Uttar Pradesh: Yogi Adityanath Govt approves 20% reservation for ex-Agniveers in police force
Chief Minister Yogi Adityanath-led Uttar Pradesh government will provide 20 per cent horizontal reservation to ex-Agniveers in recruitment to several positions in the state police force. This decision was taken by the UP cabinet in a meeting held on June 3.

'Regarding the 20 per cent reservation to Ex-Agniveers in Uttar Pradesh police force... You are well aware that the Government of India had introduced a very ambitious scheme, Agneepath, under which the age limit for employing Agniveers and to strengthen them in every way was kept between 17.5 to 21.5 years for 4 years, and after that they were sent off after giving incentives,' Uttar Pradesh Minister Suresh Kumar Khanna said.
"Today, it has been decided to give 20 per cent horizontal reservation to them...This is a big decision in itself. A provision for 3 years relaxation has also been made for them," he said.
The reservation will be in direct recruitment in the state polic force including the Pradeshik Constabulary (PAC), Mounted Police and Fire Services. The meeting was held in Lucknow under the chairmanship of Uttar Pradesh Chief Minister Yogi Adityanath.

Meaningful post-servive employement
Khanna, the UP Finance Minister, said the decision was aimed at ensuring meaningful post-servive employement for the Agniveers who complete their four-year tenure under the Agnipath scheme.
'The reservation will be applicable across all categories – General, SC, ST and OBC – of Agniveers,' he said.
The first recruitment batch under this policy is expected to begin in 2026 – the year when first batch of Agniveers will retire. Many other states, like Haryana and Odisha, have also annouced reservation schemes for ex-Agniveers.

The Agnipath scheme was launched by the Union government in 2022 to serve in defence services – Army, Air Force and Navu – as Agniveers for four years.

Bed, Breakfast and Homestay Policy 2025
The Yogi Adityanath cabinet also approved the Uttar Pradesh Bed and Breakfast (B and B) and Homestay Policy 2025 to improve services and provide better options for stay to the pilgrims and tourists in Uttar Pradesh
This is a big decision in itself. A provision for 3 years relaxation has also been made for them.
Khanna said UP Homestay and B and B Policy provides for housing facilities in up to six rooms (12 beds). Khanna said a committee headed by district magistrate and comprising district police chief (or representative) and others would grant permission to run the homestay services.

