Mohammed Bin Rashid School of Government Launches ‘Empowering Future Leaders' Programme to Strengthen Leadership at Community Development Authority
The Mohammed bin Rashid School of Government (MBRSG) has launched the 'Empowering Future Leaders' programme. The programme was announced during a special event attended by Her Excellency Hessa Bint Essa Buhumaid, Director General of the Community Development Authority (CDA).
The programme, designed for the leadership of CDA, reflects MBRSG's commitment to enhancing the competencies of government professionals in line with the UAE's vision to develop human capital. It equips future leaders to adapt to rapid transformations and contribute to achieving the Sustainable Development Goals.
The programme aims to equip leaders within CDA through a comprehensive training package that embeds best practices in the latest academic curricula. It seeks to develop leadership, strategic, and digital skills, as well as enhance effective planning, with emphasis on institutional innovation and future foresight.
Her Excellency Hessa bint Essa Buhumaid, Director General of the Community Development Authority in Dubai, stated: 'The program aims to enhance leadership capabilities in strategic management, digital leadership, and institutional innovation by equipping participants with the necessary skills to navigate future challenges. Through our collaboration with the Mohammed Bin Rashid School of Government, we are committed to providing a comprehensive educational framework that empowers employees to achieve institutional excellence. We are confident that this program will have a significant impact on advancing leadership performance, strengthening the Authority's ability to contribute to the UAE's vision for sustainable government excellence.'
His Excellency Dr. Ali bin Sebaa Al Marri, Executive President of the Mohammed bin Rashid School of Government (MBRSG), said: 'The launch of the 'Empowering Future Leaders' programme reflects our commitment to enhancing applied learning and equipping government leaders with the tools to navigate rapid transformations, aligning with the leadership's vision.'
He added: 'The programme aims to prepare a new generation of distinguished leaders capable of addressing future challenges through innovative and effective solutions. It seeks to empower the participants to make informed decisions in different situations, foster a culture of innovation and creativity in the workplace, and lead the teams efficiently.'
The programme includes a comprehensive range of training activities, including academic lectures, workshops, and practical case studies. It adopts an integrated approach that combines face-to-face learning, e-learning, and self-directed learning, enabling participants to apply acquired knowledge in the workplace with flexibility. It also features executive projects, sessions with accomplished leaders, and field visits to strengthen the participants' understanding of best practices in government administration.
The programme aims to achieve several key outcomes, including the development of effective leadership skills, enhancing strategic thinking, empowering participants to make informed decisions in diverse situations, promoting a culture of innovation and creativity in the workplace, and leading teams with high efficiency.
The 'Empowering Future Leaders' programme spans six months and comprises 110 training hours, including in-person and online sessions, as well as practical activities, to ensure participants gain maximum benefit. The first phase of the programme includes an introductory session and a workshop on leadership and influence, followed by an intensive in-person training programme covering topics such as management and institutional understanding, future foresight, institutional innovation, and digital leadership.
The programme also offers recorded e-learning content through the Smart Executive Education Platform, enabling participants to engage with the material flexibly while fulfilling their professional responsibilities.

Held under the patronage and in the presence of H.E. Abdulla bin Touq Al Marri, Minister of Economy and Chairman of Majra's Board of Trustees, alongside prominent figures, such as H.E. Hessa Bint Essa Buhumaid, Director General of the Community Development Authority, the event celebrated innovative initiatives that created tangible impact in the nation's sustainability landscape. H.E. Abdulla bin Touq Al Marri said: 'The UAE is deeply committed toward developing national strategies and programs that uphold social responsibility and encourage sustainable practices across all sectors. By recognising impactful initiatives, the Challenge further supports the UAE's broader national drive to achieve the Sustainable Development Goals (SDGs) and promotes the adoption of CSR and sustainability practices across all major sectors. In her speech, H.E. Hessa Buhumaid affirmed the pivotal role played by Majra through the launching of such CSR initiatives and the identification of effective private sector leadership that would enhance social impact. H.E. highlighted the importance of this Challenge as the first initiative showcasing projects with significant environmental, economic, and social impact in conjunction with the prestigious 'Year of Community' program. Her Excellency praised the efforts of the third sector in providing valuable contributions and actively tackling social, environmental, and economic issues. The top three winners included HeroGo, for its project 'Empowering the GCC to access better quality and more affordable groceries while eliminating food waste'; Thiqa Education's '1 Dirham makes an impact' initiative; and Distant Imagery Solutions' 'Rooted in Innovation UAE Engineered Drones Transform Mangrove Restoration' initiative. Together, they were awarded a total cash prize of AED 600,000 in recognition of their exceptional contributions to sustainable development in the UAE. Additionally, the other shortlisted sustainability initiatives were acknowledged for their outstanding efforts and given the opportunity to showcase their project outcomes. Sarah Shaw, CEO of Majra, said: 'We are delighted to identify and honour the innovative, impactful projects