HC wants DGP, home secy on board to deal with ‘gun culture'

Dehradun: Hearing for a second day in a suo motu PIL involving violence during the zila panchayat president election in Nainital on Aug 14, Uttarakhand high court on Tuesday while stating that "the growing gun culture using 'katta' (country-made pistols) and illegal firearms is something which needs to be dealt with firmly" asked the advocate general to get the DGP and home secretary on board.
The court then posted the matter for further hearing on Friday.
The HC bench of Chief Justice G Narendar and Justice Subhash Upadhyay expressed concern over the broader societal implications of such incidents, especially the issue of growing gun culture and its potential impact on future generations. Notably, prohibitory orders remained in place on HC premises for a second day, with heavy police deployment in the area.
The court further stated that the firing incident on the day of polls "uniformly disturbed everyone without exception", and observed "whether this is the legacy we would like to leave for generations to come?"
Incidentally, the PIL underscores the issue of violence and the use of illegal firearms during the local body elections for posts such as ZP president, vice-president and block pramukh.
SSP Nainital PN Meena, who was present in court, said a sub-inspector was suspended for "negligence in duty".

DM Vandana Singh appeared before the court via video conferencing. The court emphasised the need for a coordinated response to deal with the issue, calling for the involvement of the DGP and home secretary.
Earlier during Monday's hearing, the HC watched all the videos in which some people wearing raincoats were seen dragging five Congress ZP members. The court had expressed deep concern over the arrival of about a dozen armed men at a hotel located 200m away from the polling station the night before the election, and police not conducting any checks on them. The same men were seen forcibly picking up the ZP members on the polling day.

Chandigarh: Days after busting Babbar Khalsa International (BKI) terror module, Counter Intelligence Jalandhar has arrested two more operatives of the same module and recovered one 86P hand-grenade from their possession, Director General of Police (DGP) Punjab Gaurav Yadav has said. Those arrested have been identified as Vishavjit and Jackson, both residents of Shankar in Nakodar, an official release said. As per the information, Punjab Police had arrested five operatives, including Ritik Naroliya and Sonu Kumar alias Kali, and three juveniles, of the BKI module for their involvement in the Nawanshahr Grenade Attack and recovered one 86P hand-grenade and one .30 bore pistol from their possession. DGP Gaurav Yadav said that acting swiftly on forward and backwards linkages, CI Jalandhar recovered one 86P Hand Grenade following the arrest of two BKI operatives, Ritik Naroliya and a juvenile from Rajasthan, a few days back. The accused's disclosures led to the arrest of their aides, Vishavjit from Kolkata-- while he was trying to abscond to Malaysia-- and his accomplice Jackson was arrested from Nakodar, which led to the recovery of the said hand grenade, he said. The DGP stated that all the arrested accused persons were acting under the direction of Canada-based BKI masterminds Zeeshan Akhtar and Ajay Gill. Sharing more details, AIG CI Navjot Singh Mahal said that preliminary investigations have revealed that the accused Vishavjit and Jackson had retrieved two hand grenades from Beas through their associates in the last week of July this year. Of which, one grenade was exploded in a liquor shop in SBS Nagar 10 days back by other members of this module, he said. The AIG stated that further investigations are ongoing in this case, and more arrests are likely in the coming days. A case FIR has been registered under relevant sections of the Bharatiya Nyaya Sanhita (BNS) at Police Station State Special Operation Cell (SSOC), Amritsar, he added. Addressing a press briefing, Leavitt said, "The President has put tremendous public pressure to bring this war to a close. He has taken actions as you seen sanctions on India and other actions as well. He has made himself very clear that he wants to see this war and he has rejected the ideas of others that have been raised that we should wait another month before any meetings takes place." She asserted that Donald Trump wants to move forward and bring the war in Ukraine to an end as quickly as possible. Earlier on Tuesday, Trump met Ukrainian President Volodymyr Zelensky at the White House, with the former signalling his openness to a trilateral meeting with Putin to negotiate an end to the war in Ukraine. Trump said that he had a very successful day, while Zelensky noted that this was the "best conversation" he had with the US President so far. Before his meeting with Putin in Alaska last week, Trump had told a Fox News Radio show that his 'penalty' on India prompted the Russian President to meet him, saying that "everything has an impact". The US President said that when he told India about the doubled tariffs, it "essentially took them out of buying oil from Russia". He noted that India is the second largest purchaser of Russian oil and said it was getting pretty close to China, the largest buyer of oil from Russia. Before Trump doubled India's tariff to 50 per cent by imposing an additional 25 per cent levy on the previously announced 25 per cent, he said that India was "fueling the war machine" by buying oil from Russia.

WASHINGTON: US Treasury Secretary Scott Bessent on Tuesday accused India of 'profiteering' by purchasing Russian energy cheaply and reselling refined energy products in global markets while defending Washington's decision not to punish China for similar trade with Russia. Bessent was asked why Washington had not placed tariffs on China for purchasing Russian energy, after imposing a 25% penalty, on top of a 25% reciprocal tariff, on India for the same. 'China importing Russian oil is sub-optimal. But if you go back and look, before the 2022 invasion, 13% of China's oil was already coming from Russia and now it's 16%. So China has a diversified input of their oil. If you go back and look back, India had less than 1% of their oil (coming from Russia) and now it's up to, I believe, 42%. So India is just profiteering,' Bessent said . 'They (India) made $16 billion in excess profits. Some of the richest families in India. This is a completely different thing. This is what I would call the Indian arbitrage — buying cheap Russian oil, reselling it as product, has just just sprung up during the war - which is unacceptable,' Bessent added.. Bessent's comments come just a day after White House trade advisor Peter Navarro levelled similar accusations against New Delhi. Navarro claimed India's purchases of Russian energy were 'opportunistic' and 'corrosive' to global efforts being made to isolate Russia's economy. 'As Russia continues to hammer Ukraine, helped by India's financial support, American (and European) taxpayers are then forced to spend tens of billions more to help Ukraine's defence. Meanwhile, India keeps slamming the door on American exports through high tariffs and trade barriers. More than 300,000 soldiers and civilians have been killed, while Nato's eastern flank grows more exposed and the west foots the bill for India's oil laundering,' Navarro wrote in an opinion column for the Financial Times. The top trade advisor welcomed a 'two-pronged policy' of restricting Indian access to US markets and forcing India to reduce oil imports from Russia. 'If India wants to be treated as a strategic partner of the US, it needs to start acting like one,' Navarro added. Tensions between India and the United States have risen considerably in recent weeks over deadlocked trade talks and Indian purchases of energy from Russia. A planned visit to advance trade negotiations by a team from the office of the United States Trade Representative was put off amid wider difficulties in the relationship. New Delhi has refused to grant greater market access for US companies to India's agriculture, dairy and micro, small and medium enterprises (MSME) sectors. It has also defended purchases of Russian oil as essential to guaranteeing national energy security. India has also called US tariff penalties 'unreasonable' and 'unjustified' by pointing to continued US and EU trade with Russia in energy and other sensitive materials.
