
Centre okays Rs 2,006 crore fund to help Himachal recover from floods, landslides
New Delhi: A high-level committee headed by Union Home Minister Amit Shah has approved Rs 2006.40 crore as Central assistance to Himachal Pradesh, for the recovery and reconstruction plan in the aftermath of flood, landslides and cloudburst incidents of 2023.
The committee, comprising the Finance Minister, Agriculture Minister and Vice Chairman NITI Aayog as members, considered the proposal for financial assistance to the state from the recovery and reconstruction funding window under the National Disaster Response Fund (NDRF).
The financial assistance from the Centre will help the state in carrying out recovery and reconstruction activities, required due to the damage and destruction that occurred during the 2023 monsoon. Out of the Rs 2,006.40 crore that has been approved, Rs 1,504.80 crore will be the central share from the Recovery and Reconstruction Funding Window under the National Disaster Response Fund. Earlier, on December 12, 2023, the Ministry of Home Affairs had approved additional financial assistance of Rs 633.73 crore from the NDRF for Himachal Pradesh, which was affected by this disaster, according to the official statement.
The Central government had approved recovery plans for the states of Uttarakhand to the tune of Rs 1,658.17 crore, in the aftermath of the Joshimath subsistence and another Rs 555.27 crore for Sikkim, in the aftermath of the GLOF incident of 2023.
The Central government had also approved a number of mitigation projects with overall financial outlay of Rs 7,253.51 crore, for mitigating the risks of a number of hazards in the areas of urban floods (Rs 3,075.65 crore), landslides (Rs 1,000 crore), GLOF (Rs 150 crore), forest fire (Rs 818.92 crore), lightening (Rs 186.78 crore) and drought (Rs 2,022.16 crore).
This additional assistance is over and above the funds released by the Centre to the states in the State Disaster Response Fund (SDRF), already placed at the disposal of the states. During the financial year 2024-25, the Central government has released Rs 20,264.40 crore to 28 states under SDRF and Rs 5,160.76 crore under NDRF to 19 states. Additionally, Rs 4,984.25 crore from the State Disaster Mitigation Fund (SDMF) to 19 states and Rs 719.72 crore from the National Disaster Mitigation Fund (NDMF) to states have also been released, the statement said.

To fulfil Prime Minister Modi's vision of a disaster-resilient India, the Ministry of Home Affairs, under the guidance of Home Minister Amit Shah, has taken several initiatives to ensure effective management of disasters in the country. A number of steps have been taken to prevent any extensive loss to life and property during disasters by strengthening the disaster risk reduction system in India,' the statement added.

Calcutta HC directs Centre to start 100-day job scheme in Bengal from August 1
Kolkata: The Calcutta High Court on Wednesday directed the Union government to start the process of implementation of the 100-day job scheme under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) in West Bengal from August 1 without failure. However, while giving the direction to the Union government, the division bench of Chief Justice T.S. Sivagnanam and Justice Chaitali Chattopadhyay also gave a free hand to impose any condition on the West Bengal government on the proper implementation of the 100-day job scheme to ensure the prevention of corruption in the implementation process. While giving the direction, it also authorised the Centre to pay the amount directly to the bank accounts of the beneficiaries, if required. The court also authorised the Union government to monitor the implementation process to prevent future corruption and also to carry out ongoing investigations on past instances of corruption. The direction to the Union government came on a petition filed by the organisation, Paschim Banga Khet Mazdoor Samiti (West Bengal Agricultural Workers' Forum), accusing the Centre of not releasing funds under the 100-day job scheme. Senior advocate and the CPI-M Rajya Sabha member Bikas Ranjan Bhattacharya appeared on behalf of the forum. On the same issue, the Leader of the Opposition in the Assembly, Suvendu Adhikari, also filed a case at the Calcutta High Court. However, his contention was that there had been massive irregularities in the implementation of the 100-day job scheme in West Bengal. The state's ruling Trinamool Congress had been quite vocal against the Union government over the non-release of central funds under the MGNREGA scheme for the last three years. On the other hand, the Union government and the BJP argued that the funds have been stopped for the state under this scheme due to rampant corruption in the implementation of the scheme in the past. Field inspection teams from the Union government during the last couple of years toured several districts in West Bengal, probing the complaints on corruption in the implementation of the scheme.