through the Sustainable Impact Challenge 2025. These initiatives highlight the pivotal role of private sector firms in driving sustainable change. On the sidelines of the event, several sessions and meetings were held to reinforce Majra's lead role in fostering sustainability in various industries. A key session at the event featured H.E. Abdullah Al Saleh, Undersecretary of the Ministry of Economy and Vice Chairman of Majra's Board of Trustees, along with undersecretaries from five ministries to discuss the main challenges that hinder the advancement of social responsibility in the UAE. Key issues highlighted included the lack of opportunities that encourage private sector involvement, ongoing environmental hurdles and ways to find adequate solutions, and the need for stronger regulatory frameworks that require organisations to implement CSR practices. Another key session titled, 'The Role of Public, Private and Third Sector in Developing an Impact Economy,' explored the importance of cross-sector collaboration in building a sustainable economy. The panel featured thought leaders including Dr. Habiba Al Marashi, Chairperson and Co-Founder, Emirates Environmental Group, Chandran Nair, Founder and CEO, Global Institute For Tomorrow (GIFT) and H.E. President Sisi Participates in Meeting ahead of Int. Conference for Financing for Development
CAIRO - 3 June 2025: Egypt's President Abdel Fattah El-Sisi participated via video conference in the high-level meeting in preparation for the Fourth International Conference on Financing for Development, scheduled to be held in Spain at the end of June 2025. The Spokesman for the Presidency, Ambassador Mohamed El-Shennawy, said the high-level meeting aims to give political momentum for the Fourth International Conference on Financing for Development, a major international event aimed at mobilizing funding and encouraging investment in projects that contribute to achieving the Sustainable Development Goals, enhancing international cooperation in the field of financing for development, and bridging the growing development gap. President Sisi delivered a speech, during which he reviewed the pillars of Egypt's vision for enhancing international efforts to finance development. In his speech, President Sisi outlined Egypt's vision for advancing international efforts to finance development. He thanked UN Secretary-General António Guterres for his invitation to attend the meeting, which is being held to mobilize political support and build momentum ahead of the conference scheduled from June 30 to July 3, 2025. Sisi also expressed his appreciation to Spanish Prime Minister Pedro Sánchez for Spain's efforts in hosting the event, praising the Spanish government's preparations and close coordination with the UN Secretariat. The president noted that the FfD4 is being held at a time of serious global challenges, including rising geopolitical and security tensions, an increase in unilateral and protectionist measures, setbacks in achieving the SDGs, a widening financing gap, and the escalating consequences of climate change. He added that shifts in global trade patterns are further disrupting the world economy, with significant negative impacts on developing nations. Sisi said that the global community agreed in 2015 on the SDGs as a comprehensive framework to improve the well-being and future of people worldwide. However, he warned that the dangerous expansion of the development and financing gap in recent years could put the 2030 targets out of reach unless immediate and effective action is taken. He called for the conference to produce ambitious and tangible outcomes that reflect a shared political will to accelerate progress on the SDGs. The president outlined four key issues Egypt hopes will see progress during the conference. First, he called for the development of a roadmap to enhance access to affordable and concessional financing for developing countries. Achieving this, he said, requires addressing existing structural imbalances in the global financial system and strengthening cooperation with development partners. He added that Egypt hopes the conference will lead to practical steps to continue reforming the international financial architecture and institutions, improve existing financing mechanisms, and introduce new and innovative tools such as debt swaps. He also called for comprehensive frameworks to stimulate private sector investment and link implementation of the Addis Ababa Action Agenda with the SDGs. Second, Sisi stressed the need to raise ambition in reforming the global debt structure, with specific, actionable steps to address the growing problem of sovereign debt in developing countries. He called for new mechanisms to sustainably manage debt in low- and middle-income countries, which are home to nearly two-thirds of the world's poor. Failure to deliver tangible outcomes in this area, he warned, could lead to a new global debt crisis and further widen the development gap. On the third issue, Sisi highlighted the importance of providing necessary technical support and building institutional and human capacities in developing countries. This includes facilitating the transfer of technology and encouraging the use of modern digital tools, such as artificial intelligence, to help those countries make optimal use of their national resources and support their development efforts. In conclusion, President Sisi emphasized that the success of the FfD4 will depend on the level of ambition reflected in its final outcome document and the inclusion of serious and well-considered measures. He underscored the need for strong political will and a spirit of solidarity and multilateral cooperation to reach fair and practical agreements on unresolved issues, in order to accelerate progress on sustainable development and meet the aspirations of people around the world for a better, more prosperous future.

These efforts also aim to increase access to green finance and investment in climate adaptation projects. Dr. Al-Mashat reiterated that localizing the SDGs is a strategic priority. The meeting also addressed labor market dynamics and the importance of creating a balanced legal environment for both workers and employers.
