
How could the European Central Bank react to Trump's trade tariffs?
The European Central Bank (ECB) is bracing for renewed economic uncertainty as US President Donald Trump prepares to impose wide-ranging tariffs.
On 2 April, the United States is expected to unveil a new round of 'reciprocal tariffs,' a key plank in President Donald Trump's renewed push to narrow America's trade deficit.
While the exact scope and scale remain uncertain, speculation has intensified that the White House could impose tariffs of up to 25% on European goods. These duties would build on existing levies already applied to autos and parts, which have increased the cost of vehicle-related exports by as much as 50%.
The potential impact is significant. In 2024, the European Union exported €382 billion worth of goods to the US, according to the International Trade Centre. Of this, €46.3 billion came from vehicles, including cars, motorbikes and parts.
With the US accounting for roughly 10% of total EU exports, the bloc is especially exposed to transatlantic trade friction.
According to estimates cited by ECB President Christine Lagarde, a 25% tariff imposed by the US could lower euro area GDP by 0.5 percentage points and push inflation higher by a similar margin in the first year—assuming the EU retaliates in kind.
This presents a textbook case of a policy conflict: tariffs act as both a supply shock, by making imports more expensive, and a demand shock, by undermining confidence and disposable income.
Policymakers in Frankfurt find themselves grappling with an uncomfortable paradox: should they support growth by easing monetary policy, or lean against the inflationary shock that such duties might unleash?

'Look through' the inflation hump?
To economists like Sven Jari Stehn at Goldman Sachs, the answer hinges on the behaviour of inflation expectations.
'Our estimates suggest that US tariffs would have materially negative effects on growth with modest (and temporary) effects on inflation,' he said in a recent note.
The standard policy playbook, Stehn noted, would argue in favour of rate cuts, as long as longer-term inflation expectations remain anchored.
Goldman's models show that under such assumptions, the ECB's optimal strategy would be to 'look through' the inflation spike and thus lower interest rates.
Goldman Sachs continues to expect the ECB to cut interest rates in April, followed by another reduction to 2% by June.
The risk of inflation persistence
But this calculus shifts dramatically if the initial inflation burst feeds into expectations. If businesses and workers begin to anticipate sustained price rises and adjust wage-setting accordingly, the ECB may be forced to act to prevent inflation from becoming entrenched.
'In this case, we find that the optimal policy could call for tighter monetary policy,' Stehn said.

'The ECB cannot afford to worry about the growth hit from tariffs in this scenario and needs to lean against inflation persistence.'
Yet, he also suggested such second-round effects would need to be 'quite strong'—that is, involving a large and broad-based rise in long-term expectations—to justify such a hawkish shift.
For now, wage-setting trends and inflation expectations remain benign enough, according to Goldman, for the ECB to consider easing.

Ruben Segura-Cayuela, economist at Bank of America, sees a similar path, albeit with a more cautious pace. 'It's probably not absurd to assume we could see a generic 20% on EU imports, as EU officials seem to think,' he said, referencing recent press reports.

According to his estimates, such a move could put approximately 0.25 percentage points of euro area GDP at risk within a year, with more substantial losses possible if the EU retaliates.
Segura-Cayuela sees retaliation as likely, but warns that escalation may move beyond goods.
'If the US 'entry bid' was particularly aggressive, escalation risks stretching beyond 'just' tariffs on goods, including EU action on US services, could feature more prominently,' he said.
Such a move could be strategically appealing to EU policymakers if it shields more sensitive parts of the European economy.

Bank of America maintains a high conviction that the ECB's first rate cut will arrive in April, followed by a reduction to a 1.5% deposit rate by September—though risks of a delay into December cannot be ruled out.
As 2 April approaches, markets will closely watch how the ECB navigates this complex environment where tariffs exacerbate macroeconomic challenges.

