NA passes ‘Pakistan Land Port Authority Bill 2025'

ISLAMABAD: The National Assembly passed, 'The Pakistan Land Port Authority Bill 2025,' on Thursday, with several amendments to facilitate the movement of goods, passengers and promoting trade at land ports in Pakistan.
Minister of State for Interior Talal Chaudhry tabled the bill in the House for passage.
The House passed the bill with majority by incorporating several amendments moved by Naveed Qamar of Pakistan People's Party (PPP).
'Pakistan Land Port Authority': 'Final' approval blocked by minister
After the bill becoming into law, Pakistan would become the third South Asian country, after Bangladesh and India, to have a land port authority. The Bangladesh Land Port Authority was created in 2002, while India did so in March 2012.
Qamar presented 18 amendments in several clauses of the bill and the House passed it by adopting them.
Member of the National Assembly (MNA) Ali Zahid, who was chairing the session, ordered the clause-by-clause reading of the bill, PPP's Qamar stood and raised party's reservations on some clauses.
The proposed legislation will provide a framework for the declaration, regulation, security and oversight of all land ports for promoting trade, fostering free competition, implementing border control and protecting the country's strategic interests.
The port authority will establish a robust mechanism to carry out effective coordination with border agencies for trade facilitation in pursuance of commitments under international agreements and conventions for improved land port efficiency and regional port competitiveness.
The bill also proposes the establishment of a 16-member governing council for supervising the authority.
According to the statement of objects and reasons of the bill, 'it is expedient to establish a land port authority to provide and administer an integrated system of facilities for cross border movement of goods and passengers at land ports in Pakistan to make provision for its operation, management, development of Land port and matters connected therewith and ancillary matter.'
It was further said, 'In order to provide a framework for the declaration, regulation, security and oversight of all land ports for purposes of promoting trade, fostering free competition, implementing border control and protecting the national and strategic interests of Pakistan for effective governance of land ports.
Further, it is imperative to establish a robust mechanism to carry our effective coordination with border agencies for trade facilitation in pursuance of the commitments of Pakistan under international agreements and conventions for enhanced land port efficiency and regional port competitiveness.'
Currently, there is no single agency for the coordinated functioning of various government authorities and service providers at international border points.
This lack of coordination sometimes causes a delay in the flow of goods and passengers.

NEW DELHI: India's Hindustan Petroleum Corp is scouting for alternative crudes to protect itself if it were to stop buying Russian oil due to higher prices and sanctions, its chairman Vikas Kaushal said on Friday. Indian state refiners have paused buying Russian oil imports as it has become pricey, and President Donald Trump's threatened to impose a penalty on the South Asian nation for purchasing Russian oil. Trump has decided to impose an additional 25% tariff on Indian goods, citing New Delhi's continued imports of Russian oil in a move that sharply escalated tensions between the two nations after trade talks reached a deadlock. Kaushal said that while there was no official directive from the government regarding the purchase of Russian oil, HPCL's Russian oil intake in the June quarter fell to 13.2% due to narrowing discounts. 'It's not because of any geopolitical reason. It was an economic decision based on what we needed to run in our refineries,' Kaushal told an analyst call. HPCL remains open to buying Russian oil if it becomes competitively priced again, he said, adding the company would be able to absorb the financial loss for not processing Russian oil as it has already cut its Russian oil processing. Indian state refiners step up non-Russian oil purchases under Trump pressure HPCL directly controls 490,000 barrels per day refining capacity, and has a stake in private refiner HPCL-Mittal Energy Ltd, which operates a 226,000 bpd plant in northern India. It is also building a 180,000 bpd refinery at Barmer in the desert state of Rajasthan. HPCL has broadened its supplier base for crude imports and streamlined its crude import strategy, sourcing 4 million barrels through a single tender instead of multiple offers.

ISLAMABAD: The IT and IT enabled services will continue to be subject to withholding tax rate of 4 percent during 2025-26. According to an income tax circular of the Federal Board of Revenue (FBR), the withholding tax rates on non-categorized services under section (u/s 153) applicable prior to Finance Act, 2025 were applied at the rate 9 percent and 11 percent for company and other than companies respectively. The rate of withholding for Sports Person was 10 percent. Similarly, under section 152 and 153 of the Income Tax Ordinance categorized services were chargeable to withholding tax at the rate of 4 percent. Pakistan's IT, ITeS sector: P@SHA underscores need for consistent tax policy Through Finance Act, 2025 the withholding tax rate for unspecified services as well as for sports person will be charged at the flat rate of 15 percent. However, for specified services mentioned under section 152, the withholding tax rate have been increased from 4 percent to 8 percent and the rate under section 153 is increased from 4 percent to 6 percent excluding IT and IT enabled services which will continue to be subject to withholding tax rate of 4 percent. ‘Pakistan's moment in Washington'

This is apropos a letter to the Editor from this writer carried by the newspaper yesterday. I would like to add that the reasons for the US shift are not hard to discern. While India has long been touted as America's counterweight to China, its policy choices have frustrated Washington. New Delhi's unrelenting purchase of Russian oil—now exceeding 1.5 million barrels a day—and acquisition of Russian arms has provided Moscow with critical liquidity to sustain its war effort against Ukraine. Arms deals alone totaled over $5 billion in 2024, undermining Western sanctions. Trump and senior Republicans like Marco Rubio publicly criticized this stance, framing it as opportunism detrimental to US and NATO interests. In this context, Pakistan's alignment with US priorities, however cautious, has not gone unnoticed. On Palestine, Pakistan has walked a fine line. Publicly and diplomatically, Islamabad has been vociferous in condemning Israeli atrocities in Gaza and the occupied West Bank, echoing global outrage at what many now call a 'slaughterhouse.' Yet, unlike Iran or other Muslim-majority states, Pakistan has avoided providing material or military support to Palestinian resistance factions, preventing open friction with Washington or Tel Aviv. This careful positioning has kept Pakistan in the good books of the US administration while still satisfying domestic demands for moral solidarity with Palestine.
