A federal program sent local farmers' fresh produce to food banks. It's being cut
Brown, 59, is one of the 1.2 million South Floridians who relied on Feeding South Florida, the region's largest food bank, last year to supplement their groceries. As rising costs of living have nudged more locals into greater financial precariousness and closer to hunger, the organization reported that nearly two in 10 South Floridians turned to it last year for food.
But recent federal funding cuts mean Feeding South Florida's budget is about to shrink by more than 30%.
As part of its push to reduce federal spending, the Trump administration shuttered the Local Food Purchase Assistance Cooperative Agreement Program (LFPA), a $900 million initiative started in 2021 to help food banks purchase produce from local farmers. In doing so, it lopped $13.5 million — nearly all of the food bank's federal funding — from Feeding South Florida's budget.
That means fewer vegetables on the table for families like Brown's, and fewer orders for the farmers who grow them.

Particularly toward the end of the month, Brown relies on food banks like Feeding South Florida to put meals on the table.
'That's what I use the food bank for,' she said, 'to fill in that last week of the month before I get more [food stamp] assistance.'
Like many across the country, and especially in South Florida, her household has felt the squeeze of rising prices. U.S. Department of Agriculture data shows grocery prices have jumped roughly 30% since 2020.
Over the same period of time, Miami-Dade's rate of food insecurity — people who don't have enough to eat — has spiked by 50%. On any given day, roughly 400,000 Miamians, 15% of the county's population, don't know where their next meal will come from.
Compounding that vulnerability are proposed major cuts to federal spending on food assistance programs like the Supplemental Nutrition Assistance Program (SNAP), better known as food stamps, on which nearly 3 million Floridians, including Brown and her five grandchildren, rely.
For Brown's family and others that are either food insecure or close to it, food banks have become especially important for ensuring access to fresh fruits and vegetables.
The local produce purchase program is largely to thank. Feeding South Florida estimates that nearly half of its produce is purchased with money from the program. Without the funding, the food bank told the Miami Herald it anticipates 'a reduction in both the volume and variety of fresh foods available' at its food banks and that its 'capacity to provide nutritious food will be significantly affected.'
Robin Safley, the CEO of Feeding South Florida's umbrella organization, Feeding Florida, emphasized the economic importance of guaranteeing access to healthy, fresh food.
Those served by her organization's affiliate food banks disproportionately deal with chronic health issues, including diabetes, said Safley. 'Many of them are also on Medicaid,' she noted, 'so those chronic conditions can really drive up the cost of health care.' Healthy eating plays a critical role in mitigating those costs, she added.
But beyond those health impacts, Safley pointed out that the program has given local farmers more opportunities to sell produce in their home communities.

At his farm in Palm Beach County earlier this month, J.D. Poole shouted over the sound of water raining from pipes affixed to the ceiling, cooling boxes of freshly picked corn below.
A third-generation farmer from Belle Glade, Poole co-founded Scotlynn Sweet-Pac Growers in 2012. Still based in Belle Glade, the company plants, harvests and ships thousands of acres of sweet corn, pumpkins, cabbage, watermelon and asparagus each year.
Thanks to the federal food purchase initiative, from which Florida received and dispersed more than $20 million to food banks last year, Feeding South Florida has been a major buyer from Poole. He estimates his farm sends more than 1 million pounds of produce each year down to the food bank, which purchases those orders with money from the program. Poole said the arrangement accounts for roughly 10% of Sweet-Pac Growers' annual revenue.
The program was particularly helpful for selling perfectly good produce that grocery stores wouldn't buy because of slight aesthetic imperfections, he added. 'Rather than walk away and take a huge financial loss' on those vegetables, the program helped his business recoup planting investments that otherwise would've been lost, while at the same time 'providing really good, fresh food at a reasonable cost to the needy.' If not for the program, that produce would've been thrown out.
That's what will likely happen now. He was grateful to provide for those in need, but Poole says he can't afford to harvest, process, package and ship his produce to food banks on his own dime.
He hopes the president will reconsider the program's termination. A Trump voter, Poole is generally content with the administration thus far. And he backs Trump and the Department of Governmental Efficiency's (DOGE) purported efforts to eliminate the 'fluff' in government spending. But, he said, this initiative is not fluff. 'It's a very needed program.'
