Kim's recent foreign policy prioritizes relations with Russia as he's been supplying troops and conventional weapons to support its war against Ukraine in return for economic and military assistance. But North Korea's ties with China, which has long been its biggest trading partner and aid benefactor, have apparently cooled as China is reluctant to join an anti-Western alliance with North Korea and Russia, analysts say.

Tuesday's ceremony that marked the completion of the resort's construction drew the Russian ambassador to North Korea and his embassy staff, KCNA said. But it didn't say whether any Chinese diplomats were also invited.

'There seems to be issues that North Korea hasn't yet resolved in its relations with China. But North Korea has put in too much money on tourism and plans to spend more. Subsequently, to get its money's worth, North Korea can't help receiving Chinese tourists,' Lee Sangkeun, an expert at the Institute for National Security Strategy, a think tank run by South Korea's intelligence agency.

Lim Eul-chul, a professor at Kyungnam University's Institute for Far Eastern Studies in Seoul, also said that foreign tourism to the Wonsan-Kalma site will begin with Russians. But he said Chinese tours to the zone, a sort of civilian exchange, will also begin soon, adding bilateral trade between China and North Korea has been recovering.

Lim said that South Korean and American tours to North Korea won't likely restart anytime soon, though both new liberal South Korean President Lee Jae Myung and U.S. President Donald Trump have expressed hopes to revive dialogue with North Korea.

In January when Trump boasted about his ties with Kim, he said 'I think he has tremendous condo capabilities. He's got a lot of shoreline,' a likely reference to Wonsan-Kalma.

North Korea hasn't publicly responded to Trump's outreach. It has repeatedly rejected Washington and Seoul's dialogue offers and focused on expanding its nuclear weapons program since Kim's high-stakes nuclear diplomacy with Trump collapsed in 2019.

North Korea's Supreme Leader Kim Jong Un has officially opened a new beach resort in the country's Wonsan Kalma Coastal Tourist Zone — six years after it was due to be completed, state media reported on Thursday. The massive tourist zone, located on North Korea's east coast, is part of a key project pushed by Kim Jong Un for years to promote tourism in the notoriously exclusionist country. 'When Kim Jong Un arrived, stormy cheers of 'Hurrah!' resounded far and wide,' the KCNA reported. Tourism in North Korea is not an industry targeted by United Nations sanctions, but the elusive country did not collaborate with any foreign partner to develop the Wonsan project because of economic sanctions over its nuclear weapons programs. North Korea is one of the world's most impoverished countries, and has been run by the Kim family since 1948, who channel most of the isolated state's capital into its military, national monuments and landmarks in Pyongyang, the country's capital. The new beach resort will be open to domestic visitors as of July 1, KCNA confirmed, but there was no mention of allowing international tourists. North Korea shut its borders in 2020 at the start of the COVID-19 pandemic but has been slowly lifting restrictions since 2023, allowing Russian visitors in the following year. Russian tourist groups have been allowed into North Korea, but its capital is usually closed to regular tourism, though in April, it hosted a marathon event with foreign participants. Will Dell's ISG Segment Benefit From Cloud Infrastructure Expansion?

Dell Technologies DELL is expanding its cloud services through its infrastructure solutions and rich partner base that provides essential hardware and services that support cloud environments. Through its APEX platform, the company provides multi-cloud solutions and advanced AI infrastructure, which have become key highlights of its offerings. Building on the strength of these offerings, in the first quarter of fiscal 2026, Infrastructure Solutions Group (ISG) revenues, which include its cloud offerings, increased 12% year over year to $10.31 billion. The upside can be attributed to servers and networking revenues of $6.32 billion, which grew 16% year over year, with demand strength across AI and traditional servers. This momentum is further bolstered by Dell's expanding portfolio of solutions. In March 2025, Dell partnered with Singapore's Institute of Technical Education to launch a hybrid cloud VDI Centre powered by Dell VxRail, aimed at closing the AI skills gap and enhancing digital learning through accessible, flexible, and scalable infrastructure. Dell's AI prospects remain strong, with AI expanding from major cloud service providers to large-scale enterprise deployments and edge computing with PCs. The company is benefiting from the strong demand for AI servers, which are driven by ongoing digital transformation and heightened interest in generative AI applications. Its PowerEdge XE9680L AI-optimized server is very much in demand. Strong enterprise demand for AI-optimized servers is aiding Dell. DELL Faces Stiff Competition Dell is facing stiff competition in the growing cloud market against the likes of Microsoft MSFT and Alphabet GOOGL. Microsoft is benefiting from strong demand for cloud and AI offerings. Microsoft Cloud revenues reached $42.4 billion, growing 21% year over year and 22% in constant currency in the third quarter of fiscal 2025. Azure, in particular, had strong demand, especially for AI services, which contributed significantly to the cloud's performance. In the reported quarter, Azure and other cloud services revenues grew 33% (up 35% in cc), including 16 points from AI services. Alphabet is riding on strong cloud growth. Google Cloud is benefiting from accelerated growth across AI infrastructure, enterprise AI platform Vertex and strong adoption of Generative AI solutions. In first-quarter 2025, Alphabet's Google Cloud revenues increased 28.1% year over year to $12.26 billion. Google's growing investments in infrastructure, security, data management, analytics and AI are positive. DELL's Share Price Performance, Valuation and Estimates DELL's shares have gained 4.9% year to date, outperforming the broader Zacks Computer & Technology sector's return of 3.7%.
