Govt plans ‘help box' in schools to protect kids from domestic abuse

Kottayam: State govt is set to launch 'Suraksha Mitram', a comprehensive project aimed at identifying and protecting children from abuse at home and in the community, announced general education minister V Sivankutty on Saturday.

The move comes in the wake of the Class IV girl's harrowing ordeal. The incident came to light when a teacher of Hidayathul Islam LP School, Nooranad in Alappuzha district, noticed what the child wrote in her notebook about the abuse she suffered at the hands of her stepmother and father.
Speaking to the media after visiting the child at Charummoodu, Sivankutty said violence against children would not be tolerated at any cost.
Govt is addressing this issue with utmost seriousness and will ensure all necessary protection and support for the child, he said.
General education department is formulating Suraksha Mitram that will help identify the sufferings experienced by children and will provide necessary protection to them, said Sivankutty.
To achieve this goal, a 'help box' will be installed in all schools where students can submit their complaints and bad experiences in a confidential manner.
The headmaster or headmistress, in-charge of this, should open it at least once a week and the issues raised should be assessed and reported to the education department for further action.
Teachers will be given special training to enable them in observing children for behavioural changes and identifying issues by interacting with them in a friendly way. Ideas like diary writing or zero hours will provide students with opportunities to interact freely and openly with teachers.

The project envisages turning teachers into primary counsellors for the students. This will be helpful in resolving teenage, physical and mental issues students of secondary and higher secondary classes face. Discussions were held between general education secretary, Child Development Centre, career guidance and counselling department and women and child development department in this regard.
The project will be implemented with the support of women and child development, social justice and local body departments and their help will be sought to provide necessary medical support, counselling and rehabilitation of the children.
The functioning of the existing child welfare committee and helpline 1098 will be made more efficient.
The existing parental clinics for providing counselling to parents with problems will be made more active. Facilities like govt homes and other special homes functioning for children, who need protection, will be put to greater use.
Director of public education will bring out a standard operating procedure for the safety and protection of children along the lines of Lahari Vimuktha Keralam project, said Sivankutty. He said govt was committed to ensuring the protection of children and sought everyone's cooperation for it.

Kochi: A fresh controversy erupted after a Class V student at Cochin Public School, Thrikkakara, was allegedly forced to run multiple rounds on the school ground and was confined to a dark room for arriving late. Following complaints from parents and student organizations, general education minister V Sivankutty stated that the school had no right to take such action and sought a report from deputy directorate of education (DDE), Ernakulam, on the incident. The child's parent Rasheed Pareed told TOI that his son received the punishment for being late to school by two minutes on Thursday morning. The parent alleged he was asked to run a few times on the ground and was also asked to sit in a dark room until the parent arrived. "When I complained to school officials, they said it is the norm at the school and asked us to transfer the child from the school to another school if needed," said Pareed. The parent said such punishments routinely happen at the school and the incident affected the child's morale to continue going to the school. "He says he is not interested anymore in going to the school," said Pareed. "No teacher or management has the right to treat a child in such a manner. If a child arrives late, they can be advised not to repeat it, but locking them in a dark room in a way that affects their mental state is unacceptable," he said. Announcing an investigation, Sivankutty added that govt was taking strong measures in such matters, which led to a decline in such incidents. He suggested that lack of proper teacher training might be a contributing factor and said govt would consider training teachers in all streams. Soon after the minister's response, DDE officials inspected the school and issued notices warning that NOC would be revoked if such practices are repeated at the school. The officials said they will also send a detailed report of investigation to director general of education on Thursday. Repeated attempts by TOI to contact the school went unanswered. KOLLAM: General Education Minister V Sivankutty, on Sunday, laid the foundation stone for a new house for the family of Mithun, the student who died of electrocution at Thevalakkara Boys Higher Secondary School. The Kerala Scouts and Guides, with support from the general education department, will construct the house at the family's existing home. Spanning 1,000 square feet, the house will feature three bedrooms, two bathrooms, a living room, and a kitchen, among other facilities. It is expected to be completed within four months at an estimated cost of `20 lakh. In addition to the new house, the state government has announced financial aid of Rs 10 lakh to the family. The general education department will contribute Rs 3 lakh and also cover the educational expenses of Mithun's younger brother. Additionally, the KSEB has announced Rs 10 lakh in compensation, while the Kerala State Teachers' Organisation will provide Rs 11 lakh. The stone-laying ceremony was also attended by MLAs Kovoor Kunjumon and Sujith Vijayan Pillai, public education director Shanavas S, and Kerala Scouts & Guides state secretary Prabhakaran N K, among others. Mithun, a Class 8 student, was electrocuted on July 17 while attempting to retrieve his slipper, which had fallen onto the roof of a cycle shed at his school. While climbing up, he accidentally came into contact with a low-hanging power line and later died at the hospital.

THIRUVANANTHAPURAM: The state govt will build a new house for the family of Mithun, a Class VIII student who was electrocuted at Thevalakkara Boys High School in Kollam. The govt will also fund the education of Mithun's younger brother. Minister of General Education V Sivankutty laid the foundation stone for the house at the location where the family currently resides. The house, being built with the support of the public education department and Kerala Scouts and Guides, is expected to be completed and handed over in four months. He said that thb e govt will fund the education of Mithun's younger brother. The house will be built over an area of 1,000 square feet at a cost of Rs 20 lakh. It will have three bedrooms, two bathrooms, a living room, kitchen, dining area, sit-out, and staircase. In addition to the house, the govt has announced various financial aids for Mithun's family. Mithun, who was playing with friends, accidentally touched an electric cable when he tried to retrieve a slipper that fell atop a parking shed on July 17.