Poole is far from alone in the agriculture community in his assessment. Aaron Shier, the government relations director at the National Farmers Union, a D.C.-based advocacy group, said the program has been important for many community farmers and strengthened local food supply chains, all while feeding people in need.
U.S. Rep. Debbie Wasserman-Schultz, a Florida Democrat who sits on the House Appropriations Committee's agriculture subcommittee, described the program as a 'win-win for our local farmers and for families in need.' Its cancellation is a 'gut punch,' she told the Herald, especially for small farmers and food-insecure people.
People like Brown. The grandmother's disability benefits and SNAP assistance alone aren't enough for her to provide for her dependent grandchildren, whose mother died and whose father isn't in the picture.
But Brown, turning to her friend Lathoya Bennett, said she feels lucky. 'Lots of people, lots of homeless people, can't even get here to get [this food]. We really need more of this.'
Bennett nodded as she looked over the piles of carrots and onions: 'This is really a blessing.'

Advertisement But after years of robust federal spending in the state, some Republican legislators, who are in the minority in both chambers, are predicting that the new domestic policy bill will help root out waste and provide some tax relief. 'Just take a deep breath,' said state Rep. Mark Duncan, a Republican who sits on a new legislative subcommittee on federal funding. 'This is not going to happen tomorrow, for the most part.' The state estimates that it will lose $2.8 billion annually in Medicaid funding, and as much as $352 million from the Supplemental Nutrition Assistance Program, or SNAP, which helps low-income families buy groceries. Six to eight rural hospitals could close within the next 24 months. Advertisement And out of roughly 22,000 jobs in state government, more than 2,000 are wholly funded by the federal government, while an additional 3,800 are partially funded, Wayne Propst, secretary of the Department of Finance and Administration, told the funding subcommittee. To be sure, state budgets around the country have been generally strong of late thanks to billions in COVID-19 relief money and a record-breaking stock market. New Mexico has also been buoyed by robust oil and gas revenues. But few sectors of the state will be untouched. The Santa Fe Farmers' Market. MERIDITH KOHUT/NYT Manny Encinias, a cattle rancher and longtime vendor at the Santa Fe Farmers' Market, said some of his customers paid with SNAP food tokens. 'Suddenly, the rug has been pulled out from beneath us,' he said. For now, here's how some New Mexicans are sizing up the new normal: Medicaid and SNAP The New Mexico Health Care Authority, which administers Medicaid and SNAP, estimates that 88,000 residents could lose Medicaid, and 58,000 could lose SNAP. Many officials are worried about bureaucratic snarls and widespread confusion. Paulina Verduzco, 20, a restaurant host in Santa Fe, is already experiencing whiplash. After being uninsured for two years, Verduzco was recently approved for Medicaid. But a few weeks ago, she received a $300 bill for a one-hour intake call, done over Zoom. Panicked, she talked to a case worker and was told it was a mistake. She was also approved for SNAP, and on a recent Saturday at the Santa Fe Farmers' Market, she used her food tokens for the first time. She and her aunt purchased plants for cherry tomatoes, poblano peppers and lemon cucumbers to grow in their own tiny garden. Advertisement But two weeks later, Verduzco received a text informing her that she would no longer be receiving SNAP because she wasn't working enough hours -- even though she has been asking her employer for more hours. She is not sure if the cutoff was a result of the new federal policy, but work requirements are about to become even more stringent. 'You aren't making enough money to receive government money -- make that make sense,' Verduzco said. Gutting SNAP could squeeze the state's Double Up Food Bucks initiative, which enables recipients to buy fresh local produce at half the price, and bolsters ranchers and farmers, said Encinias, who owns Trilogy Beef and Buffalo Creek Ranch in Moriarty, and is also executive director of the Santa Fe Farmers' Market Institute. 'We're going to be impacted significantly,' he said. Nonprofit groups, which have often provided aid that supplemented government programs, are also under pressure. A recent survey of 200 nonprofits commissioned by three New Mexico foundations reported that 20% received at least half of their funding from federal grants -- grants that are now in jeopardy. The Food Depot, which serves northern New Mexico, has already announced that its Regional Farm to Food Bank program is ending. 'Make absolutely no mistake,' Jill Dixon, the group's executive director, said at a recent community meeting. 