Local govt dept writes to Mohali Commissioner, seeks action report on boundary expansion

Indian Express14-07-2025
In the long-pending issue of boundary expansion of Mohali, the Punjab government's Department of Local Government has issued a letter to the Mohali Municipal Commissioner, directing an immediate submission of the action report related to the boundary expansion process.
The letter, a copy of which was shared to The Indian Express, comes a week after Mohali Deputy Mayor Kuljit Singh Bedi warned the Punjab government that if a decision to expand the boundaries is not taken within a month, he will approach the high court.
The proposal for expanding the municipal limits was approved nearly four years ago during the Congress government. Notably, even then, Amarjit Singh Jeeti Sidhu was serving as the Mayor of the city. Areas such as Balongi, Baliyari, Badh Majra, TDI City, Sectors 90, 91, 82 and others were proposed to be brought under the Municipal Corporation's (MC's) jurisdiction. However, the process came to a halt following the Aam Aadmi Party's rise to power in 2022.
The delay prompted social activist Ram Kumar to file a civil writ petition in the Punjab and Haryana High Court. The high court had directed the Punjab government to take a final decision by May 25. Although the government submitted an affidavit in the court, no concrete steps have been taken so far.
In his letter dated May 26, he expressed displeasure over the government's inaction, stating that 'despite repeated correspondence and sufficient passage of time, no action has been taken'. He warned that he would move court with a contempt of court petition and even consider filing a defamation suit against the department.
Taking note of the seriousness, the department has now instructed the Municipal Commissioner to urgently submit a report. The letter specifically refers to the legal notice issued by Ram Kumar and emphasises that since the matter is sub-judice, the report must be sent without delay.
Speaking to The Indian Express, social activist Ram Kumar said, 'I have continuously attached copies of High Court orders with my representations, but the government has remained silent. Now I am left with no option but to file for defamation'.
When contacted, Mohali Municipal Commissioner Parminder Pal Singh confirmed awareness of the matter. 'This issue is under active consideration, and we will be responding to the department's letter very soon,' he stated.

‘Pending files, negative police reports': Surat lawyers flag issues in property deals under Disturbed Areas Act, seek timely clearance

Highlighting the problems caused by alleged delay in clearing files and 'negative opinion report' by the police department in property deals under the Disturbed Areas Act, a group of lawyers in Surat has made representations to Police Commissioner Anupam Singh Gahlaut and District Collector Dr Sourabh Pardhi, requesting them to fix a time limit for the task. In their memorandum submitted on Friday, the lawyers told the top officials that over a thousand files related to the Disturbed Areas Act are pending with the police department, awaiting clearance. The lawyers informed the top officials about negative and delayed responses from the police department in their opinion report, which is mandatory to clear property sale deed files with the revenue department. Due to this, a number of property dealings in the walled city areas get cancelled, causing significant problems to both the sellers and the buyers, the lawyers said while making the representations. The 1991 Gujarat Prohibition of Transfer of Immovable Property and Provision for Protection of Tenants from Premises in Disturbed Areas Act empowers the administration to declare parts of the territorial jurisdiction as 'disturbed' in the context of communal clashes and prohibits the direct sale of property between people of different faiths unless it is cleared by the collector's office, who has to certify that the transaction involves free consent. As part of the process, the administration interacts with neighbours to make sure that there is no coercion or threat involved in the sale. The lawyers said that while taking the consent of two neighbours used to be enough earlier, police are now demanding the nod of 10 of them. If there is any objection, the deal gets cancelled, the memorandum stated. The lawyers requested the police commissioner to organise a daylong drive in every police station to clear the pending files. Advocate Farhan Shaikh told The Indian Express, 'We have got a positive response from the police commissioner. He has told us that he will talk to the district collector and see what can be done so that the public does not face problems. He also assured us that if all necessary procedures are followed, there should be no delay.' On how the Act works, he said, 'If a person wants to sell a property situated in locations where the Disturbed Areas Act is in force, they have to send a copy of the file to the district collector's revenue department. A copy of the file also goes to the Special Branch of Surat police department; from there, it makes its way to the Deputy Commissioner of Police's office, and then to the Assistant Commissioner of police, the Police Inspector and finally to the Police Sub-Inspector associated with the local police chowki.' Shaikh said, 'We don't have a major issue with the district revenue department as they have opened a special section, which clears such files. (But) The seller and buyer have to bring 10 neighbours to the police station and get their statements recorded to confirm they do not object to the sale deed. The procedure is done only after the Mamlatdar's visit, and he submits his report to the Ashant Dhara (Disturbed Areas) department. It takes around four to five months to get such files cleared due to the delay in the police work.' Advocate Rushikesh Godiwala said, 'The police stations have a bunch of files lying around with no clearance. The personnel are busy maintaining law and order and police security arrangements during festivals and VIP visits. We request that the pending files lying in the police station be cleared at the earliest. The people who sell property have an urgent need for money for health reasons, the education of their children, etc. Due to the delay and negative opinion from the police, the files get stuck. We hope that in the coming days, some positive response may come up and benefit lakhs of citizens.' Surat police commissioner Gahlaut could not be contacted for comment despite multiple attempts. Besides Farhan and Godiwala, the other lawyers who made the representations included Dewang Ghaswala, Keyur Modi, Samit Gadiwala, and Juned Shaikh. Police stations falling under the Disturbed Areas Act in Surat include Chowk, Rander, Lalgate, Salbatpura, Mahidharpura, Athwalines, Limbayat and Khatodara.