EU accuses online giant Temu over sale of 'illegal' products
EU regulators believe Temu is not doing enough to protect European consumers from dangerous products and that it may not be acting sufficiently to mitigate risks to users. "Evidence showed that there is a high risk for consumers in the EU to encounter illegal products on the platform," the European Commission said in its preliminary finding. It pointed to a mystery shopping exercise that found consumers were "very likely to find non-compliant products among the offer, such as baby toys and small electronics". Temu said only it would "continue to cooperate fully with the commission". Wildly popular in the European Union despite only having entered the continent's market in 2023, Temu has 93.7 million average monthly active users in the 27-country bloc. The EU said Temu's October 2024 risk assessment was "inaccurate and relying on general industry information rather than on specific details about its own marketplace". Temu is under investigation as part of a mammoth law known as the Digital Services Act (DSA) that forces the world's largest tech firms to do more to protect European consumers online and better police content online. Temu will now be able to respond to the EU regulators' findings and defend itself, but there is no time limit on how long an investigation may last. If confirmed to be in breach, the EU can slap a fine on Temu. Fines under the DSA can go as high as six percent of a company's total worldwide annual turnover and force it to make changes to address violations. Launched in October, the EU probe continues to investigate other suspected breaches including the use of addictive design features that could hurt users' physical and mental well-being and how Temu's systems recommend content and products. EU law under attack The DSA is part of the EU's reinforced legal weaponry to curb the excesses of Big Tech, with stricter rules for the world's biggest platforms. It has faced criticism from the US administration under President Donald Trump. The Republican-dominated judiciary committee of the US House of Representatives described the DSA in a scathing report as a "foreign censorship threat" on Friday. Staunch President Donald Trump ally Jim Jordan, committee chair, met EU tech sovereignty chief Henna Virkkunen in Brussels as part of a bipartisan delegation on Monday. "We had a constructive discussion on how to promote digital innovation, AI and regulate this field smartly," she said on X after the meeting. There are currently other DSA probes into Chinese online retailer AliExpress, social media platforms Facebook and Instagram and X as well as TikTok. The EU also wants to crack down on cheap packages that flood into the bloc each year, with a proposal under discussion for a two-euro flat fee per parcel. Last year, 4.6 billion such packages entered the EU -- more than 145 per second -- with 91 percent originating in China. The EU expects the numbers to increase.

(a) relatively short time ago and it's been quite the success," the former real estate developer boasted to an impassive von der Leyen. "It's an honor to have you at the new ballroom at Turnberry," he added. Trump acquired the storied complex on Scotland's stunning southwestern coast in 2014. Like all his properties and assets, Turnberry was transferred to a holding company now managed by his sons. The family have long hoped it will again be used to host golf's British Open, the only major men's event outside the United States. It last hosted the illustrious occasion in 2009, well before Trump took charge of it. 'Con job' On Monday, he had to be content with welcoming Keir Starmer to the resort, as the UK prime minister arrived to talk trade and international affairs to the wail of the bagpipes, which initially drowned out their words. Starmer said it was "fantastic to be here, thank you for your hospitality, and to see this amazing golf course. "I'll invite you to a football ground at some stage, we can exchange sports," Starmer, who is a football fan, told Trump. The pair were to travel to another Trump golf resort in northeast Scotland later Monday to be joined by Scottish leader John Swinney, where the US president will inaugurate a new course on Tuesday. The controversy during Trump's first term around the use of his own properties to conduct government business appears to have largely dissipated. The 79-year-old Republican leader announced in 2019 he would host an upcoming G7 summit at another of his branded golf courses in Florida, before backing down following a domestic political backlash. Six years on in Scotland, he appears very much at home in his own residences bearing his name in golden letters at the entrance -- and even on paper cups provided to visitors. Any outcry appears minimal as Trump openly holds court with European leaders between rounds of golf, seemingly bending them to his will. Swinney, who had expressed a preference for Trump's Democrat rival Kamala Harris during last year's US presidential election contest, has drawn criticism after reportedly agreeing a subsidy for a tournament to be held on the Aberdeenshire course. 'Ugly turbines' Meanwhile on Sunday, von der Leyen courteously listened as the American president chastised Europe for its migration policies and ranted about wind turbines, which he branded a "con job". "In all fairness Germany tried it and wind doesn't work," he told his European counterpart, who happens to be German. Trump, who has made personal preoccupations political priorities, has long disliked wind turbines railing against them as being "ugly", and battling -- unsuccessfully -- to stop the installation of an offshore cluster near his Aberdeenshire golf course. Von der Leyen appeared at pains to remain diplomatic, making a point of flattering the American president. "You're known as a tough negotiator and dealmaker," she said. "But fair!" Trump interrupted, eliciting approving laughter from his delegation.
