‘BJP's J&K policy a failure': Mehbooba says party's agenda of alliance offers respectable solutions

Claiming that BJP's policy for J&K was an utter failure, the president of the Peoples Democratic Party (PDP) Mehbooba Mufti, on Saturday, said that saffron party should implement 'agenda of alliance' that was reached between PDP and BJP in 2015 when they formed a coalition government in Union territory. Addressing media here, Mufti said, 'The situation in J&K has deteriorated badly under BJP. Earlier, people talked about issues..today they are silent but a volcano is boiling deep inside. Today, a small country Pakistan is competing against India..see their economy, not tenth of ours, their army and population..why? Because you (BJP) have shunned the policy of Atal Bihari Vajpayee and has adopted the policy of Nathuram Godse,' she said.
The former chief minister strongly advocated a dialogue, firstly with the people of J&K and then taking it on a higher pedestal with Pakistan.
'There is still time and scope to implement 'agenda of alliance' that late Mufti Sahib reached with the BJP. It was an agenda of alliance of the people of J&K and this nation,' she said.
She recalled how her father advocated opening border routes like Kargil-Skardu, Sialkot-Suchetgarh and other routes with Pakistan in a bid to make borders soft and encourage people to people contact. 'My father Mufti Mohammad Sayeed Sahib had a vision for J&K, and had formed a common minimum programme with the Congress when it formed the government in alliance with the BJP in 2002.
'After that, we worked out an agenda of alliance with the BJP and the only purpose behind it was to bail J&K out of the morasses,' she said. 'The agenda of alliance talked about opening cross-border roads so that caged J&K could be opened. It was for the transfer of power projects, removal of Armed Forces (Special Powers) Act and other measures to bring peace and progress to the region. What you (BJP) do? You separated Ladakh after bifurcating the state into two UTs. That was the day when J&K was ruined on the pretext of improving the situation and restoring peace,' she said.
Mufti claimed that since August 5, 2019, the situation has deteriorated, especially across Jammu region.
'In the last six years, crime graph has gone up in Jammu because criminals have come here. Livelihood of the people of Jammu are being snatched...mines, jobs, everything is being given to the outsiders,' she said while recalling that people of J&K were promised 'rivers of milk and honey,' she said.
'J&K continue to be the flashpoint between India and Pakistan with clouds of war hovering over the region,' she said.
The PDP chief claimed that BJP has also realised that stern policy in Kashmir has not brought any positive change.
'In fact, this approach has pushed J&K further back. I appeal to the government to relook into the agenda of alliance and implement it,' she said.
The PDP leader also claimed that Prime Minister Narendra Modi enjoys authority like his predecessors Indira Gandhi and Vajpayee, and he should adopt a humanitarian approach rather than using J&K as a 'vote bank'.

At a press conference, BJP spokesperson Gaurav Bhatia said: 'Such immature, anti-Army, and demoralising statements made without any evidence or facts, especially when our Army was engaged in the Galwan incident, raise serious questions. Why does Rahul Gandhi make such statements? This is a big question. And it is a question about his credibility.' 'The question arises: Does India deserve a more responsible and better Leader of Opposition? As a Leader of the Opposition, who has taken an oath under the Constitution to safeguard the sovereignty of our country, is he destroying that very sovereignty? ...is he helping the nations which are inimical to our country? Is he demoralising the brave Indian armed forces?' the BJP leader asked. Quoting the Supreme Court's remarks, Mr. Bhatia alleged that this was not the first time Mr. Gandhi had displayed 'such an anti-India' mindset. He referred to another defamation case involving comments by the Congress leader about V.D. Savarkar. 'We all know that the commission-hungry Congress failed to procure Rafale jets for 10 years. Prime Minister Narendra Modi made sure that the Air Force received these aircraft. Displaying similar immaturity, Rahul Gandhi used inappropriate language for the Prime Minister. Subsequently, the Supreme Court's decision affirmed that the addition of Rafale jets strengthened the Air Force and was in India's national interest,' Mr. Bhatia added.