HDFC Bank CEO Jagdishan moves Bombay HC to quash Rs 2.05 cr bribery FIR by Lilavati Trust
HDFC Bank Managing Director and CEO Sashidhar Jagdishan has approached the Bombay High Court challenging the First Information Report (FIR) filed against him on a complaint by Lilavati Kirtilal Mehta Medical Trust (LKMM Trust), which oversees the Lilavati Hospital in Bandra (West), a prominent healthcare institution in Mumbai. Jagdishan has moved the high court seeking to quash the FIR which has accused him of accepting a bribe of Rs 2.05 crore to help a group consisting of one Chetan Mehta and other erstwhile trustees to retain illegal control over the trust. When the matter came up for hearing before a bench of Justices A S Gadkari and Rajesh S Patil, Justice Patil recused himself from hearing the matter after which it was mentioned before a division bench led by Justice Sarang V Kotwal. Justice Kotwal too recused himself from hearing the matter, noting that he had earlier represented one of the trustees. The petitioner will now have to approach the high court administration for assignment of another bench. The HDFC Bank CEO, through senior advocate Amit Desai, claimed that the FIR was baseless and malicious. Desai argued that the FIR was a 'retaliatory move' due to HDFC Bank's recovery proceedings initiated against Splendour Gems Limited, a company owned by the Mehta family, which had till May 31 defaulted on loans to the tune of Rs 65.22 crore. He said that the complainant is using the 'facade of Lilavati Trust to take action against the petitioner.' Jagdishan sought direction from the court to quash the FIR filed against him along with setting aside the magistrate court's order that initiated the probe. Pending hearing of the plea, he has sought a stay on the inquiry against him and that there should not be no coercive action, including filing of chargesheet, against him, failing which he will 'suffer grave loss and irreparable injury.' On May 29, the magistrate court had ordered the Bandra police to register offences punishable under sections 406, 409 (criminal breach of trust) and 420 (cheating) of the Indian Penal Code (IPC) and had directed the police to probe the matter as per section 175 (3) of the Bhartiya Nagrik Suraksha Sanhita (BNSS). The Bandra police registered the FIR on May 31. The trust, through its authorised representative Prashant Mehta, had filed a complaint contending that there was a loan recovery proceeding going on with a company, of which the father of one of the present trustees was office-bearer and the HDFC Bank, a creditor. The complaint claimed that during the recovery proceedings, the father of the said trustee was harassed physically and mentally, which resulted in his death. After assuming office, Prashant allegedly found a diary showing that from time to time several amounts were transferred on Chetan Mehta's directions to Jagdishan, totalling Rs 2.05 crore. Prashant claimed that the said amount was paid by Chetan Mehta and six others who were erstwhile office bearers of the trust, with a sole view to harass the father of one of the trustees. Judicial Magistrate First Class (JMFC) Komalsing Rajput, in the May 29 order, noted the contents of the diary showed that amounts were transferred from time to time, that the allegations constituted cognizable offences and the amount involved was 'high'. The magistrate noted that to verify and collect evidence to ascertain the source of amounts and how they were transferred without any reason, a police probe was necessary and hence ordered a probe by the Bandra police. However, Jagdishan, in his plea, claimed that the magistrate's order was 'self contradictory and flawed'. It stated, 'Despite noting that except for diary entries, no additional evidence was produced, and the complainant Prashant Mehta was unable to furnish further proof. The magistrate still proceeded to direct the investigation based solely on the affidavit.' Jagdishan said the diary and xerox copies of selective cash records was not sufficient and cogent evidence to take cognizance of the offence and the magistrate's actions were 'deplorable'. The Bandra police had registered another FIR on May 31 against Chetan Mehta, M/s Phoenix ARC Private Ltd and others for embezzlement of trust funds to the tune of Rs 2.25 crore. Phoenix ARC, along with accused persons Keki Elavia and Venkatu Srinivasan have also approached the high court seeking quashing of the embezzlement FIR against them. The high court will hear the pleas in due course.
