On Friday 23 BJP MLAs of Manipur held a meeting at the official residence of former minister Th Biswajit on Friday and asserted that a long-term solution to the crisis in the state was both possible and necessary.
A statement, jointly signed by 23 MLAs stated, "We feel and share the enormous suffering endured by the people of Manipur over the past two years. As elected representatives, we are united in our firm belief that a long-term solution to the crisis is both possible and necessary."

"Such a solution must rest on the pillars of political will, inclusive dialogue, constitutional safeguards and impartial endorsement of law and order. It is our collective conviction that this journey must be undertaken in close cooperation between the Centre, state, civil society and community leaders," it added.
The meeting was attended by senior BJP MLAs, including Govindas Konthoujam, Y Khemchand Singh and L Susindro Meitei.
"During our deliberations, we thoroughly examined mechanisms for inclusive dialogue involving representation of all communities in Manipur. We strongly support the establishment of a neutral dialogue platform to facilitate constructive meditation between Meitei and Kuki Zo communities aimed at building trust and consensus on critical issues," the statement added.
"The meeting also considered the feasibility of formally approaching the governor and the central leadership to appoint a peace envoy or a panel of eminent persons, comprising voices from within and outside Manipur. Such a body operating with full support of the Union government and the state administration would play a vital role in facilitating impartial mediation and bridging the trust deficit among the communities," they said.
"We emphasise the critical importance of inter-community people-to-people dialogue at grassroots level involving local governance institutions, civil society groups, student bodies and religious institutions. This will lay the foundation of healing, mutual respect and peaceful coexistence," the legislators said.
"We underscored the need of central paramilitary forces and state forces to act with strict neutrality and reiterated the urgency of a well-monitored effort to recover looted weapons and disarmament in the hills and the valley," the statement said. The legislators also acknowledged the "public desire to see the formation of a popular government". "We discussed pathways to achieve this with unity and selflessness. We resolve to put aside personal ambitions in the larger interests of the state, its people, and the vision of BJP and its alliance partners in Manipur," they said. "With collective determination and inclusive leadership, we believe the state can once again find its path towards unity and progress," they added.
The signatories of its statement did not include former chief minister N Biren Singh or Speaker Th. Satyabrata Singh.
On May 28, 10 NDA MLAs met Manipur Governor Ajay Kumar Bhalla in the Raj Bhawan.
The MLAs also submitted a list of 22 MLAs seeking formation of a government.
With BJP falling to find a consensus candidate for the chief ministership, President's rule was imposed on, four days after Chief Minister N. Biren Singh, who was heading a
BJP-led government
for the second term, resigned on February 9, following ethnic violence.
A senior BJP leader, who did not want to be named, said, 'There are too many candidates in the fray for the chief minister ship. Assembly Speaker Satyabrata Singh and former Municipal Administrations, Housing and former Urban Development minister Yumnam Khemchand Singh were vying for the chief minister's post.'
He said two former ministers, including Th Biswajit and Govindas Konthoujam were also in the race.
Over 260 people were killed, more than 1,500 injured, and over 70,000 people displaced after the ethnic violence broke out between the Meitei and the Kuki-Zo people on May 3, 2023, after a 'Tribal Solidarity March', organised in the hill districts to protest the Meitei community's demand for Scheduled Tribe status.

New Delhi: The long-awaited revamp of Goods and Services Tax (GST) has moved a step closer with the Group of Ministers (GoM) on GST rate rationalisation agreeing to cut down the number of slabs. In a key meeting held on Thursday, the panel of state ministers accepted the Centre's plan to reduce the four-rate system to two main slabs of 5% and 18%. The move marks the beginning of what is being called GST 2.0, aimed at making the tax system simpler, easier to follow, and less of a burden on households and businesses. At present, GST is charged at four different rates: 5%, 12%, 18%, and 28%. Under the new structure, the 12% and 28% slabs will be scrapped. Goods and services will now mostly fall under 5% or 18%. A higher 40% levy will continue on a limited list of 'sin goods' such as tobacco and certain luxury items. The panel also recommended that luxury cars be brought under the 40% tax bracket. According to the plan, 99% of items that were earlier taxed at 12% will now move to the lower 5% slab. Similarly, nearly 90% of items under the 28% slab will shift down to 18%. The GoM was chaired by Bihar Deputy Chief Minister Samrat Choudhary. Other members included Uttar Pradesh Finance Minister Suresh Kumar Khanna, Rajasthan Health Minister Gajendra Singh, West Bengal Finance Minister Chandrima Bhattacharya, Karnataka Revenue Minister Krishna Byre Gowda, and Kerala Finance Minister K N Balagopal. The ministers reached a broad agreement after reviewing detailed proposals from the Finance Ministry. The Centre has said that the new structure will bring relief to households, farmers, and the middle class by lowering the GST rate on everyday items. Medicines, processed food, clothing, footwear, and several household products are expected to move to the 5% slab. Large household appliances, televisions, and other durable goods will fall under the 18% rate instead of the earlier 28%, which could reduce prices for middle-class families. Union Finance Minister Nirmala Sitharaman told the GoM earlier, 'The rate rationalisation will provide greater relief to the common man, farmers, the middle class and MSMEs, while ensuring a simplified, transparent and growth-oriented tax regime.' The GoM also discussed the Centre's plan to exempt health and life insurance for individuals from GST. If approved, this would mean policyholders would no longer need to pay GST on their premiums. Officials estimate that such an exemption could reduce government revenues by about Rs 9,700 crore every year. While most states supported the idea, they also asked for a mechanism to ensure that insurers pass on the benefit to customers instead of keeping premiums unchanged. The recommendations of the GoM will now be sent to the GST Council, which is chaired by the Union Finance Minister and includes representatives of all states. The Council is expected to review the proposals in its upcoming meeting and take a final call. If approved, the changes will mark one of the biggest reforms since GST was introduced in 2017. The government believes the simpler two-slab system will make compliance easier for businesses while also easing the tax burden for consumers.

