Al-Mashat Meets Development Partners to Expand Private Sector-Focused Programs

The Egyptian Minister of Planning, Economic Development, and International Cooperation, Rania A. Al-Mashat, held a meeting with the Executive Committee of the Development Partners Group (DPG) in Egypt.
The committee, co-chaired by UN Resident Coordinator Elena Panova and EU Head of Cooperation Sophie Vanhaeverbeke, includes representatives from international institutions and embassies from France, Germany, Canada, Japan, the UK, the World Bank, and the French Development Agency.
The meeting focused on aligning development cooperation with Egypt's national priorities and Vision 2030, especially amid declining global development financing. Participants discussed the importance of maximizing the impact of available resources and intensifying strategic coordination between development partners and the Egyptian government to meet the Sustainable Development Goals (SDGs).
Dr. Al-Mashat affirmed Egypt's commitment to developing innovative mechanisms of joint cooperation to drive private sector-led economic growth and promote sustainable development. She emphasized that the Development Partners Group is a vital platform to coordinate programs, prevent duplication, and ensure efforts are directed toward national priorities. The government seeks to rely more on blended finance, leverage private investment, and diversify funding sources to reduce dependency on traditional development assistance.
The Minister also highlighted Egypt's expanded strategy for mobilizing development finance through the Ministry's framework "Sustainability and Financing for Economic Development," which prioritizes evidence-based policies, a stronger private sector role, and economic competitiveness. This framework is designed to improve the business climate, encourage export-led growth, and promote regional economic integration.
Central to Egypt's long-term strategy is the Integrated National Financing Strategy (E-INFS), which identifies financing gaps and promotes partnerships to channel resources into critical sectors like healthcare, education, sanitation, and social protection. These efforts also aim to increase access to green finance and investment in climate adaptation projects.
Dr. Al-Mashat reiterated that localizing the SDGs is a strategic priority. With support from the United Nations Development Programme (UNDP), Egypt has developed governorate-level reports to map regional strengths and development needs, enhancing policy alignment and improving service delivery across the country.
The meeting also addressed labor market dynamics and the importance of creating a balanced legal environment for both workers and employers. Dr. Al-Mashat underlined the Ministry's coordination with the National Wages Council and the Ministry of Labor to ensure inclusive growth and job creation.
As Chair of the Ministerial Committee for Entrepreneurship, the Minister discussed ongoing efforts to support startups and innovation in priority sectors such as ICT. She emphasized that entrepreneurship is a key pillar for long-term growth and a catalyst for competitiveness.
On environmental sustainability, Dr. Al-Mashat reaffirmed Egypt's commitment to climate resilience. The Ministry is working with development partners to finance green initiatives, reduce emissions, and build institutional capacity to respond to climate change. These efforts are also essential to securing climate finance and supporting Egypt's transition to a low-carbon economy.
The strong turnout and high-level engagement reflect the international community's recognition of Egypt's pivotal role in the region and its continued commitment to joint development efforts. The meeting ended with a shared vision for deeper collaboration and sustained dialogue to ensure impactful and inclusive economic progress.

Egypt reaffirms ban on industrial projects on farmland, in residential areas
In a continued effort to boost industrial development while preserving vital resources, Deputy Prime Minister for Industrial Development and Minister of Industry and Transport Kamel Al-Wazir held a meeting with investors in Beheira to address challenges facing the region's industrial zones and explore practical solutions. During the meeting, officials reviewed the implementation status of Beheira's three approved industrial zones, which span a total of 1,162.47 feddans. These include the Wadi El-Natrun Industrial Zone, covering 519.47 feddans; the Al-Tarrana Industrial Zone in Hosh Issa, covering 346 feddans; and the Nubaria Industrial Zone, covering 297 feddans. The discussions focused on land allocation, operational readiness, the availability of utilities, and the progress of ongoing infrastructure work in each zone. Attention was also given to the textile and ready-made garments industrial zone in Kafr El-Dawar. This complex, extending over more than 618,000 square meters, currently houses 138 factories operated by 103 investors. The Minister emphasized the importance of completing infrastructure and utility connections in the area to support production readiness. Al-Wazir directed officials from the Ministry of Industry, the Industrial Development Authority, and the Beheira Governorate to intensify planning efforts aimed at localizing industries based on the specific resources and advantages of each region. He noted that strategic localization should focus on sectors that deepen local manufacturing, create employment opportunities, and enhance the added value of national resources. The Minister underscored the urgency of accelerating infrastructure and utility development, while streamlining bureaucratic procedures to facilitate the rapid operation of factories. He also reaffirmed the Egyptian state's commitment to prohibiting any industrial activity on agricultural land or within residential areas, in accordance with directives from President Abdel Fattah Al-Sisi. These directives, he said, are crucial for preserving arable land and securing food supplies for future generations. Al-Wazir reiterated the government's commitment to genuine industrial development within properly designated and fully serviced zones, which offer a sustainable and regulated environment for growth. He encouraged serious investors to make use of the 1,800 industrial plots recently made available through Egypt's Digital Industrial Platform, stressing that suitable alternatives will always be offered within the planned zones. Calling on investors to prioritize the national interest, he described the preservation of agricultural land as a shared responsibility. During the meeting, several investors raised concerns about recurrent power outages and voltage fluctuations in the Wadi El-Natrun zone, which are disrupting factory operations. In response, Al-Wazir directed immediate coordination with the Ministry of Electricity and the relevant distribution companies to identify urgent and sustainable solutions. He also instructed the development of a clear technical plan to strengthen the area's electrical network and ensure stable power supply, thereby supporting uninterrupted industrial activity and preventing production delays.

