India, Russia in pact to boost ties in key sectors, including rare earth mining

New Delhi: India and Russia on Wednesday signed a new protocol to boost industrial cooperation across key sectors such as aluminium, fertilisers, railways, and mining technologies, deepening ties even as geopolitical tensions reshape global trade alignments.
The agreement, finalized during the 11th session of the India-Russia Working Group on Modernisation and Industrial Cooperation here, underscores India's continued engagement with Russia despite growing pressure from the West.
Nearly 80 delegates from both sides discussed collaboration in aerospace, rare earths, additive manufacturing, and waste management, among others. The move comes in the backdrop of the US considering fresh tariffs on Indian exports, citing concerns over India's rising reliance on Russian goods, especially energy, and its expanding role in blocs like Brics.
The session brought together nearly 80 delegates, senior officials, experts, and industry representatives from both sides. "The meeting reviewed the progress made since the 10th session and provided a platform to strengthen cooperation across key sectors," the ministry said. "Discussions included updates from the sub-groups on modernization, mining, fertilizers, and railway transport, as well as emerging areas of collaboration," it added.
The discussions included deepening cooperation in several sectors, plans to set up a modern wind tunnel facility, jointly produce small aircraft piston engines, and collaborating on carbon fibre, additive manufacturing, and 3D printing technologies.
The two sides also discussed expanding ties in the extraction of rare earths and critical minerals, underground coal gasification, and the development of modern industrial infrastructure.
US President Donald Trump has announced a punitive 50% tariff on Indian exports mainly due to its trade relations with Russia, which has been facing Western nations' wrath over its war with Ukraine.
Since the conflict in Ukraine in 2022, India has significantly ramped up its crude oil imports from the country, which now account for over one-third of its total overseas purchases.
India's imports from Russia were at $16.8 billion in FY25, down 8.8% from the previous year, while exports rose by 0.8% to $1.3 billion, according to data from the commerce and industry ministry. Petroleum-related purchases accounted for $12.6 billion of these imports.

The targeted import tariffs by the U.S. and the recent tax policy changes enacted through that country's 'One Big Beautiful Bill' will mean Indian companies investing abroad would need to consider a 'strategic pivot' and explore other geographies, according to EY India. This comes at a time when India's outbound investment, including to the U.S., has been growing strongly. According to a report by EY India titled 'India abroad: Navigating the global landscape for overseas investment', India's overseas investment had grown to $41.6 billion in 2024-25, up 67.7% over its level in 2023-24, which itself was 8.8% higher than the $22.8 billion seen in 2022-23. Of this, Indian investments in the U.S. accounted for 11.5% of India's total outward investments in 2024-25. 'The announcement of targeted import tariffs and the wide-ranging tax changes proposed through the 'One Big Beautiful Bill' have added fresh layers of complexity for companies operating across borders,' the EY report said. 'For Indian businesses, these changes are more than just headline news — they are strategic signals that necessitate a decisive pivot in outbound direct investment strategies.' EY India added that it expects Indian enterprises to diversify their investments and accelerate their expansion into Europe, the Middle East, Southeast Asia and Africa. 'This reflects a deeper strategic realignment, i.e., reconfiguring global value chains, advancing free trade agreement (FTA) negotiations, and prioritising jurisdictions that offer tariff and cost advantage along with stability in an uncertain trade environment,' it said.

Former Director General of Border Roads Organisation (BRO), Lt. Gen. Harpal Singh (Retd), has been appointed as advisor to the Government of Telangana, and his services will be used by the Irrigation and Command Area Development in troubleshooting and accelerating the Irrigation tunnels being undertaken. He will be in the office for two years without any remuneration. Lt. Gen. Harpal Singh is an accomplished officer with over 40 years of experience in the Indian military, specialising in strategic infrastructure. He has extensive experience in guiding large civil infrastructure projects with expertise in the deployment of advanced technology and solutions, a statement said. As the Director General of Border Roads Organisation and as Engineer-in-Chief of the Indian Army, he had been instrumental in development of strategic tunnels and many other underground infrastructure assets for defence forces. He has been the critical force behind completion of Atal Tunnel under Rohtang Pass, progress of Theing Tunnel in Sikkim, Sela and Nechiphu Tunnels in Arunachal Pradesh and also planning of many other tunnels along the border passes in the most uncongenial Himalayan Geology. Irrigation Minister N. Uttam Kumar Reddy and Lt. Gen. Singh are alumnus of the National Defence Academy (NDA) near Pune of 1979-82 batch. When the Srisailam Left Bank Canal (SLBC) tunnel collapsed in February, Mr. Reddy reached out to Lt. Gen. Singh for assistance in the rescue operation. The latter shared his expertise. He is a Civil Engineer and has specialised in infrastructure development. He holds many prestigious posts in various Civil Engineering bodies, including president, International Road Federation; vice chairman, Institution of Civil Engineers (India) and chairman, Indian Institute of Bridge Engineers.