'The charitable food system cannot compensate for the loss that we are facing.' Kayla Bartkowski/Getty Public Lands In a state nicknamed the Land of Enchantment for its striking landscapes and cultural history, outdoor recreation provided 29,000 jobs and generated $3.2 billion in economic impact in 2023. Advertisement To operate on lands controlled by the Bureau of Land Management or the Forest Service, it is necessary to have permits, adequate access points and working restrooms and campgrounds, said Nick Streit, whose father opened the Taos Fly Shop in 1980. But among the federal workers who lost their jobs in the first rounds of layoffs were several who worked on recreation and permitting. Those workers, Streit said, usually bought their waders and other outdoor equipment at local businesses and supported the local guide industry by maintaining standards. 'Those permits are important, because when members of the public come and they hire somebody, they know they're safe, they have insurance, they have training,' said Streit, who is also the executive director of Friends of the Rio Grande del Norte National Monument. Will Blackstock, who owns Far Flung Adventures, which offers white-water rafting trips on the Rio Grande, said that at the beginning of this summer, 'things were looking very bleak' as a result of the federal budget and staffing cuts, with a significant reduction in the number of river rangers who patrol the nearby Rio Chama, a major tributary of the Rio Grande. One more ranger has been added back since then. 'It's far less than the river program needs, but it is better than we thought it was going to be,' Blackstock said. Conservation group leaders said they were relieved that a plan by Sen. Mike Lee, R-Utah, to sell millions of acres of public lands was abandoned after intense pushback, including from many of Trump's supporters. Advertisement But Agriculture Secretary Brooke Rollins did rescind a long-standing rule prohibiting road construction and timber harvesting in remote areas of federal forests, which conservationists fear will threaten vulnerable species and compromise wilderness values on public lands. The announcement was made in Santa Fe. 'We are so on edge right now, I can't even tell you,' said Garrett VeneKlasen, the northern conservation director of the New Mexico Wilderness Alliance. Natural Disasters In New Mexico, concerns often turn to the basics: fire and water. Summers are drier now and extreme heat more frequent, heightening wildfire concerns. Jane Lumsden, whose family has long owned a natural foods store in Las Vegas, New Mexico, lost her custom-built home in the devastating Calf Canyon-Hermit's Peak blaze in 2022. But she is grateful to the experts who predicted the fire's path and to the emergency responders who kept residents regularly apprised of fire dangers. Otherwise, she said, 'People most certainly would have died.' Now, as her family incorporates timber salvaged from their burned home to rebuild across the street, she is worried that the federal cuts could affect reforestation efforts and could make it more difficult to fill thousands of vacant firefighter jobs. The Federal Emergency Management Agency has also lost a quarter of its full-time staff since Trump took office. 'Climate and natural disasters are accelerating and without these kinds of warning systems and support, we will be at risk,' she said. 'Look what happened in Texas.' About 60 miles to the northwest in Chimayo, Champe Green, an elected member of the Santa Fe-Pojoaque Soil and Water Conservation District, worries often about the earthen Cañada De Ancha Dam, one of the state's most dangerous. MERIDITH KOHUT/NYT Built 60 years ago, the dam has retention ponds that are now so choked with sediment that any significant rainfall could cause overflowing or breaching. An estimated 1,000 people, many of them poor and working-class, live within the potential flood area, according to the federal Department of Agriculture. The state has pledged $8 million to remove the sediment. That funding is contingent, however, on a federal match of roughly $11 million. Congress is considering the appropriation of up to $7 million in watershed rehabilitation funding for the next fiscal year -- for the entire country. 'There's not enough to pay for our one little project, much less all the projects around the country,' said Green, a retired biologist and ecologist with the U.S. Forest Service and the Army Corps of Engineers. And now it is monsoon season. 'If we got 2 inches in an hour, that would be scary,' he said. 'If we had 4 inches in 24 hours, I'd be scared to death.' Arts, Culture and Native Americans Robert K. Meya, general director of the Santa Fe Opera, has his own concerns related to wildfire threats. The opera's annual insurance rates doubled from 2024 to 2025. With its open-air productions each summer, performed against a breathtaking desert backdrop, the opera has installed air-quality sensors to gauge whether it is safe to perform. 