(Sanjeev Verma/HT Photo) Despite two-thirds of a month-long special sanitation drive being undertaken by the Municipal Corporation of Delhi's (MCD) elapsing and the campaign heading towards its final leg, councillors complained that the tendering process for many of the works planned under the scheme are still under process. During the Standing Committee meeting held on Wednesday, several members across the party lines attacked the bureaucratic red tape, alleging it was defeating the drive's goals. They complained that the average ₹7-9 lakh allocated per ward for Swachhata Abhiyan (Delhi Ko Kure Se Azadi) could not be utilised due to unallocated tenders. MCD had issued an order on July 25 detailing the allocation of ₹3 lakh per ward for roads, potholes, footpath and other repair works, ₹5 lakh per maintenance zone for the repair of public toilets, urinals, community toilets and other sanitation facilities, and ₹1 lakh per ward for engaging tempo, truck or loader for clearing silt, malba and mixed waste from areas during the one-month period. However, councillors, including those from the Bharatiya Janata Party (BJP), stated that the tenders have yet to be allocated, preventing the implementation of any work on the ground. Manju Devi, BJP Councillor from Badarpur, raised the issue first. 'What is the point of allocating funds for each ward under different heads when these can't be utilised? The month is going to get over, and I have yet to get funds allocated for doing sanitation jobs under the Mega Sanitation Drive,' said Devi. She was soon joined by the Sriniwaspuri councillor, Rajpal Singh, who made similar complaints about the non-release of funds. Councillors also questioned the reasons for taking the tender route for such small projects and not executing them through officials. 'We are literally wasting time in allocating works. The whole sanitation initiative was to bring a difference in a month-long period, but the time period is only going to get over,' said another member. MCD officials stated that it is an ongoing process done as per norms and some tenders have already been issued. 'We are expecting the exercise to be completed soon,' an official said. An MCD official said that the tender process for several wards was still underway due to delays at ward levels. For instance the bids for hiring vehicles and excavator for Rani Bagh ward 60 would be completed by August 28 and so would process to hire tempo and trucks for clearing waste in Azad Nagar ward 214, Shastri Park ward 213, Anar Kali ward 208, Geeta Colony ward 210, Krishna Nagar ward 211. Other areas where tendering process for equipment, such as back hoe loaders, is still underway include Kalkaji, Harkesh Nagar, Govindpuri, Zakir Nagar and Abul Fazal Enclave, among others. The period of work in most of these cases was 30 days--covering the entire month of August. However, they are likely to miss the drive period.

"This is a crucial question. We need clarity before proceeding further. We need not observe anything more without your answer," a division bench of Chief Justice Aparesh Kumar Singh and Justice GM Mohiuddin told advocate general A Sudarshan Reddy, who appeared for the state. On his request to obtain instructions, the court adjourned the matter to Friday. The bench was hearing petitions filed by former CM K Chandrasekhar Rao and former minister T Harish Rao, who challenged the commission's notices and findings. Their counsels argued that the notices issued were defective as they were only summons and not notices as mandated under section 8B of the Commissions of Inquiry Act. They contended that this denial of due process vitiated the proceedings. They stressed that they were not given an opportunity to cross-examine witnesses who deposed before the commission, a violation of their rights. "The commission was tasked with inquiring into the planning, design, and execution of the project—not into allegations of corruption or irregularities. Yet, imputations against the petitioners are being made public without due process," the counsels argued. Citing judgements in the cases of inquiries held on former IPS officer Kiran Bedi and former Union home minister LK Advani, the counsels sought to strike down the notices and also the findings of commission report. Countering these arguments, the AG submitted that the petitioners were well aware of the notices and even sought documents from the commission, which were duly provided. "A notice does not become invalid merely because a specific section is not cited," he argued. He also contended that since both petitioners are members of the state assembly, they would have the opportunity to participate in the debate on the commission's report once it is tabled in the House. Any judicial intervention at this stage, he cautioned, could impede legislative proceedings. "The commission was set up in the larger interest of the state to identify what went wrong. Its report must first be debated in assembly. Any orders here may pre-empt that process," the AG told the bench. Public domain controversy On the petitioners' grievance that the report had already entered the public domain, the AG denied it. He assured the court that the cabinet has decided to place the report before the assembly shortly for discussion.