As reported by the press last week, this move aims to ensure the survival of these entities when they are excluded from lending markets during crises. Given their deep ties to the banking system through borrowings and investments, this step is vital for financial stability. The RBI's economic capital framework (ECF) committee recently raised the contingency risk buffer (CRB) band, indicating readiness to intervene in crises. While post-pandemic asset purchases focused on public assets, the RBI is now considering private asset purchases in future crises. This policy shift acknowledges that NBFCs and other regulated entities are as critical to financial stability as banks. Over the past two decades, the RBI has tightened NBFC oversight, aligning it with banking regulations. Extending the lender-of-last-resort function to these institutions is a logical next step. However, this initiative is overdue. Past crises have exposed NBFCs' vulnerabilities. For example, during the 2018 liquidity crunch, infrastructure finance companies faced a severe asset-liability mismatch, worsened by the RBI's COVID-19 moratorium guidelines in 2020. While borrowers received relief, NBFCs were pressured by creditors, leading to bankruptcy proceedings. Timely liquidity support could have averted such outcomes, stabilizing similar institutions and reducing risks to the financial sector. Globally, central banks have long supported non-bank institutions during crises. In the United States, the Federal Reserve has been instrumental in stabilizing NBFCs and mutual funds. During the 2008 financial crisis, the Fed's Commercial Paper Funding Facility (CPFF) provided liquidity to money market mutual funds and other non-bank entities facing funding shortages. In 2020, the Money Market Mutual Fund Liquidity Facility (MMLF) enabled institutions to purchase assets from money market funds, preventing a collapse in short-term funding markets. These actions highlight the critical role central banks play in supporting non-bank entities to maintain financial stability. In Europe, the European Central Bank (ECB) has similarly supported NBFCs during crises. In 2020, the ECB expanded asset purchase programs and offered targeted longer-term refinancing operations (TLTROs) to indirectly ensure liquidity for non-bank institutions through banks. The Bank of England's COVID Corporate Financing Facility (CCFF) also supported large non-bank firms by purchasing commercial paper, ensuring operational continuity during market disruptions. These global examples demonstrate the effectiveness of central banks extending their lender-of-last-resort function beyond banks. The RBI's proposed framework aligns India with these global practices. By acting as a lender of last resort, the RBI can prevent systemic shocks from liquidity freezes in NBFCs or mutual funds. Their interconnectedness with banks means their failure could trigger a domino effect, threatening the financial ecosystem. Past crises affecting infrastructure finance companies underscore the consequences of inaction. Had this mechanism been in place earlier, significant disruptions might have been avoided. Yet, the RBI must proceed cautiously. Extending this role requires clear guidelines to prevent moral hazard, where NBFCs might take excessive risks expecting bailouts. The RBI should establish strict eligibility criteria and robust oversight to ensure only well- managed institutions facing temporary liquidity issues receive support. It must also balance interventions to avoid crowding out private market solutions, which could stifle innovation and competition. The RBI's move to become a lender of last resort for NBFCs, mutual funds, and microfinance institutions is a forward-thinking step. It addresses a critical gap in India's financial safety net, aligning with practices of global central banks like the Federal Reserve and ECB. While commendable, its success depends on precise implementation to ensure stability without encouraging reckless behaviour. Had this framework been introduced earlier, the financial sector might have been spared some amount of distress. The RBI's proactive stance promises a more resilient financial system for India. Kashmir rail link: ‘For us it's not just a moment of pride but a historical event'
More than five decades ago, an assembly member from Baramulla, Peer Shamus u din, had raised a question in the assembly seeking efforts for a direct railway link between Baramulla and the rest of the country. Today, his son, who is in early 60s, has seen his dream being fulfilled after Prime Minister Narendra Modi flagged off the first Vande Bharat Express connecting Katra and Srinagar. With this Kashmir has now all-weather Railway connectivity with the rest of the country. Not only the government, political leaders, business community, and even the common man termed this as a historical event. 'My father was an assembly member from Baramulla (1965 to 1971). He had raised this question in the then legislative assembly that Baramulla and Srinagar should get a train connectivity with the rest of the country. That time it looked like an impossible thing. But today when PM Modi flagged off the train from Katra, I saw the dream of my father and many Kashmiris being turned into a reality. For us it's not just a moment of pride but a historical event,' said Peer Jalaludin, former Baramulla mayor and a senior PDP leader. A senior government officer, Shabir Ahmad, who boarded the first train, said everybody who was in the train couldn't hide their emotions. 'All praised the country's leadership for accomplishing this great task despite many impediments. Now Kashmir will have all-weather train connectivity with the rest of the country,' he said. Shazia Akthar, a women entrepreneur, termed the railway connectivity a biggest gift from the Government of India. 'This will help all the sectors in Kashmir whether it's tourism, handicrafts or horticulture. It could be a gamechanger in future,' she said. On Thursday, J&K chief minister Omar Abdullah had termed this a landmark day for J&K. 'Tomorrow is a landmark day for J&K when, finally, the valley will be connected to the rest of the country by a railway link to be inaugurated at the hands of the PM,' he wrote on X while posting breathtaking pictures of railwayline on social media. Nayeem Showkat, former assistant professor at central university, who is currently doing post doctorate fellowship at Indian Council of Social Science Research, New Delhi, this train has been a major development in the region's communication landscape. 'As a communication student, I have always considered the train to be a foundational medium of mass communication and connectivity,' he added. Leaders all praise for the move Former J&K chief minister and PDP president Mehbooba Mufti welcomed the launch of Vande Bharat Express. 'This long-awaited step promises ease for commuters and boosts connectivity in our region,' she said. Apni Party president Altaf Bukhari, who is also a prominent businessman of J&K, termed the inauguration of the Vande Bharat train by the Prime Minister a historic milestone and the fulfilment of a long-cherished dream. 'This train service from Katra to Srinagar will not only reduce travel time by several hours but also ensure all-weather connectivity for Kashmir with the rest of the country for the first time. This improved connectivity is a big step towards progress and economic growth. I extend warm greetings to the people of Kashmir and take this opportunity to express my gratitude to the Government of India for turning this uphill task and long-cherished dream into reality,' he said. Fruit growers upbeat The Valleys fruit industry which contributes to 8% of J&K's GDP are upbeat on the all-weather connectivity via railway from Srinagar to the rest of the country and termed the decision as a historic and transformative moment. 'This new railway segment will reduce the travel time and enhance all-weather connectivity, besides providing safe, economical and efficient mode of transport for all,' said Bashir Ahmad Bashir of the Kashmir Valley Fruit Growers and Dealers Association. 'We want the introduction of a separate train from Delhi to Srinagar and a goods train which could boost the economy of UT.' The government also in a message termed it a big moment for Jammu & Kashmir and India's infrastructure journey. 'Prime Minister Narendra Modi dedicates the world's highest railway arch bridge, the Chenab Bridge to the nation. This engineering marvel, taller than the Eiffel Tower, is part of the 272-km Udhampur-Srinagar-Baramulla rail link that connects Kashmir to the rest of India year-round. With the launch of Vande Bharat trains to Shri Mata Vaishno Devi and Srinagar, this project boosts tourism, trade and opportunities for youth. From 36 tunnels to 943 bridges, this is India's boldest step yet in transforming connectivity in the Himalayas,' the message released on social media and local newspapers read.