'If you cut off the funding for the Forest Service and you're not maintaining these forests correctly,' Meya said, 'then the possibility for a fire will only increase significantly.' MERIDITH KOHUT/NYT In recent months, a $55,000 federal grant for this summer's premiere of Richard Wagner's 'Die Walküre' has been rescinded (though it is being appealed). And $100,000 spent on installing solar panels, which previously would have been eligible for tax credits under the Inflation Reduction Act, may never be recouped. Similar concerns weigh on organizations catering to the arts, education and Native Americans. Rose Eason, a board member of Creative New Mexico, an arts advocacy nonprofit, said at least $1.5 million in federal grants earmarked for two dozen organizations statewide had been terminated. Southwestern Indian Polytechnic Institute -- one of only two federally run colleges for Native Americans -- is facing a proposed 83% cut in federal funding. And the impending cuts to public broadcasting could shrink funding by 20% for KSUT, one of the country's first tribal radio stations. It provides Indigenous news, music and emergency alerts to rural northwestern New Mexico. 'It's one giant ecosystem,' Meya said. 'No one is immune.' This article originally appeared in

Speaking out for immigrants has cost me, but Miami Republicans' silence is worse
This past week, I was heartened by the reaction to recent articles in the Miami Herald and New York Times discussing my civic engagement in defense of decency, compassion and justice for immigrants. I spoke not only as a Cuban American, but as an American deeply troubled by the cruelty inflicted on people — especially Latinos — in our state and country by President Trump's immigration policies. Many reached out in support. A few disagreed. I write now not to those who cheered, but to those who scorned, and more importantly, to those who remain silent. I did not come to this moment lightly. I crossed a personal Rubicon from which there is no return. But it had to be done. Let me set the record straight: I am no leader — just one voice hoping to awaken a slumbering moral majority. I have always resisted bullies and abusers quietly. But quiet action in the face of loud injustice is a form of complicity. That ends now. I am not a Republican or a Democrat. I am an American — an immigrant who came here with nothing, became a citizen, served in the Army, and owe this country a debt I can never repay. I believe in the rule of law, strong borders and the fair removal of those who break our laws. But I also believe in humanity and the right of every person to be treated with dignity and due process. I will never forget how this country embraced my family when we arrived with only hope in its promise. I am the son of a father who taught courage and a mother who taught compassion. Educated by Jesuits, I live by their motto — 'men for others' — and their belief that love must act. When cruelty becomes policy and injustice becomes normalized, love must raise its voice. That is why I can no longer remain silent as Miami's Republican U.S. Reps. Maria Elvira Salazar, Carlos Giménez and Mario Diaz-Balart shrink from their responsibility to stand against Trump's dehumanizing immigration agenda. They are Cuban Americans and children of immigrants, just like me. They know the pain of exile. Yet in the face of a bully president who separated children from their parents, vilified immigrants and exploited fear for power, they say and do nothing, though Salazar has sponsored the Dignity Act to provide legal status to some undocumented immigrants. Their silence is not neutrality. It is cowardice. Speaking out has come at a cost. A bag of raw meat was recently left on my driveway with an ominous note: 'We know you love your dogs.' Weeks later, an unfamiliar man pulled up beside me, called me by name, and warned me to 'Stop talking.' I won't lie — it shook me. But it did not silence me. It steeled me. I've long feared heights. During my military service in the Vietnam War, I forced myself to jump from planes over and over until fear became endurance. I was as afraid on my last jump as my first, but I kept jumping. To those who try to intimidate me, know this: I am not afraid. You will not bully me into submission. You will not quiet the truth. And you will not stop what must come next. The soul of our country is not for sale. Our values are not negotiable. When our representatives lack the courage to stand for what is right, it falls to citizens like you and me to speak up — and act. Very soon, I will act again and speak out even more forcefully, alongside others who still believe in an indivisible nation dedicated to liberty and justice for all. Not for Republicans. Ivy League schools are forking over millions under deals with Trump. Here's where the money's going.