Public Enterprises Ministry launches overhaul plan to modernize affiliated companies: El-Shimy
Minister of Public Enterprises Sector Mohamed El-Shimy has announced the implementation of a comprehensive modernization plan for companies affiliated with the ministry. The plan centers on digital transformation, technology localization, and advancing Egypt's industrial self-reliance by integrating smart manufacturing solutions and forging practical partnerships. El-Shimy made the announcement during a workshop on spare parts manufacturing using 3D printing and digital machining, held at the Digital Manufacturing Centre (DMC) inside the Engine Factory of the Arab Organization for Industrialization (AOI) in Helwan. The event was attended by AOI Chairperson Mokhtar Abdel Latif, Deputy Minister of Housing, Utilities, and Urban Communities Sayed Ismail, and representatives from Immensa, a company specialized in digital spare parts manufacturing using advanced 3D printing technologies. During the workshop, both El-Shimy and Abdel Latif emphasized the need to fully leverage national manufacturing capabilities and strengthen cooperation in the production of industrial spare parts through advanced technologies. These efforts are aligned with Egypt's Vision 2030 for sustainable development and industrial modernization. El-Shimy underscored the urgency of greater collaboration and integration across national industrial institutions. He stressed that adopting modern technologies—such as 3D printing—is now essential for enhancing Egypt's manufacturing competitiveness, reducing import dependency, and creating high-value employment opportunities. He also praised AOI's longstanding national role in supporting the state's strategy for modernization, renewal, and technology localization. El-Shimy described the workshop as a tangible step toward deepening industrial integration among government entities and promoting private sector cooperation in Egypt's digital transformation journey. AOI Chairperson Mokhtar Abdel Latif echoed these sentiments, highlighting that AOI had recognized the value of these emerging technologies early on and took proactive steps by establishing the DMC. The center is equipped with advanced global technologies and highly trained technical staff, aligning with Fourth Industrial Revolution standards. The DMC has successfully localized manufacturing technologies for pumps of various types and applications and is capable of meeting a wide range of industrial demands at globally competitive quality levels, Abdel Latif added. He affirmed AOI's readiness to enhance cooperation with both public and private sector entities, in coordination with academic and research institutions. The goal is to maximize the use of advanced capabilities at the DMC and across all AOI factories to address national industrial needs. A comprehensive inventory of spare part requirements is currently being compiled, with manufacturing plans already underway. Abdel Latif reaffirmed that AOI has all the capabilities needed to meet these demands using advanced manufacturing techniques, in line with President Abdel Fattah Al-Sisi's directives to raise the share of local manufacturing, localize strategic technologies, reduce imports, and promote the 'Made in Egypt' initiative. He explained that 3D printing and digital machining technologies enable on-demand, high-precision production of complex or obsolete spare parts that are often unavailable in the market. The technology has already proven effective across a wide range of sectors, including automotive, aerospace, industrial equipment, and medical devices.

CAIRO, June 2 (MENA) - Prime Minister Mostafa Madbouly underscored the pivotal role played by the Ministerial Group for Entrepreneurship in developing a well-structured approach toward startups and entrepreneurs based on the best global experiments. The move aims to achieve sustainable economic growth and spotlight Egypt's role as a key player in the global entrepreneurship community in order to enhance entrepreneurs' confidence and attract more investors and investments into the Egyptian market, he added. The premier's remarks came while chairing a meeting of the Ministerial Group for Entrepreneurship on Monday. The meeting was attended by Kamel El-Wazir, Deputy Prime Minister for Industrial Development and Minister of Industry and Transport, Rania Al-Mashat, Minister of Planning, Economic Development and International Cooperation, Amr Talaat, Minister of Communications and Information Technology, Ayman Ashour, Minister of Higher Education and Scientific Research, Ahmed Kouchouk, Minister of Finance, Sherif Farouk, Minister of Supply and Internal Trade, Hassan El-Khatib, Minister of Investment and Foreign Trade along with a number of senior state officials. During the meeting, Mashat, presented a report highlighting positive indicators in many startups in Egypt. She noted significant progress in the first five months of this year, with startups attracting approximately $228 million in funding through 16 deals—11 of which totaled $156 million. This marks a 130% increase, compared to the same period in 2024. The minister also outlined the key points of Egypt's forthcoming Startup Charter, which will be launched soon. The Charter aims to build trust between startups and the government by clearly committing to the system's priorities as well as coordinating efforts by different government bodies to create a more efficient, transparent, and innovation-friendly environment in a move meant to serve entrepreneurship, she added.
