastest rate in 20 years while customer trust in the sector is at an all-time low.
Years of underinvestment, a growing population and extreme weather caused by climate change have led to intense pressure on England's ageing water system, causing widespread flooding, supply issues, sewage pollution and leakages.
Last year 10 companies were unable to generate enough income to cover their interest payments at a time when the sector must invest in environmental measures, cut leaks and build new reservoirs in the coming years to avoid a shortfall of five billion litres by 2050.
'The environmental performance of companies is woeful,' the report said.
'Ofwat and the EA (Environment Agency) have failed to secure industry compliance.'
The PAC said reforms to the system of regulation carried out by the Environment Agency and the Drinking Water Inspectorate (DWI) are needed 'to address the fragmentation of accountability and failure to enforce current environmental standards'.
'There are gaps in critical areas such as oversight of the wastewater network and understanding of the condition of assets,' the report read.
'No-one is taking ultimate responsibility for balancing affordability with long-term needs.'
The PAC's inquiry found that 20% of people are struggling to afford their water bills while companies are implementing huge bill increases without explaining why, or how the money will be spent.
In response, the group of MPs recommended Ofwat sets clear expectations for companies to explain where customer money is being spent, why bills are rising and what improvements customers can expect for their money, in the next six months.
The report also warned that company plans to spend around £12 billion in the next five years to update the antiquated sewage system will only fix around 44% of sewage overflows.
And while the Environment Department (Defra) created a £11 million fund for rolling out environmental improvements from water company fines in 2024, the money has not yet been distributed, with the PAC urging the Government to do so by the end of the year.
Elsewhere, the committee warned that there appears to be 'no single guiding mind' balancing the need for improvements with the impact on bills.
It is therefore calling for the Government to plug the gaps in regulator responsibilities and be explicit on the trade-offs between the need for improvements, water supply needs, and the impact on bills.
In terms of financial failings, the PAC is urging Ofwat to review its powers and capabilities to ensure it can act to improve the financial resilience of the sector.
Sir Geoffrey Clifton-Brown, PAC chairman, said: 'The monumental scale of work required to reverse the fortunes of failing water companies is rivalled only in difficulty by the efforts needed to repair customers' faith in the sector.
'In the face of looming water shortages, steps must be taken immediately if the Government is to set the sector back on the right path.
'Customers are being expected to shoulder the burden of water companies' failings, without being told why or on what their money will be spent.
'It is past time that we had a low risk, low return water sector, from its current farcical state of overly complex, sometimes unregulated companies, and a culture of excessive dividends and borrowing.
'There is also a lot to be done in the regulatory sphere, with a pressing need to improve and streamline the existing regulatory regime.
'More must be done to stem the flow of pollution entering our waterways, as it poses a serious risk to human health and continues to degrade the quality of our lakes and rivers.
'However, regulators are overwhelmed by the number of prosecutions and appear unable to deter companies from acting unlawfully.
'Government must act now to strengthen regulators and support their efforts to hold companies to account.'
An Environment Agency spokesperson said: 'We take our role in protecting environment and regulating the water sector very seriously.
'Our enforcement action has led to over £151 million in fines since 2015 and we are conducting the largest ever criminal investigation into potential widespread non-compliance by water companies at thousands of sewage treatment works.
'We're also modernising our approach to regulating the water sector, with more regulation and enforcement officers, better data and are on track to carry out 10,000 inspections this year.'
A Defra spokesperson said: 'The Government inherited a broken water system. But in just one year, we have put down the building blocks to clean up England's rivers, lakes and seas.
'This is just the beginning. Next week the Independent Water Commission will come forward with its final report to rebuild a water system that is fit for Britain in the 21st century and restore our rivers, lakes and seas to good health.'
A Water UK spokesperson said: 'We agree that fundamental change to regulation is needed.
'By suppressing investment, Ofwat achieved short-term cuts to people's water bills but at long-term risk to the resilience of our vital water supplies.
'This is finally being put right, with a record £104 billion investment over the next five years to secure our water supplies, end sewage entering our rivers and seas and support economic growth.
'We hope that the recommendations of the Independent Water Commission next week ensure we never again find ourselves in this position again.'

