Government may reconsider overseas travel ban for PTPTN loan defaulters
Deputy Higher Education Minister Datuk Mustapha Sakmud revealed this potential review when responding to queries in Parliament about reinstating travel bans for persistent defaulters who can afford to pay but refuse.
'We may review it, but for now, there is still no consideration to impose restrictions on borrowers,' he said during today's Dewan Rakyat session.
Mustapha shared that PTPTN had approved loans for 3.1 million borrowers from the B40 group and Sumbangan Tunai Rahmah recipients as of July, with total disbursements reaching RM59.44 billion.
He confirmed that applications for loan exemptions for first-class degree holders would open on the PTPTN website starting 1 September.
'I would also like to inform this honourable House that the first-class exemption scheme began in 2001, and to date, a total of 133,159 students have benefited, involving an estimated value of RM2.9 billion,' he said. – Bernama

Home Minister presents National Registration (Amendment) Bill 2025 to Parliament, expanding biometric data powers
KUALA LUMPUR, Aug 20 — The National Registration (Amendment) Bill 2025 was tabled for the first time at the Dewan Rakyat yesterday, Home Minister Datuk Seri Saifuddin Nasution Ismail said. The bill will also be tabled for the second and third reading during this Parliament session. It aims to amend the National Registration Act 1959 (Act 78), including amending Section 2 to include a new definition of biometric data under Clause 2 and Subsection 6(2) of the same act are to enhance the Minister's power to make regulations under Clause 3. Subclause 3(a) will seek to replace paragraph 6(2)(d) of Act 78 to empower the Minister to make regulations to provide for the collection and recording of biometric data and the conditions that may be imposed on the collection and recording of biometric data, while Subclause 3(b) will seek to amend paragraph 6(2)(e) of Act 78 to empower the Minister to make regulations to provide for controls on the use and information in identity cards. Also, Subclause 3(c) will seek to delete paragraph 6(2)(j) of Act 78 which gives the Minister the power to prescribe the maximum charge for taking photographs since no charge is imposed for taking photographs. The amendment will also insert a new section 6A into Act 78 to give the Minister the power, with the approval of the public prosecutor, to make regulations to prescribe the offences that can be compounded and the methods and procedures for compounding such offences. The clause also seeks to give the director-general the power to compound offences that can be compounded with the written consent of the public prosecutor. — Bernama

11 opposition parties form loose coalition to address people's issues
KUALA LUMPUR – A total of 11 opposition parties have agreed to form a loose coalition to champion issues they claim the Madani government has failed to address, including unfulfilled reform promises. Parti Pribumi Bersatu Malaysia (Bersatu) president, Tan Sri Muhyiddin Yassin, said that although a consensus has been reached, the official name of the coalition will only be announced at the next meeting. He said that the coalition involved Bersatu, Pas, Parti Gerakan Rakyat Malaysia (Gerakan), Parti Pejuang Tanah Air (Pejuang), Malaysian United Democratic Alliance (Muda), Malaysian Indian People Party (MIPP), Putra, the People's Progressive Party (PPP), Berjasa, Parti Sosialis Malaysia (PSM), the Malaysian Advancement Party (MAP) and the National Indian Muslim Alliance Party (Iman). "Also participating was an unregistered organisation known as Bersepakat Hak Rakyat Malaysia (Urimai)," he said during a press conference following a joint meeting of opposition leaders at a hotel on Monday. He emphasised that the meeting also saw agreement for opposition parties to broaden engagement with various societal groups, including traders, entrepreneurs and representatives from specific sectors, in order to better understand their challenges and propose viable solutions to be brought to the government. "We were unanimous in our agreement, there was not a single party leader who objected. This is an issue that requires serious attention and priority, especially as the 13th Malaysia Plan (13MP), which is currently being presented and debated, is seen as failing to address many of the people's key concerns,' he said. 'In addition, the expansion of the Sales and Services Tax (SST) since 1 July to cover nearly 6,000 types of goods has further added to the people's financial burden,' he said. He highlighted that businesses were also feeling the pressure, with operators complaining of rising operational costs, which particularly impacted small and medium-sized enterprises. 'This issue has been ongoing, especially since the government has failed to implement its reform promises, such as the removal of tolls and the postponement of student loan repayments (PTPTN). All these have only added to the people's burden,' he added. When asked about whether the coalition would cooperate in the next general election, he said that no specific decision had been made yet. 'But anything we see as being of shared interest, whether political, economic, social, educational, or any other matter, we can use this platform to discuss collectively and make joint decisions. It won't be the voice of one party, but many,' he said.

In Dewan Rakyat today: Defence deployments and Indonesian joint ventures
KUALA LUMPUR, Aug 20 — The issue of deployment of defence personnel and assets along the borders of Kedah, Perlis, Perak, and Kelantan is among the focus of the Dewan Rakyat sitting today. According to the Order Paper published on the Parliament's official website, Ahmad Tarmizi Sulaiman (PN-Sik) will pose the question of deployment to address the increasing risks of intrusion, smuggling, and cross-border activities since 2023 to the Defence Minister during the Questions for Oral Answers Session. Datuk Seri Dr Ronald Kiandee (PN-Beluran) will ask the Foreign Minister to state the economic joint venture involving Block ND6 and Block ND7, which was discussed during the consultation with the Indonesian President. After the question answer session, the sitting will continue with the winding up on the debate on the mostion on the 13th Malaysia Plan (13MP) by respective ministers. A total of 161 MPs have taken part in the debate on the 13MP, which has lasted for eight days since August 4. The current Dewan Rakyat session will last 24 days till August 28. — Bernama
