Duopoly is not good: Chidambaram backs VI revival while warning against govt takeover

Time of India6 hours ago

Former Union Finance Minister
P Chidambaram
strongly supported efforts to revive
Vodafone Idea
(Vi) on Wednesday and asserted that a
duopoly
in the
Indian telecom sector
, namely of private players
Bharti Airtel
and Reliance Jio. He further said that lack of competition in any industry would be detrimental to consumer interest and
market health
.
'Duopoly is not good in any industry,' the Congress leader said in a post on X, applauding Union Minister
Jyotiraditya Scindia
's recent push to breathe new life into the struggling telecom company.
He also noted the golden years of India's telecom boom when global giants such as AT&T, BT, Verizon, Etisalat, and Hutchison eagerly entered the Indian market. However, he blamed their eventual exit on India's complex and unpredictable regulatory environment.

'Revival yes, but not through a govt takeover'
While backing the idea of reviving Vi, Chidambaram cautioned against the government turning the company into a public-sector telecom entity, in which the Centre already owns 49% stake, through further capital infusion.
Live Events
'The way to revive Vi is not for government to infuse more funds—already Rs 36,500 crore—and make Vi into a government company,' he said.
Instead, he advocated for a different solution: encouraging a global telecom leader to take over Vi and provide "stiff competition" to the two existing private players by Bharti Mittel and Mukesh Ambani, respectively.
Centre explores financial relief options
Chidambaram's comments come as the Centre considers various measures to prevent the telco's collapse. Officials told
ET
that the government is weighing proposals to restructure Vi's massive Rs 83,400 crore AGR (adjusted gross revenue) dues.
These include extending the repayment tenure from six to 20 years and switching from a compound to a simple interest rate to ease the annual burden. Such a move could potentially save Vi over Rs 16,000 crore in interest costs if applied prospectively—and significantly more if made retrospective.
Even so, some officials remain sceptical about Vi's ability to meet even reduced obligations, given its weak cash flows and outstanding liabilities. Despite earlier government support—such as converting Rs 36,950 crore of spectrum auction dues into equity in March 2024—Vi continues to face financial strain. The telco must pay Rs 18,064 crore annually starting FY26, and may fall short of cash to meet obligations by FY27.
Vi's survival still hangs in the balance
Amid this precarious financial situation,
Vodafone Idea
is renewing efforts to secure large-scale funding to stabilise operations and invest in its network. According to a
Bloomberg
report, Vi is in talks with a consortium of lenders led by the State Bank of India to raise around ₹25,000 crore (approx. $2.9 billion).
The debt package is expected to be a mix of domestic and foreign loans with a tenor of about 10 years.
This marks a revival of an earlier fundraising plan that was deferred due to banks' concerns about the company's finances and regulatory liabilities. The urgency has grown as Vi continues to lose subscribers to rivals Reliance Jio and Bharti Airtel.
If successful, the loan would help Vi fund capital expenditures and expand its network in a bid to regain market share. Global banks are also expected to participate in the consortium, with the fundraise likely to conclude within a year.
In parallel, Vi's board has approved plans to raise an additional Rs 20,000 crore through equity or debt instruments. However, progress depends on the government's final stance on AGR-related relief, which remains uncertain.

Delhi CM Rekha Gupta is guest at Adda today

Four months ago, Rekha Gupta was picked to lead the BJP government in Delhi, marking a return to power for the party after 27 years in the city. A three-time councillor and a first-time MLA, she is now the face of a government that has promised to make Delhi the capital that India can be proud of. On Thursday, the Chief Minister will be the guest at Express Adda in Delhi. No stranger to the city's politics, Gupta started out as a student leader with the ABVP in the early 1990s and went on to serve as president of the Delhi University Students' Union in 1996-97. The Shalimar Bagh MLA entered the city's electoral politics in 2007, when she was elected as a councillor in the Municipal Corporation of Delhi (MCD). She made it to MCD House twice again before being chosen as Chief Minister. In March, she announced several schemes as part of an ambitious budget estimate of Rs 1 lakh crore for the first time, big ticket announcements ranging from a clean Yamuna to pothole-free roads, and more recently, regulation on private school fees. Gupta's tenure so far has also seen an emphasis on improving road and health infrastructure, and on adopting Central schemes. With emphasis on increased coordination with the Centre, she has met with Prime Minister Narendra Modi, Home Minister Amit Shah as well as other Union ministers, especially on issues such as cleaning of the Yamuna, road infrastructure, law and order and health. Within days of taking oath, Gupta and her ministers also cleared the decks for the adoption of the Ayushman Bharat insurance as well as the health infrastructure upgrade schemes. This was followed by the BJP wresting control of the MCD from AAP, the previous ruling party in Delhi, essentially giving the city a 'triple-engine' BJP government. Among the challenges she faces in the months to come is balancing people's expectations and her government's development mantra, and delivering on promises such as Rs 2,500 aid for women and cleaning the Yamuna. At Express Adda, Gupta will be in conversation with Vandita Mishra, National Opinion Editor, The Indian Express. The Express Adda is a series of informal interactions organised by The Indian Express Group and features those at the centre of change. Previous guests include Nobel Laureate Amartya Sen, External Affairs Minister S Jaishankar, His Holiness the Dalai Lama, philanthropist Bill Gates and Maharashtra Chief Minister Devendra Fadnavis.

