
Climate not behind agri-sector fall
Pakistan's GDP growth exceeded expectations during FY24. It proved wrong everyone, including international organisations, experts, and policymakers. A deep dive into GDP data revealed that the major push came from agriculture.
Despite bad governance, climatic factors, and a distorted market, agriculture showed remarkable performance. It posted a growth rate of 6.25%, driven by the crop sector, which grew by 11.3%.
Unfortunately, agriculture struggled to sustain momentum in 2025. The growth rate dropped to 0.56% from 6.25% in 2024. The crop sector grew by -6.82% in 2025, compared to 11.3% in 2024. Major crops, such as wheat, sugarcane, cotton, and rice – key contributors to agricultural GDP — faced significant losses.
Wheat experienced a negative growth rate of -8.9%, with the government attributing it to climate change and reduced production areas. Interestingly, for sugarcane and rice, although their cropping areas increased by 1.1% and 7.2%, respectively, their production decreased by -3.4% and -1.38%. Cotton saw the worst decline, contracting by 30.7%.
These figures are very concerning given the ongoing issues of poverty, food insecurity, and unemployment in Pakistan. The World Bank estimated that about 44.7% of the population lives below the poverty line, which is a troubling statistic. Additional analysis reveals that 16.5% of the population is living in extreme poverty. They struggle to meet basic daily needs and face uncertainty about their future.
It has also been predicted that the poor performance of agriculture has contributed to a 0.2% increase in poverty in rural areas. This is a serious situation. Poverty is growing, even though the government claims to be investing in poverty reduction programmes like the Benazir Income Support Programme (BISP). This also raises questions about the effectiveness and sustainability of BISP. Each year, Pakistan spends billions of rupees on BISP. But what is the result? Poverty keeps increasing.
Second, food insecurity remains a major concern. A 2013 study estimated that 58.8% of Pakistan's population was food insecure. Unfortunately, we are still relying on old data because the government hasn't updated Pakistan's food insecurity data. There are concerns that food insecurity has risen over time due to various factors.
First, poor economic conditions and the devaluation of the PKR have significantly reduced people's purchasing power, leaving fewer resources to buy healthy food. Second, weak governance of the agricultural sector has led to lower production and reduced availability of high-quality food.
The government blames climate change for the poor performance, but a closer look at the data shows that isn't the full story. The true cause of the agricultural decline is poor governance – the government's consistent ignorance and pro-market, or specifically pro-private sector, policies.
Now, under the International Monetary Fund (IMF) direction, Pakistan has left farmers at the mercy of the private sector and climate change. It devises and enforces policies that favour the private sector at the expense of farmers. For example, last year, the government allowed market forces or the private sector to dictate and control the agricultural input market. The private sector exploited farmers by manipulating prices and input availability.
Farmers scrambled from one market to another to obtain inputs but faced numerous difficulties. Most farmers were unable to secure the necessary inputs at the right time, which negatively impacted crop production. The farmers were protesting and voicing their concerns, but the government refused to intervene. The government believed that interfering in the market would disrupt free market principles and was, therefore, unwilling to intervene.
On the other hand, the government forgets the free-market principles when it comes to agricultural products. It artificially sets the prices of commodities and forces farmers to sell their commodities at government prices. For example, the Punjab government has announced the wheat price at Rs2,900 per 40kg. It is an injustice to the farmers because it is lower than the cost of production.
The farmers claim that the cost of production for 40kg is around Rs4,000, and the Punjab government is asking them to sell wheat at Rs2,900. In this way, the farmers are incurring a loss of Rs1,100 per 40kg. Now, the question is why the government is interfering in the private market and forcing farmers to sell their product at a loss. Isn't it against the market law? The government claims that it wants to protect the poor. In this context, then, what about the poor farming community? Why should the government protect the poor at the cost of the poor farming community?
The second example is the sugar crisis. First, the government allowed the sugar industry to export sugar, resulting in an abnormal price increase. Now, it is allowing the same sector to import sugar, and the arrival time will be during the crushing season. It will enable the industry to exploit farmers.
The above discussion suggests that poor governance and government preferences are significantly impacting the agricultural sector, leading to the downfall of the farming community. Unfortunately, this policy is not limited to the present government; the successive governments, political and military, have systematically destroyed agriculture and the farming community.