Vote theft claim: It's Congress vs BJP protests in Bengaluru on August 5

Bengaluru: BJP in Karnataka will stage a counter-protest on Aug 5 against what it calls the Congress' "anti-constitutional" accusations against the Election Commission, the opposition party's state president BY Vijayendra announced Saturday. The protest will take place at the Gandhi statue near Vidhana Soudha, coinciding with Congress MP Rahul Gandhi's scheduled rally at Freedom Park over alleged "vote theft" in the 2024 Lok Sabha elections. "All our MPs, MLAs, MLCs, former MPs and legislators will join this protest. We aim to expose Congress' misleading stand before the people," Vijayendra said. "They must apologise to the people of Karnataka," he added. BJP's request to protest at Freedom Park was denied by police due to law and order concerns, as Congress had already secured permission. Vijayendra criticised Rahul for alleging misuse of the Election Commission and calling the last year's polls rigged. "They have lost faith in democracy. They are blaming EC, but how did they win in Karnataka, Himachal Pradesh, and Telangana?" he said. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Last days to apply - USA Green Card Lottery americ24 Undo "Rahul Gandhi is a misguided leader with no direction," Vijayendra alleged. "If they have an atom bomb of evidence, they can't keep it in their pockets. Let them submit it to the EC or challenge it in the Supreme Court." He also targeted chief minister Siddaramaiah and his deputy DK Shivakumar: "If they don't trust their own officers who conducted elections, do they have any control over their own administration?" Responding to Rahul's claim of "100% proof" of poll fraud, he challenged Congress to go to court. "Rather than creating drama in Bengaluru, they should approach the judiciary," he added. "Rahul Gandhi's actions are dangerous and anti-democratic. He is unable to accept Modi's leadership," Vijayendra said. "This is a deceptive drama born out of frustration and defeat." Judges can bring ‘great deal' of experience to legislative bodies: former CJI Chandrachud

Judges can bring a 'great deal' of experience to legislative office, and a part of the reason why judges cannot take up appointments is because of a hype, said former Chief Justice of India D.Y. Chandrachud at an event in Mumbai. He further said that former judges can bring a lot to the table in places like tribunals. On the judicial independence of such appointments, he said that it was a combination of the Constitution, active participation of citizens in the adjudicatory process, the critique of an independent media, and civil society which is constantly keeping a watch, and how judges behave and perform. 'We have had some exceptional individuals who occupied those offices as well, people who have done remarkably well in those offices. In fact, I believe that there's a great deal of experience which judges can bring to, say, the legislative bodies,' he said while speaking at the launch of Congress leader Shashi Tharoor's book Our Living Constitution on Saturday (August 2, 2025). When Mr. Tharoor was asked about who would fill the vacant seat of Vice-President, he said it would probably be from the ruling coalition as they had the majority. 'Honestly, there's no clue. The government has given no clue. But the fact is that it will be somebody nominated by the ruling party because they have a comfortable majority. Unlike the President, where all the State assemblies also vote,' he said. The duo spoke about a range of other issues like One Nation One Election (ONOE) and reservation among other topics. The event was organised by India's International Movement to Unite Nations (IIMUN), an organisation that conducts MUNs and mock parliaments.
