Odisha: Bureaucrats Go On Mass Leave to Protest Officer's Assault, Demand BJP Leader's Arrest

New Delhi: Senior officials of the Odisha Administrative Services (OAS) have gone on mass leave in more than 20 districts to protest against the assault of a senior officer of the Bhubaneswar Municipal Corporation (BMC) earlier this week.
On Monday (June 30), BMC additional commissioner Ratnakar Sahoo, was assaulted by a group of men who demanded that Sahoo apologise to Bharatiya Janata Party (BJP) leader Jagannath Pradhan.
The police have arrested five persons in connection with the matter including BMC corporator Jeevan Rout. BJP's Odisha unit has also suspended five of its workers, including Rout, for their purported involvement in the assault.
The Odisha Administrative Service Association announced the mass leaves and placed three non-negotiable demands before the Mohan Majhi government. The association has asked for Pradhan's immediate arrest, security provisions for all field-level executive officers and a public condemnation of the attack from the state government.
The association has also submitted a memorandum, calling Pradhan the 'prime accused and kingpin' behind the attack, to Chief Secretary Manoj Ahuja.
'Considering the widespread discontentment of all the members of the Association working across the state, it has been decided that all OAS officers will continue to be on leave until the demands are met,' the memorandum said.
On Tuesday, Pradhan had blamed Sahoo for misbehaving with him and a woman sanitation worker, which led to the assault. Pradhan later condemned the assault, the Indian Express has reported.
While Odisha revenue minister Suresh Pujari has urged officers to return to work in light of the ongoing Rath Yatra of Lord Jagannath and the flood-like situation in the state's northern districts, the officers' body has said that the incident has hit the morale of officers across the state.

Pradhan visits HAL facility in Koraput, CUO
1 2 Koraput: Union education minister Dharmendra Pradhan began his two-day visit to Koraput district on Saturday with a visit to the Hindustan Aeronautics Limited (HAL) engine and component manufacturing unit at Sunabeda. Emphasising its strategic importance in national defence, Pradhan called for development of a HAL-based MSME cluster to spur employment and entrepreneurship in the region. He urged HAL to collaborate with IIT Madras and Central University of Odisha (CUO) to offer diploma and undergraduate programmes in aerospace, defenc, and related sectors. "The objective is to develop a skilled workforce with domain expertise and promote innovation from the school level," he said. Pradhan also advised establishment of HAL-sponsored STEM (science, technology, engineering and mathematics) laboratories in schools across Koraput, Malkangiri, Nabarangpur and Rayagada districts. "The laboratories would provide early exposure to scientific disciplines and lay the groundwork for future careers in technology," he said. Later in the day, Pradhan visited CUO campus in Sunabeda, where he inaugurated hostels and staff quarters and laid the foundation stone for an infrastructure project aimed at transforming the institute. A total of Rs 750 crore has been sanctioned for campus development. To elevate the university to global standards, an MoU was signed between six centrally funded higher education institutes in Odisha — CUO, IIT Bhubaneswar, IIM Sambalpur, NIT Rourkela, IISER Berhampur and National Sanskrit University, Puri. Updating the status of academic staff, Pradhan said 70 posts have recently been filled and CUO aims to fill at least 130 out of sanctioned 153 teaching positions in the next year. He also announced that CUO will introduce new diploma and undergraduate courses in artificial intelligence, machine learning and agri-business from the next academic year.

‘Team MM' used CCTV cams, meant for security, to blackmail students, teachers
1 2 3 Kolkata: Monojit Mishra, accused of raping a first-year student at a law college on June 25, could reportedly access on his phone footage from all CCTV cameras on the campus. He would scan the footage to identify the content that had potential for blackmail and used them to his advantage. Mishra would not only target students but also teachers, who dared to question his action. "As Mishra had access to college CCTV footage, he would scan them and identify students vulnerable to blackmail. His main motive was to extort money. Sometimes he and his gang threatened girls that they would make those footage public," a student said. Around two weeks ago, on two separate instances, two girls at the college were caught on CCTV cameras in intimate positions with their boyfriends. The boys were from other colleges. A student said, "The two girls were from first year. They had called their boyfriends and gone up to the sixth floor of the building to spend some time together. 'Team MM' got hold of those footage." When other students protested on the WhatsApp group against this "moral policing", Mishra's gang threatened them at his behest. The students said the administrators of the WhatsApp group were Mishra and his two female associates—a second-year student, "appointed as the general secretary" by Mishra, and her friend. "The videos from the CCTV cameras were edited separately. The two girls were identified. They were told that unless they paid a fine of Rs 2,000 each the CCTV footage would be sent to their parents," said a student. When some protested on the WhatsApp group against this 'moral policing', pointing at the regular presence of outsiders on the campus, the two female aides reportedly issued threats. "One girl said if anything had happened that day, the college would have been tagged as the 'place of occurrence' and it would have maligned the institute's name. The other girl said they would decide on the 'next course of action'. If the matter escalates, the consequences will not be good, she told us," a student said. Mishra reportedly called the girls to the union room and lectured them on the college's reputation. His two female associates insulted the girls and gave a 'blanket instruction' to all not to access the sixth floor "without their permission". A first-year student said, "The irony is that on the WhatsApp chat, the 'MM group' would often say the college was not a 'barowari' place. After the rape on June 25, the truth about who had free access was exposed." Talking about his clout, a college official said Mishra used the CCTV footage to blackmail even teachers. "If a teacher spoke against Mishra's activities, he would scan CCTV footage of that teacher and then blackmail the person for say, coming in late for a few days. The CCTV, which was installed for the security of the campus, turned out to be a weapon for Mishra who used it to terrorise people," the official said.