The fall of farmers will lead to the collapse of agriculture. It will impact the country on multiple fronts, including the unavailability or high cost of inputs, a sharp increase in unemployment, poverty, and food insecurity, among other consequences. Therefore, the government will have to take immediate steps to reverse the process.
It will have to decide on the market structure, either to leave it to market forces with the invisible hand or to adopt a free market approach with the firm visible hand. It is suggested that the government should pursue a free market, but with a strong, visible hand, not an invisible one.
Also, the government will need to develop policies that help farmers lower production costs and enable low-income consumers to afford food. One possible option can be a double-edged subsidy policy. On the one hand, subsidies should be limited to small farmers with landholdings of up to 12.5 acres, in different slabs. For example, farmers with less than one acre should be provided with essential inputs free of charge, and those with 2.5 acres should receive them at half price.
Similarly, farmers with less than 7.5 acres should be given a 30% subsidy, and those with up to 12.5 acres should receive a 20% subsidy. Farmers with 25-50 acres should be entitled only to a 10% subsidy.
A similar formula should be applied on the consumption side. Government should also divide the consumers into four groups: 1) group-1, people connected with BISP, 2) group-2, people with a monthly income of Rs50,000, 3) Rs100,000, and 4) above Rs100,000. The wheat distribution should be as Rs1200/40kg, Rs1800/40kg, Rs2200/40kg, and wheat at market price, among groups, respectively. This strategy will not only help farmers but also shield the urban poor. The same formula can be applied to other commodities, such as grams, onions, garlic, and meat.

Pakistan achieves 5.4% budget deficit, 2.4% primary surplus in FY25

'The deficit of 5.38% is better than the government's revised forecast of 5.6% of GDP (earlier budgeted 5.9%) for FY25,' said Topline Securities. 'Similarly, the International Monetary Fund (IMF) also projected a deficit at 5.6% of GDP.' 2.4% of GDP: Jul-Mar budget deficit stands at Rs2.97trn The primary balance posted a surplus of Rs2.719 trillion, accounting for 2.4% of GDP. 'Pakistan has recorded a primary balance of 2.4% of GDP, the highest surplus % in the recent past (over 2 decades),' said Topline Securities. The brokerage house noted that a higher primary surplus was achieved as revenue growth surpassed expenditure growth. 'This surplus of 2.4% of GDP is better than the government's revised projection of 2.2% of GDP and the IMF forecast of 2.1%,' it noted. As per figures provided by the Finance Division, the total revenue of Rs17.997 trillion included Rs12.722 trillion in tax and Rs5.274 trillion in non-tax revenue. Of the tax revenue, the Federal Board of Revenue (FBR)'s tax collection remained Rs11.744 trillion during FY25. 'FBR tax (with petroleum development levy [PDL]) to GDP ratio has increased to 11.3% in FY25, a 7-year high compared to 9.7% in FY24 and an average of 9.9% in the last five years (FY20 to FY24,' said Topline. Provincial governments' tax collection was recorded at Rs978 billion in FY25. During FY25, Pakistan's total GDP stood at Rs114.692 trillion. 'Pakistan is expected to post its third consecutive year of primary surplus in FY26 after 2 decades. While overall fiscal deficit is expected to clock in at 4-4.1% of GDP in FY26, the lowest in 2 decades,' said Topline Securities.

