Special CBI court exempts 3 more accused in Manesar land scam case
Bhupinder Singh Hooda
and 31 other accused, including former bureaucrats and private builders.
The case came up for hearing on Thursday. As per a copy of the order accessed by TOI on Saturday, three more persons against whom the arguments on framing of charges shall not be initiated include Dhare Singh, the then chief town planner, former IAS DR Dhingra, the then Director Industries, and Kulwant Singh Lamba, the then deputy superintendent (town and country planning) department.
The proceedings against the three have come to a standstill due to the pendency of SLPs in the Supreme Court.
The apex court has already given relief to Dhare Singh and DR Dhingra, while the petition moved by Lamba is yet to come up for hearing. Meanwhile, three more accused to whom the court has given relief include former bureaucrats Sudeep Singh Dhullon, Murari Lal Tayal, and Rajeev Arora.
The Special CBI judge has fixed Aug 22 as the next date of hearing to initiate proceedings or arguments on the issue of framing charges. While referring to Dhare Singh, Kulwant Singh, and DR Dhingra, the judge has brought on record the orders and proceedings of the apex court.

Notably, besides Hooda, the three ex-principal secretaries of Hooda's regime are faced with allegations under the PMLA case and DA case. It may be recalled that the issue concerns the 914 acres of land which was planned to be acquired for the creation of Industrial Model Township (IMT) in Manesar, Gurugram.
Soon after the notification of Section 4 of the Land Acquisition Act while notifying the area to be acquired in Aug 2004, there was panic among the residents of villages identified for land acquisition.
As a result, the builders and land mafia came into play and procured the lands from villagers at throwaway rates for abstaining from certain clearances. In 2007, the industrial department freed the land from the process of acquisition.
It was alleged that the entire scam of builder-official and land mafia had political patronage, and the aggrieved moved the court. Finally, on the directions of the Supreme Court, the CBI started the probe and filed the chargesheet naming former CM Hooda.

Canine concerns: Municipalities ignore cost-effective, structured solutions
The Supreme Court's order amplifies justifiable concerns. But it is likely to fail because it betrays a misunderstanding of municipal capabilities and the dynamics of dog population control Business Standard Editorial Comment Listen to This Article The Supreme Court's order of August 11 directing municipal authorities to capture and house all stray dogs in the Delhi-National Capital Region in dedicated shelters, irrespective of their sterilisation and vaccination status, has focused on a critical urban issue. The apex court has directed the municipal authorities to set up shelters to house at least 5,000 dogs each and be equipped with sterilisation and vaccination facilities and CCTV cameras within eight weeks and report. The order is remarkable in its direction to municipal bodies to 'forget the rules' — specifically the Animal Birth Control (ABC) rules — which

Madurai corporation to hire 35 more tankers to supply water
1 2 Madurai: Madurai corporation has decided to hire 35 additional tanker lorries to tackle water supply issues in areas with old pipeline networks and areas experiencing low pressure. The decision taken as part of measures to address distribution gaps and maintain service during emergency repairs. A senior corporation official said the new fleet will include 20 tankers with a capacity of 10,000 litres each and 15 tankers with a capacity of 6,000 litres. At present, the corporation has 40 hired tankers for regular water supply in areas not fully covered by pipelines as well as areas facing disruptions. Officials said the newly laid drinking water pipelines under the Mullaperiyar drinking water scheme improved supply coverage but also require careful monitoring in the initial phase to address technical snags. "Whenever there is a drop in pressure or a pipeline leak, tankers are the quickest way to ensure households continue to receive water," the official said. The additional tankers will be hired soon and will be pressed into service ahead of the complete launch of the Mullaperiyar scheme, the official added. The corporation has also urged residents to promptly report supply issues through its online portal so that water is supplied through tankers without much disruptions. Graveyard bulldozed in Sambhal; houses, shops marked in red for demolition
Meerut: Authorities in Sambhal on Tuesday bulldozed parts of a graveyard in the district's Sher Khan Sarai village under Sadar Kotwali and reclaimed around 2,000 square metres of "encroached govt land". Officials said action in the matter -- under section 67 of the UP Revenue Code -- was taken following an investigation. They also marked around 31 shops and 20 houses in nearby Turtipur Ilha as "illegal structure on govt school and gram samaj land". Locals who reside near the graveyard were seemingly upset. One of them said, "Razing any grave is not right. These graves were very old..." A young resident added: "We have been seeing these graves since our childhood." Sambhal DM, Rajender Pensiya, said, "Sambhal's tehsildar court ordered the removal of encroachments on July 9. Since no appeal was made against the order within the stipulated time, demolition was carried out with bulldozers in the presence of police personnel. Public use of the encroached graveyard was stopped a long time ago." The DM added that the land will now be used to build a police post and a girls' hostel. "Cost of the reclaimed land is around Rs 6 cr. This place was encroached upon over the years with boundary walls and a large concrete gate, which has been razed," he said. During the anti-encroachment drive at Turtipur Ilha locality, officials marked about 51 properties as "illegal" with red paint. The DM said that land records confirmed the sites were govt-owned, and the occupants were told to prove ownership or face demolition. "Some of the structures are 15–20 years old," he said. At both locations, residents opposed the administrative action. "We have been living here for decades. This house was built by my grandfather some 60 years ago. Many other houses in the locality are of the same time," a local said. Another added: "Declaring them illegal without due consideration is unfair and wrong."
