Joburg council faces critical debate on DA's no confidence motion against mayor, speaker
Joburg mayor Dada Morero along with speaker Nobuhle Mthembu and chief whip Sithembiso Zungu will be the subject of a motion of no confidence debate in council over two days next week.

The City of Johannesburg council will debate the DA's motion of no confidence in mayor Dada Morero, speaker Nobuhle Mthembu and chief whip Sithembiso Zungu.
On Thursday, the council's programming committee approved the debate scheduled for two days, June 25 and 26. The DA in Johannesburg accuses Morero of failing the city's more than six million residents.
In its motion of no confidence in the mayor, the DA accuses Morero, who is also ANC regional chairperson in Joburg, of not leading with integrity, with his administration being marked by mismanagement, patronage networks and a disturbing lack of transparency.
According to the party, Joburg, the country's economic hub, is falling apart.

'Under the current leadership, basic services are crumbling, communities are being neglected, and the very machinery of local government is grinding to a halt. Johannesburg deserves better,' the DA said.
Zungu is also an ANC councillor.
According to the DA, Mthembu of ActionSA has failed to uphold her constitutional role as an impartial guardian of council processes.
'Instead of ensuring fair and robust oversight, she has consistently shielded the mayor, undermining council's ability to hold the executive accountable,' added the party.
It also accuses Mthembu of being bias and stifling critical decision-making, suppressing legitimate scrutiny and eroding the democratic integrity of the council chamber.
The DA said her actions were evident in her protection of ineffective officials and disregard for procedural fairness, which it believes demonstrate that she is no longer independent but Morero's political ally.
The party urged all councillors, irrespective of political affiliation, to support its motions and join it in fighting for a city that works for all its people.
Morero and Mthembu, the DA said, have turned council into a political playground while residents suffer the consequences of poor governance.
'The DA will not stand by while Johannesburg is hijacked by narrow political interests. We owe it to every resident to fight for a council that works, a mayor who leads and a speaker who upholds the rules with fairness and impartiality,' the party explained.
The ANC leads the government of local unity in the Joburg council with ActionSA, the EFF, Patriotic Alliance, IFP, African Independent Congress, Al Jama-ah and the PAC, among others.
In January, ActionSA councillor Sarah Wissler was elected chairperson of section 79 public safety committee, beating the DA's Solomon Maila by 169 votes to 67.

Without naming her, former MK Party secretary-general Floyd Shivambu took shots at his political party nemesis, Duduzile Zuma-Sambudla, whom he has accused of taking drugs. In it, she called out Floyd for not being a founding member of the MK Party, which he joined after ditching the EFF. During the period, over 70 people are reported to have died in violent confrontations. Shivambu dares Zuma to fire him: 'I will not resign from MK Party'
Floyd Shivambu has slyly dared uMkhonto weSizwe (MK) Party leader Jacob Zuma to axe him from the organisation, after the former secretary-general announced tentative steps towards the formation of a new political party. On Thursday afternoon, Shivambu briefed the media in Johannesburg, revealing that he would be embarking on a countrywide consultative process – speaking to religious leaders and football club owners – to gauge whether an appetite exists among South Africans for a new entrant into electoral politics. However, this move to consult ahead of the formation of what would ostensibly be the MK Party's competition for votes, is at odds with section 5 (membership) of the Zuma-led party's constitution, a document drafted by Shivambu himself. 'Save for highly exceptional and strategic circumstances and with the approval of the National Officials and the High Command, members of MKP are not allowed to be members of another political party, except organisations in formal alliances with the MKP,' the party's constitution reads. On Wednesday evening, the MK Party's spokesperson Nhlamulo Ndhlela distanced the party from Shivambu's press conference, a clear sign that the party's leadership had not given Shivambu their approval to go on his new-party consultation tour. Probed by a journalist at the Thursday briefing about the 'dual membership' conundrum, and that he may be in contravention of the MK Party's constitution, Shivambu let the mask of cordiality slip. 'I have not resigned from uMkhonto weSizwe,' adding that he would never resign from the party he joined 10 months ago, when he defected from the Economic Freedom Fighters (EFF). Shivambu then reiterated the party's stance on dual membership and the constitutional guidelines. 'If uMkhonto weSizwe [Party] believes that going to listen to the people violates the constitution, it [the party] will tell me that… 'listening to the people is a violation of the constitution',' Shivambu said. 'I will not resign,' Shivambu repeated, in what sounds like a 'you will have to push me, but I will not jump' strategy – a tiny sign that not all is rosy between him and the octogenarian he has 'tremendous respect for'. Shivambu's move to start a new political entity, thus making him a member of two political parties, is not dissimilar to Zuma's own membership wrangle with the African National Congress (ANC). As recently as January 2025, Zuma was threatening the ANC with legal action if the liberation party did not restore his membership. The former ANC president was expelled from the party in November 2025 after he was found guilty of misconduct because he started the MK Party. If Zuma – who Shivambu described as 'gullible' on Thursday – can be a member of two political parties, why can't I? Shivambu could ask.