Both deals with the Ivy League schools came as they faced complaints they had allowed antisemitism to proliferate on campus during protests against the war in Gaza, as well as allegations they had discriminated against students via diversity-related policies and programs. Neither Brown nor Columbia in their agreements admitted any wrongdoing — something Harvard has indicated in court fights with the federal government it is also unwilling to do. Advertisement The measures the schools adopted to get the government off their backs differ wildly. Both Columbia and Brown are paying millions to resolve their disputes Columbia agreed to pay about $200 million to the US Treasury Department over the next three years, as well as another $21 million to address alleged civil rights violations of its Jewish employees. Congress will then have the power to appropriate those funds — though it's unclear what they will be used for. In exchange, Columbia will receive many of the research grants the government had previously canceled as early as March, and resolve violations of the law alleged by the federal government. The administration had frozen 'the majority' of the school's $1.3 billion in federal funding, Columbia's president said. Advertisement Brown, meanwhile, pledged to give $50 million to state workforce development organizations in Rhode Island that are 'operating in compliance with anti-discrimination laws' over the next 10 years, avoiding making a direct payment to the Trump administration. In exchange, the federal government would restore Brown's funding — the government had put The schools agreed to other changes Columbia agreed to implement an outside monitor to oversee whether it was complying with the changes it had promised the government, such as to reform disciplinary measures for student protesters and remove diversity-related policies. Brown said it would not perform gender-affirming surgeries on minors — which Brown's medical school has never done — or prescribe puberty blockers. It adopted the Trump administration's definitions of 'male' and 'female,' sparking outrage among current and former students who say that change harms transgender and nonbinary students who are excluded from those definitions. The two schools also took different approaches to addressing antisemitism: Columbia's measures included adopting a controversial definition of antisemitism and a review of its programs related to the Middle East. Brown, meanwhile, said it would commit resources to support programs related to Jewish students, as well as conduct a campus climate survey in 2025 that would include information about the climate for Jewish students on campus. Both schools also said they would share admissions data about applicants' standardized test scores and grade point averages, as well as demographic data such as their race. On Thursday, the administration made that a Advertisement Neither agreement, however, appeared to place any restrictions on what or how the school teaches, avoiding infringement on academic freedom many critics of the Trump administration had feared. The schools negotiated under different circumstances Many critics of Trump's war on higher education viewed Brown's agreement to invest in local education as more aligned with its mission as a university, rather than simply paying a fine for the government to use as it sees fit. Some have also voiced concerns the implementation of an outside monitor at Columbia could allow the federal government to infringe on its independence, despite the deal they had reached. The arrangements reflect differences in the amount of pressure the administration had applied to each school, down to the number of pages in the deal — Columbia's deal was 22 pages long, while Brown's was nine. Columbia had seen among the most high-profile protests against the war in Gaza and was the first institution to face government sanctions, beginning in March with the cancellation of more than $400 million in funding. The federal government has since found it in violation of civil rights law for allegedly acting with 'deliberate indifference' to harassment of Jewish students. The administration's investigation into Brown's alleged civil rights violations, however, was ongoing at the time the deal was struck. What the Trump deals could mean for Harvard The Trump administration has quickly touted each agreement as a victory. Secretary of Education Linda McMahon called the Columbia settlement a 'roadmap for elite universities' and President Trump declared on Truth Social 'woke is officially DEAD at Brown' after announcing that deal. Advertisement Still, some worry any agreement with the administration only opens the door to further coercion if the federal government finds something else it doesn't like at any of the schools it is dealing with. Trump and his allies have long seen Harvard, the nation's wealthiest university, as its best opportunity to influence higher education and have aimed to force an agreement by canceling more than $3 billion in funding, threatening international students' statuses, and levying a number of civil rights complaints against the school. In response, the school has put up the most forceful legal and public relations fight against the federal government, meaning any agreement it reaches could reverberate further than that of its peers. The government is 'getting whatever they can get so they can make the announcement — it's all about the noise, it's not about the substance in any way," said Jonathan Fansmith, senior vice president for government relations at the American Council on Education, which represents 1,600 universities. 'If they reach a settlement with Harvard, they will do just what they did in the other cases: Make a big, splashy, noisy thing about it and not even refer to the actual details of what they've done. ...
