Telangana feels left out after Union Cabinet nod for semicon projects in A.P., Punjab, Odisha
Coming amid a intensive pitch of Telangana to host such projects, the development is set to become the latest tool for the Congress-ruled government to voice concerns over alleged discrimination against the State. Providing credence would be the presumable interest semiconductor companies have been evincing in anchoring the projects in Telangana.
At another level, Chief Minister's A.Revanth Reddy's government is also likely to face heat from principal opposition BRS over the development. How much of fodder it will provide to the K.Chandrashekar Rao-led party is anyone's guess, especially since it had also in the past questioned Centre's decision over the location of some projects.
Hours after the Union Cabinet decision, highly placed sources in State government reiterated Telangana remains a highly favourable environment for semiconductor manufacturing. Blaming the Centre of maintaining a bias against Telangana, they said such an approach will eventually result in concentration of semiconductor ecosystem in BJP-favoured States and in the process negate Telangana's policy attractiveness, infrastructure robustness and political stability.
During their Delhi visits, Chief Minister A.Revanth Reddy and Minister for IT and Industries D. Sridhar Babu had met Union ministers seeking Centre's approval for semiconductor projects in the State. As recent as in July, Mr. Reddy had met Union Minister for IT Ashwini Vaishnaw urging the latter to expeditiously approve the semiconductor projects in the State. He had appealed to the Union Minister for approval of the proposed ASIP project and micro LED display fab project by Crystal Matrix.
An official note on the Union Cabinet decision showed Advanced System in Package Technologies (ASIP) will be setting up a semiconductor manufacturing unit in Andhra Pradesh, under technology tie-up with APACT Co of South Korea, with an annual capacity of 96 million units. The manufactured products will find applications in mobile phones, set-top boxes, automobile applications and other electronic products.
Sources in the State government said ASIP Technologies was originally meant to set up a ₹890 crore OSAT/ATMP facility in Electronics Manufacturing Cluster (EMC) at Maheshwaram, near Hyderabad. Telangana government had allocated 10 acres at a subsidised rate, along with a package of other fiscal benefits. The plans to setup facility in Telangana were in steady progress as ASIP had applied for incentives under ISM and received clearance from both the Techno financial Advisory Group and the Ministry of Finance, they said.
To support their argument of BJP allegedly snatching away projects meant for Telangana, they cited the 46 acres allotted to a Kaynes group company at Kongara Kalan, near Hyderabad, for a ₹2,800 crore OSAT and compound semiconductor facility in which 2,000 direct jobs were envisaged. Telangana offered customised benefits to facilitate the setting up of its semicon plant. An MoU was also signed but the project was relocated to Sanand in Gujarat following what the sources described as intervention and preferential allocation by the Union government.
Apart from highlighting the world-class infrastructure, favourable environment and world-class research and development centres, the State government had announced multiple facilitating projects, including plans to a dry port in Hyderabad and connect it to a sea port in A.P. with a dedicated road and rail corridor, they said.

The PM's comments come amid a major political tussle over the identification and deportation of undocumented Bangladeshis in Bharatiya Janata Party (BJP)-ruled states. The Opposition has attacked Modi over the 'harassment' of Bengali-speaking Muslims in the garb of this exercise. Undocumented immigration is a major issue in Assam and West Bengal, the two border states going to the polls next year. Assam chief minister Himanta Biswa Sarma has launched what he calls a drive to evict and send back Bangladeshis. In June, Sarma said 330 illegal Bangladeshis were sent back. In July, a political slugfest broke out between West Bengal chief minister Mamata Banerjee and her Assam counterpart Sarma on social media on July 19 with the two leaders accusing each other of engaging in divisive and appeasement politics Banerjee alleged that the BJP was persecuting Bengali speakers in Assam. 'This divisive agenda of the BJP in Assam has crossed all limits and people of Assam will fight back. I stand with every fearless citizen who is fighting for the dignity of their language and identity, and their democratic rights,' she posted on X on July 19. Soon after, Sarma hit back stating: 'Didi (Mamata Banerjee), let me remind you—In Assam, we are not fighting our own people. We are fearlessly resisting the ongoing, unchecked Muslim infiltration from across the border, which has already caused an alarming demographic shift. Modi launches ₹1L-cr scheme for private sector job seekers