Chief Minister Rekha Gupta on Monday tabled two Comptroller and Auditor General of India (CAG) reports in the Assembly on the performance of the previous Aam Aadmi Party (AAP) government. However, there was no discussion on the reports. With this, the Bharatiya Janata Party (BJP) government has tabled 10 out of 14 pending CAG reports on AAP's governance. The first report, titled 'Welfare of Building and Other Construction Workers', pointed out several shortcomings in the schemes for construction workers, including unreliable data, duplication of registered workers, and discrepancies in the cess collected from builders for workers' welfare. The Delhi Building and Other Construction Workers' Welfare Board (DBOCWWB) is already facing an Anti-Corruption Branch (ACB) probe over registration of 'ghost workers'. The other CAG report, titled 'State Finances for the year 2023-24', highlighted a 55.30% fall in revenue surplus in one year — ₹14,457 crore in 2022-23 to ₹6,462 crore in 2023-24. The report also noted a 'continuous mismatch' between receipts and expenditure, indicating a 'rising fiscal stress'. Responding to CAG's findings regarding the welfare of construction workers, AAP said that Lieutenant-Governor V.K. Saxena and the BJP-led Centre should admit 'that they failed in their primary duty of vigilance and posted corrupt officers in sensitive positions'. 'Many loopholes' About the registration of workers with the DBOCWWB, the report said, 'The availability of duplicate images, images with no faces, and multiple registrations of the same face indicates several loopholes in the registration process.' In its audit spanning four years up to March 2023, the CAG also identified 'huge differences' in the records of cess collectors, district records and the board regarding the total cess collection. 'The difference in figures of the cess as per district records and as per the board for four years amounted to ₹204.95 crore. The differences were not reconciled. The department did not maintain a reconciled database of cess assessed, collected and remitted,' stated the report. A Delhi government official said the board had responded to the CAG's findings with a 'point-by-point' rebuttal, which was not included in the report. 'The discrepancies in data were due to a shift to a newer portal for workers created by the National Informatics Centre. The differences in cess collections were due to some builders depositing the money to the district office and others directly to the board's bank account,' the official added. The official added that the performance audit has neither found any 'ghost worker' in the system nor any embezzlement. L-G to blame: AAP In a statement, AAP said, 'Right from 2015, the BJP-appointed L-G appointed his favourite officers at sensitive positions in the government. It was the BJP-appointed L-G who headed the Vigilance and ACB departments. It was the primary duty of the L-G to prevent corruption.'

The Gujarat High Court on Monday granted relief to an Ahmedabad-based news anchor in a case of defamation and atrocity, filed by Congress leader Dr Tushar Chaudhary, based on the assurance of the Additional Public Prosecutor that the journalist will be served a notice of 15 days in case the investigating officer deems it appropriate to arrest her. Justice Nirzar Desai was hearing the petition by Gopi Maniar-Ghanghar, anchor of Ahmedabad-based Nirbhay News Channel, for quashing and setting aside the FIR lodged at Tapi District, based on Chaudhary's complaint under Section 356 (Defamation) of the Bharatiya Nyaya Sanhita (BNS) and various sections of Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989. Chaudhary is the newly appointed Congress Legislature Party (CLP) leader in Gujarat Assembly. The court order stated, 'Public Prosecutor Hardik Dave has made a statement before this Court upon instructions received by the Nikita Shiroya (SC/ST Cell Tapi Vyara) that… the investigation is at very initial stage and therefore, it would serve the end of justice if this Court records the statement of learned Public Prosecutor that in case, during the course of investigation, if the investigating officer deems it appropriate to arrest the present applicant, she will be given a clear notice of fifteen days and upon receipt of the notice…' The court further said, 'The applicant would be at liberty to avail appropriate remedy so as to take remedial measure to seek relief against her proposed arrest. Such a period would start from the date of receipt of the notice by the present applicant.' Chaudhary's complaint is also against Jagdish Mehta, group editor of Rajkot-based Headlines News channel. Chaudhary has alleged that the journalists had defamed him and his deceased father, former Gujarat Chief Minister Amarsinh Chaudhary. In the FIR, the Congress MLA from Khedbrahma has alleged that in a show aired on July 22 on Nirbhay News, Ghanghar made an objectionable statement against him. He said Mehta consented to the statements, which were 'defamatory for him and the entire tribal community'. Ghanghar's advocate Utkarsh Dave said, '…Ghanghar… was the interviewer, who does not have control over what the other person is going to say… We will proceed with legal remedy in case the notice for arrest is issued.'