Farmers from Sangli district lie on ground to oppose land mapping for Shaktipeeth

Kolhapur: Farmers from Atpadi tehsil's Shetphale village in Sangli district protested against highway officials conducting land surveys for the Maharashtra Shaktipeeth Highway by lying on the ground amid heavy police presence. Their key demand was that compensation criteria for land acquisition should be announced before the survey proceeded. The revenue department sent notices to the farmers on Tuesday, a day before the land mapping survey, informing them about the survey for the Shaktipeeth Highway land acquisition. From Shetphale village, more than 40 hectares of land owned by 429 farmers will be acquired for this project. When the land survey officials arrived on Wednesday, farmers strongly opposed the survey despite the heavy police presence. Atpadi tehsildar Sagar Dhawale and inspector Vinay Bahir were also present at the spot. One of the land survey officials said, "A land mapping survey for the Shaktipeeth Highway will be held between June 25 and Aug 10 in the 19 villages from four tehsils in Sangli district. This is a time-bound programme as instructed by state govt. This survey will be conducted in Atpadi, Kavathe Mahankal, Tasgaon and Miraj tehsils in Sangli district in the presence of the police force." by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Giao dịch vàng CFDs với sàn môi giới tin cậy IC Markets Tìm hiểu thêm Undo The discontent among farmers has increased as the administration started the survey without announcing the compensation criteria for the project-affected farmers. India backs Brics position against strikes on Iran

A little more than a week after disassociating itself from a statement by the Shanghai Cooperation Organisation (SCO) condemning Israel's attacks on Iran, India joined other members of Brics in expressing grave concern at the military strikes on Iran and the escalation of the security situation in the Middle East. People walk next to a mural with a picture of Iran's Supreme Leader, Ayatollah Ali Khamenei, on a street, early hours of ceasefire, in Tehran, Iran, on June 24. (Reuters) The Brics — which includes Brasil, Russia, India, China, South Africa, Egypt, the United Arab Emirates, Ethiopia, Indonesia and Iran — issued the statement on Tuesday to say that the military strikes amounted to a violation of international law and the UN Charter. Unlike the statement issued by SCO on June 14, which directly named Israel, the Brics statement made no mention of either the US or Israel while referring to the military strikes against Iran. This made it possible for the Indian side to sign on to the statement, people familiar with the matter said. 'We express grave concern over the military strikes against the Islamic Republic of Iran since 13 June 2025, which constitute a violation of international law and the Charter of the United Nations, and the subsequent escalation of the security situation in the Middle East,' the Brics statement said. The Brics member states emphasised the 'urgent need to break the cycle of violence and restore peace' amid rising tensions with unpredictable consequences for global peace and security and the world economy. 'We call on all parties to engage through existing channels of dialogue and diplomacy, with a view to de-escalating the situation and resolving their differences through peaceful means,' the statement said. Iran and Israel agreed to a ceasefire on Tuesday after 12 days of hostilities during which the US joined the Israeli military in targeting Iranian nuclear sites. Both sides have claimed victory, with Iran saying it forced the end of the war by penetrating Israeli defences with its missiles, and Israel claiming to have achieved its goal of destroying Iranian nuclear sites. The Brics statement, however, expressed 'serious concern over any attacks against peaceful nuclear installations that are carried out in violation of international law and relevant resolutions of the International Atomic Energy Agency'. It added: 'Nuclear safeguards, safety, and security must always be upheld, including in armed conflicts, to protect people and the environment from harm. In this context, we reiterate our support for diplomatic initiatives aimed at addressing regional challenges.' The statement called for protecting and safeguarding civilian lives and civilian infrastructure in compliance with international humanitarian law. 'Guided by the principles enshrined in the United Nations Charter, BRICS remains committed to promoting international peace and security and to fostering diplomacy and peaceful dialogue as the only sustainable path toward long-term stability in the region,' it said. The Brics member states also called for establishing a 'zone free of nuclear weapons and other weapons of mass destruction in the Middle East, in line with relevant international resolutions'. While disassociating itself from the earlier SCO statement, India had said it had communicated its overall position to other members of the grouping and it did not participate in the discussions on the statement.