A new contract: how Pakistan can end politics of poverty
'There is always more misery among the lower classes than there is humanity in the upper.' Victor Hugo, Les Misérables. Let's be honest: we don't need another diagnostic. We already know the patient is bleeding. What Pakistan needs now is a surgical plan—practical, bold, and morally sound. For too long, we've accepted poverty as collateral damage in the pursuit of elite consensus and IMF appeasement. But poverty is not an economic inevitability. It's a political choice; we have the tools. The question is: do we dare use them? It begins at the source: revenue. Not just collecting more—but collecting fairly and intelligently. Three big fissures need closing. First, agricultural income: time to stop pretending. We must tax progressively above subsistence thresholds, synchronized across provinces. Digitize land records, use satellite imagery to estimate yields, and enforce returns based on real output. Second, the retail-wholesale sector — our country's backbone — remains untaxed. Use utility, mobile, and point-of-sale data for automatic registration, offer simplified compliance pathways, and blacklist evaders. Third, exemptions: eliminate the alphabet soup of favours. Every tax break must have a limited time-frame or a sunset clause. Any system people don't understand breeds mistrust. The tax code should not be a maze for the honest and a playground for the connected. But it's not just about how much we collect—it's about how we spend. We must flip the budget. Instead of rewarding glossy overpasses, we reward outcomes. Tie provincial transfers to performance on health, literacy, nutrition. Double down on girl-focused primary education—stipends, not just schoolbags. Fund preventive healthcare—immunisation, clean water, maternal support. And if we must borrow, let it be for people, not concrete. That debt pays dividends for decades. The deeper issue is how we define development. We remain stuck in an outdated metric. GDP was never designed to measure human welfare. Nobel laureates like Joseph Stiglitz and Amartya Sen have long argued that a country's economic output is not the same as its people's well-being. Pakistan needs to budget with a dashboard: track HDI by district, inequality via the Gini index, and deprivation through the Multidimensional Poverty Index. Real reform starts when budgets ask, 'How many children ate today?' instead of 'How many bridges did we build?' There's no way forward without confronting what we're doing to our youth. We call it a 'youth bulge,' but without investment, it's more like a ticking bomb. What we need is a national skills guarantee—every Pakistani under 30 should have access to one of three paths: vocational training, digital certification, or an apprenticeship. No excuses. Every district should have youth entrepreneurship hubs—public-private incubators to build solutions in climate tech, fintech, creative services. We should have a Youth Civic Corps that mobilises thousands for literacy drives, urban greening, disaster response. This isn't idealism—it's strategic insurance. If we don't create opportunity, we'll be dealing with unrest. Meanwhile, we must build on what works. The Benazir Income Support Programme remains the country's most robust safety net. But it's frozen in its original form. We need to evolve it. Link payments to real outcomes: school attendance, vaccination, skills completion. Digitally integrate it with NADRA, Sehat Sahulat, Ehsaas, and microcredit channels to build a universal social registry. Add tiers: long-term unconditional support for widows, persons with disabilities, and the elderly. Conditional, time-bound transfers for those who can and want to move up. The goal is not permanent welfare—it's dignity with an off-ramp. But even as we talk reform, let's address the elephant in the drawing room—protocol. We're trying to build a welfare state while financing a spectacle of privilege. Convoys, VIP perks, public security as personal entitlement. Every rupee spent on ceremonial power is one less rupee for public good. Strip it back. Limit police convoys to verified high-risk individuals. Publish the protocol budget of every ministry. Cap perks. All the big-wigs in the state apparatus can fly economy—if they want comfort, they can top up from their own pockets. This isn't about symbolism. It's about credibility. Yet all this will still fall flat without trust. No reform survives without it. The state must show it sees its citizens. Start small but start strong. If you paid for a government service like passport or ID card, and it doesn't arrive within time, it's free. If the passport office has no power, escalate, the portal allows you to complain to next HQ. Create real-time redressal. Provide free legal aid to women, bonded labourers, minorities. A welfare state does not begin with charity—it begins with predictability. With justice. Everything we're proposing here isn't just economic. It's deeply moral. Thomas Piketty, in his work on capital and inequality, showed how unregulated wealth accumulation creates systemic instability. The longer you let inequality fester, the more corrosive it becomes—to social cohesion, to democracy, to the very idea of merit. It's not about punishing the rich—it's about protecting the country, the republic. Richard Wilkinson and Kate Pickett's landmark work 'The Spirit Level' makes a shocking case: unequal societies are not just unfair—they are dysfunctional. They do worse across everything that matters: crime, education, trust, health, productivity. Pakistan must understand that inequality is not just a side effect. It is the engine of dysfunction. When one class is hoarding plots in gated suburbs while another queues up for food rations, it's not just a fiscal problem—it's a fracture in the national soul. We can either have elite consensus or we can have inclusive development. But we can't have both. What we need is a new contract. A contract that says: if you work hard, you can feed your family. If you pay your taxes, your kids go to school. If you obey the law, the law protects you. That's not utopia. That's Republic 101. The elite will not sign that contract willingly. But history shows that when the middle class and the marginalised demand it together — it becomes inevitable. Pakistan does not lack resources. It lacks resolve. It does not lack intelligence. It lacks intent. Let this be the decade we chose differently. Let this be the decade we turned the page. Let this be the decade we ended the politics of poverty—and began the practice of justice.