'We're really excited about votes for 16 and 17-year-olds'
The Government has announced plans for 16 and 17-year-olds will be allowed to vote across the UK, by the next general election. The move is among changes to the voting system announced last week, which - subject to approval in Parliament - will form the biggest electoral shake-up since 1969. Labour says the proposal is "only fair", while the Liberal Democrats describe it as a "no-brainer". However, the Conservatives say the plan is "hopelessly confused". But what do teenagers make of it? 'I want a say on how my taxes are spent' Noah, 16, is the treasurer of Skipton's Youth Council. He says he is "really excited" for people who will be able to vote in the next general election as a result of the proposed change. "A 16-year-old can pay taxes, join the armed forces, get married with consent, and that is a lot of responsibility," he says. "I am starting an apprenticeship in September. I will pay my national insurance, I will pay my tax. "I want to get involved with how the country is going to evolve in the future." He says being over the age of 18 does not necessarily mean you know more about politics. "You could say that anybody is not mature enough to vote," he adds. "There are many adults out there who are not as well-educated as others." 'It's important we're heard' Rosie, 18, is part of a youth group in Leeds and says she would have voted in 2024 if the rules had changed sooner. She says she would have done extra research to learn about the political parties. "Lots of people are worried about people that are uneducated voting but I think there won't be much of a problem with that," she says. Albert, 17, agrees, adding: "I think it's really important for younger people to have their voice heard, in a way that isn't just protesting." "The people who would vote would be conscious of the decision they're making and how it impacts people." 'It will tackle low turnout' Anna Calvert, who lives near Skipton in North Yorkshire, missed out on voting at the 2024 general election by less than three months. "I was a bit gutted that I wouldn't have a say on who would be looking after my constituency for the next five years," she says. Anna, now 18, is a member of the UK Youth Parliament, which has campaigned for the voting age to be lowered since its creation, 25 years ago. "The group chats were all going mental when the plans was announced," she said. "We were just all so surprised." She is hoping that politicians will focus more on issues that matter to young people during the next election campaign, as she says the generation currently feels "ignored". Anna believes that engaging young people in politics will also help to tackle low voter turnout. "If you start getting people interested in politics young, you'll have voters for life." 'We need to be informed' Will, 15, York's member of the UK Youth Parliament, believes 16-year-olds are "mature enough, but possibly not informed enough" to vote. However, he says that is not the fault of young people and he hopes education about politics will improve as a result of changes to the voting age. "At the moment, people turn 18 and learn about politics online, which can be good but also can be difficult, because you can't help the spread of misinformation," he says. "Or they're voting with their parents and that can lead to tribalism, and that's just not a true democracy." Young people need to be taught how to identify misinformation online in time for the next general election, he adds. 'Policies affect my future' Lucas, 16, is says he is pleased with the proposed change as "a lot of the new terms and policies affect me as a young person". However, he says he feels many people his age would not be able to make an "informed vote", because of a lack of teaching about the "current state of the UK" in schools. Meanwhile, Charlie, 15, says he reads the news and added: "I look at some of the parties now and then but I wouldn't look too greatly into them." Evie, 14, says a lot of young people she knows are "particularly interested" in the possibility that they will soon be able to cast their ballot. Liverpool forward on the brink of agreeing transfer move
Diaz and Bayern are close It's the German giants Bayern Munich who have displayed the most interest in Diaz so far and they're intent on getting their man, despite the high €100m asking price that Liverpool have put on him. We didn't know if Liverpool would consider budging on their demands, since the stance that club has shown so far has been one of 'he's not for sale', but the latest reports claims there's been movement. According to Nicolo Schira, who posted an update on X: "Luis Diaz is getting closer to Bayern Munich from Liverpool for €75m. Agreement in principle with the winger for a contract until 2030." That figure would equate to around £65m which is £16m profit on the £49m Liverpool paid in 2022.

In the absence of financial guidance, which was suspended by the Company on April 30, 2025, financial analyst consensus forecasts currently constitute the primary metric for market expectations. The disclosure of the following preliminary financial data for the First Half 2025 is intended to address the difference between these analyst consensus forecasts and the Company's performance for the period. Global consolidated shipment volumes for the Second Quarter of 2025: Stellantis today also publishes its consolidated shipment estimates. The term 'shipments' describes the volume of vehicles delivered to dealers, distributors, or directly from the Company to retail and fleet customers, which drive revenue recognition. Consolidated shipments for the three months ending June 30, 2025, were an estimated 1.4 million units, representing a 6% decline y-o-y, reflecting North American tariff related production pauses early in the quarter, in addition to reduced, but adverse impacts of product transition in Enlarged Europe, where several important nameplates are either in the ramp-up phase after recent launches, or awaiting production launches scheduled for the second half of 2025. Refer to page 4 for an explanation of the items referenced on this page In North America, Q2 shipments declined approximately 109 thousand units compared to the same period in 2024, representing a 25% y-o-y decline, due to factors including the reduced manufacture and shipments of imported vehicles, most impacted by tariffs, and lower fleet channel sales. Total sales declined 10% y-o-y, with U.S. retail sales relatively flat, and with the region's two largest brands, Jeep® and Ram, collectively delivering 13% higher sales y-o-y. Enlarged Europe Q2 shipments declined approximately 50 thousand units, representing a 6% y-o-y decline, due primarily to product transition factors. The recently-launched 'Smart Car' platform B-segment vehicles continue to ramp up to their full production levels, and prior year comparisons are affected by the hiatus of Fiat 500 ICE pending the arrival of its mild-hybrid successor. Shipments of the four Smart Cars (Citroën C3 and C3 Aircross, Opel/Vauxhall Frontera and Fiat Grande Panda) increased 45% sequentially in the Q2 2025 period, or 25 thousand units, compared to the Q1 2025 period. Across Stellantis' other regions, shipments grew 71 thousand units in aggregate, representing a 22% increase y-o-y, mainly driven by a 30% increase in Middle East & Africa and a 20% increase in South America.