Welcoming PM's rail initiative, Mehbooba, Mirwaiz demand prisoners' release, dialogue on Kashmir
Peoples Democratic Party (PDP) president Mehbooba Mufti and Hurriyat chairman Mirwaiz Umar Farooq on Friday (June 6, 2025) welcomed the rail initiatives inaugurated in Jammu and Kashmir but demanded confidence-building measures by releasing youth and initiating a dialogue on Kashmir. 'If the Prime Minister truly seeks to reduce the 'dil ki doori' (distance of hearts) which he often mentions in his speeches, then humanitarian steps are the real way forward. Train links are welcome, but it is the human links that truly matter and endure,' the Mirwaiz said, while delivering his sermon at the Jama Masjid in Srinagar. Also read: PM Modi J&K visit highlights He appealed to the Government of India to release political prisoners as 'a goodwill gesture'. 'Thousands of families are in sorrow on Id. Their sons, husbands, fathers and brothers have been incarcerated for years — many without trial — in jails within and outside Jammu and Kashmir. And with each passing day, more of our youth are detained,' the Mirwaiz said. Meanwhile, the Mirwaiz condemned the inhuman killing of 30-year-old Zubair Bhat of Ali Kadal, Srinagar, who was working in New Delhi. 'Zubair's custodial-like death, allegedly at the hands of the Delhi police as claimed by his family, has brought back haunting memories of such deaths and raised serious concerns regarding the safety and security of Kashmiris residing or working in different parts of India,' he said. He said that after the recent Pahalgam incident, Kashmiris across the country were increasingly facing hostility. 'And now, an innocent young trader has been killed in cold blood. How long will this go on?' the Mirwaiz asked. He urged the Government of India and the union territory administration to fulfil their constitutional responsibility and ensure the safety, security, and dignity of all Kashmiri citizens, especially those outside the region. 'The silence and inaction only embolden those targeting Kashmiris,' he said. In a separate statement, Ms. Mufti welcomed the train to Kashmir and termed the project a culmination of what so many governments worked on and capped by the government of Narendra Modi. 'We welcome the train. The work had been on for the past 40 years, ever since Indira Gandhi started the Jammu-Udhampur railway link in 1983. All governments have worked on this project, and Prime Minister Modi has completed it,' she said. Ms. Mufti said she was happy that Mr. Modi had acknowledged the stand taken by the people of Kashmir against terrorism after the Pahalgam attack. She appealed to the Prime Minister to mark the occasion of Id with a humanitarian gesture by ordering the immediate release of prisoners, particularly youth, detained on suspicion or without serious charges. 'Such an act would reflect the essence of this festival, rebuild trust, and demonstrate a commitment to dialogue and reconciliation,' she said. She said prolonged detentions without substantial evidence deepen alienation and hinder peace efforts in Jammu and Kashmir. 'It's important to address the aspirations of the people and foster a future where dignity and fairness prevail,' she said, in her Id message.