Prime Minister Narendra Modi on Friday announced the roll-out of a ₹1 lakh-crore scheme for new job seekers in an Independence speech that focused squarely on the need for more self-reliance and local manufacturing to cope with 'rising economic selfishness' in the world. (ANI Grab) The Pradhan Mantri Viksit Bharat Rojgar Yojana will provide a one-time incentive of ₹15,000 to first-time private-sector job seekers, targeting approximately 35 million beneficiaries, Modi said. The stress on the economy comes against the backdrop of US President Donald Trump's decision to impose a 50% tariff rate on India, much higher than its neighbours and peers, which disadvantages exports and could hurt nearly one per cent of the nation's gross domestic product, according to some analysts. Local manufacturing will add jobs to the economy, he said, urging a boost to building everything, from fertilisers and jets to EV batteries. 'Today, I bring good news for the youth of our country. From today, under the PM Viksit Bharat Rozgar Yojana, our sons and daughters getting their first job in the private sector will be given ₹15,000,' he said. The PM stressed that this initiative would transform India's demographic potential into real economic and social prosperity, strengthening the bridge from 'Swatantra Bharat to Samriddha Bharat (free India to a prosperous one)' and empowering the youth to 'actively contribute to the nation's progress and development'. In his 12th consecutive Independence Day address from the Red Fort, Modi outlined new economic and security initiatives, including a GST overhaul, indigenous semiconductor production and Mission Sudarshan Chakra, which is aimed at safeguarding strategic and public sites. On July 1, the Union Cabinet chaired by Prime Minister Narendra Modi on Tuesday approved the much-awaited employment-linked incentive (ELI) scheme proposed in the 2024-25 Budget, which will offer fresh recruits in private-sector jobs a month's wages, while firms hiring them will get financial incentives -- steps aimed at boosting job opportunities and enhancing skills of working-age people. The sops, aimed at creating 35 million new jobs in two years, will provide direct financial benefits up to ₹15,000 in two instalments to 19.2 million first-time employees. According to the government's Economic Survey 2024, India needs to create 7.85 million non-farm jobs every year until 2030 to absorb its expanding labour force, way higher than the current rate of employment. While one part of the scheme deals with one-off payments of a month's wages as direct benefit transfer to all first-time employees entering the workforce in formal sectors, up to a salary ceiling of ₹1 lakh, the second component is aimed at contributing a share of salaries. The scheme has been designed to calculate a baseline of employee strength and firms with less than 50 employees will need to hire two additional staffers to be eligible for the incentives. Employers with more than 50 workers will need to add five new employees to the payrolls. All employees need to be registered with the Employees' Provident Fund Organisation, the state-backed retirement-income manager, according to the statement. According to the details of the scheme, for new employees with a provident-fund base wage of ₹10,000, the incentive for hirers will be ₹1000 and for those who fall in the base wage slab of between ₹10,000 and ₹20,000, the incentive will be ₹2000. For salaries of between ₹20,000 and ₹1 lakh, the benefit will be ₹3000. The scheme therefore will offer incentives tied to EPFO contributions to both employers and first-time employees in the manufacturing sector in the form of funds linked to a specified pay scale for the period during which the plan will be in force. The benefits would be applicable for jobs created between 1 August 2025 and 31 July 2027.

Texas Blames ESG Efforts in Probe of Xcel Over 2024 Wildfires
(Bloomberg) -- The Texas attorney general is investigating utility Xcel Energy Inc. and its contractor for two wildfires that devastated the state last year, saying the companies may have prioritized environmental and diversity goals over maintenance and safety. 'It is unconscionable that utility companies might have sacrificed infrastructure maintenance, public safety and the well-being of our Texas communities for radical ESG and DEI goals,' Attorney General Ken Paxton said in a statement Friday. Xcel shares fell as much as 4.5% after the investigation was announced before rebounding, and were down 1.8% to $71.06 at 11:56 a.m. in New York. Xcel has acknowledged that its infrastructure was likely involved in starting the the Smokehouse Creek fire, which charred more than 1 million acres in the Texas Panhandle, destroying ranches and killing thousands of livestock animals and two people. However, the company has disputed that its power lines sparked the nearby Windy Deuce blaze, the other incident Texas cited in its investigation. Climate change has ripened conditions for more frequent and devastating wildfires. Across the US, utilities have been facing mounting pressure to better protect their equipment. And while power companies have been found to cause blazes in recent years, there's no evidence that's come because of prioritizing other initiatives. The attorney general's offices issued civil investigative demand letters to Xcel, its utility Southwestern Public Service Co. and its contractor Osmose Utilities Services. An Xcel representative didn't immediately provide a statement, while an Osmose representative didn't immediately respond to a request for comment. Republican-led states have targeted companies and financial institutions for adopting environmental, social and governance policies, or ESG, that limit business with the firearms or fossil fuels industries. They've also criticized diversity, equity and inclusion initiatives, or DEI. Texas restricts government work with companies that discriminate against firearms entities or boycott oil and gas companies. The ESG push at investment firms, pension funds and law practices has faded somewhat, partly because of efforts to avoid attacks by President Donald Trump and Republicans. Xcel has set a goal of net zero carbon emissions by 2050, which is common among utility companies.
