Govt set to roll out new excise policy with focus on transparency & quality
New Delhi: Govt is going to roll out a new excise policy soon to ensure the availability of quality liquor to Delhiites, the chief minister's office stated on Friday. Chief minister Rekha Gupta said the new policy would incorporate several reforms in the excise system, including scientific testing of liquor quality, digitisation of the sales system, strict action against illegal sales and transparency in the licensing process.
Gupta mentioned that a committee, led by chief secretary Dharmendra Kumar, was working on every aspect with great attention to detail. The committee is holding consultations with stakeholders and studying best practices implemented in other states to prepare a comprehensive excise policy, she said, adding that the exercise is scheduled to be completed by June 30. This will make the sale and distribution system transparent, modern and accountable, Gupta emphasised.
Govt is committed to ensuring that no aspect of the policy negatively affects sensitive sections of society and that the safety, health and peace of vulnerable communities are not compromised in any way, CMO stated. The high-level committee is reviewing the excise policies of several states to adopt best practices that prioritise not only effective liquor distribution but also social protection, it added.
The committee will also review the current and previous excise policies of Delhi govt, with the excise department providing all necessary administrative support to the committee.
The final policy recommendations will be submitted before govt for suitable action.
CM Gupta said, "We consider the trust of the people of Delhi paramount. Learning from past mistakes of the previous govt, we are bringing a policy that will leave no room for corruption at any level." She added that public awareness campaigns would be launched to curb the misuse of liquor and strict monitoring would be done to prevent consumption at public places.
The current policy, in place since Sept 2022, was brought in after the scrapping of the 2021-22 policy, which was withdrawn following a CBI probe into alleged irregularities. It became a key poll plank for BJP in the assembly poll in Feb. Delhi govt has extended the current policy until June 30, 2025, to ensure continuity in liquor supply.
The review of excise policies from other states is aimed at incorporating successful models that have delivered impactful results in areas such as revenue generation, control over the illegal liquor trade, consumer protection and maintaining social balance, CMO stated.
Gupta said social security would remain the top priority under the new policy. "Govt will ensure that the policy does not adversely impact sensitive sections of society. From this perspective, the new policy will not just be a financial document, but one that emphasises social balance and public accountability. It will ensure there is no compromise on the safety, health and peace of the vulnerable segments of society," she said.
