Nagaland: Consultative meet to discuss FMR, Protected Area Permit
Kohima: A crucial Consultative Meeting would be held on April 30 to discuss the Free Movement Regime (FMR) across the India-Myanmar border and Protected Area Permit (PAP) in Nagaland, among other issues, officials said here on Wednesday.
The Nagaland Home Department has called the meeting, which will be attended by Chief Minister Neiphiu Rio, two Deputy Chief Ministers T.R. Zeliang and Yanthungo Patton, Assembly Speaker Sharingain Longkumer, the Deputy Speaker, all the Ministers, and Members of Parliament.
An official of the Home Department said that all the MLAs, Advisors, the Chief Secretary, along with other senior officials of the state government and leaders of 27 other civil society organisations, would be present in the meeting.
The day-long meeting would also discuss the maintenance of peace in Nagaland in the wake of recent political developments, and the enforcement of the Inner Line Permit (ILP), the official said.
Meanwhile, an all-party delegation led by Chief Minister Rio would soon meet Union Home Minister Amit Shah to discuss the decades-old Naga political issue and concerns about the border fencing and FMR across the India-Myanmar border.
A senior Nagaland minister earlier said that in the previous Assembly session (March 3 to 8), the Chief Minister had suggested that an all-party delegation would meet the Union Home Minister to apprise him about the contentious Naga political issues, which always dominate politics in the state. He said that besides the Naga political issue, FMR, PAP, ILP and border fencing along the India-Myanmar border are the other vital issues to be discussed with the Union Home Minister.
The Union Ministry of Home Affairs (MHA) last year announced that the FMR, which allows people residing along the India-Myanmar border to travel 16 km into each other's territory without a visa, would be scrapped soon. Instead, the MHA decided to replace the FMR to adopt a new scheme to issue a pass to the border residents of both India and Myanmar living within 10 km on either side of the frontier to regulate cross-border movements.
The Nagaland Assembly on March 7 unanimously decided that an all-party delegation would meet the Union Home Minister to explain to him the 'sentiment and resentment of the Naga people' against the MHA's decision to cancel the FMR between India and Myanmar.
Participating in the discussion on the issue, the Chief Minister had told the house that the border movement restriction would affect the long-standing historical, ethnic, social, cultural, traditional and economic ties of Nagas living on both sides of the India-Myanmar border. The Nagaland and Mizoram governments and a large number of political parties and civil societies in the two northeastern states have been opposing both border fencing and the scrapping of the FMR.
Four northeastern states -- Arunachal Pradesh, Manipur, Nagaland, and Mizoram -- share a 1,643-km unfenced border with Myanmar. The MHA had earlier decided to erect fencing on the entire porous border, known for the smuggling of arms, ammunition, narcotics and various other contrabands, at a cost of Rs 31,000 crore.

Vijayawada: Chief minister N Chandrababu Naidu has requested Union commerce minister Piyush Goyal to allocate ₹150 crore from the tobacco board to the state govt to manage the ongoing burley tobacco purchases. He said that the state govt is purchasing about 20 million kg of burley tobacco by spending nearly ₹300 crore as traders did not pick up the stocks leaving the growers into deep trouble. Union minister Goyal visited chief minister Chandrababu Naidu's residence in Undavalli on Sunday and held discussions on various issues. The chief minister explained that the state govt set up tobacco purchase centres at seven locations in Bapatla, Guntur, Palnadu, and Prakasam districts to avoid further delay causing distress among the farming community. "The state govt deployed state marketing agency-markfed to purchase burley tobacco from growers and it was expected to cost around Rs 300 crore. The state's burden would greatly come down if the Centre grants at least Rs 150 crore from the surplus revenues of the tobacco board," said Naidu. Chief minister urged Goyal to reconsider reducing the import duty on oil palm to 10%. He explained that reducing import duty is causing palm oil farmers in the state to receive unfair prices and suffer significant losses. Chief minister highlighted that the decision to reduce import duty could hinder the goals of the National Mission on Edible Oils (NMEO) set by the centre. He suggested the union minister to hold discussions with the US regarding the duties imposed on aqua exports. "The 27% duty imposed by the US on seafood is impacting eight lakh aqua farmers in Andhra Pradesh. The Centre should exert pressure on USA to reduce the burden to relieve aqua farmers," said Naidu. He had also urged Goyal to reduce GST on mango pulp from 12% to 5%. He said that the state govt had already brought the issue to the attention of the Union finance minister Nirmala Sitharaman.

Uttarakhand chopper crash: Amit Shah, Aviation Minister, speaks to CM Dhami, assures support from Centre
Dehradun (Uttarakhand) [India], June 15 (ANI): Union Home Minister Amit Shah and Union Civil Aviation Minister Ram Mohan Naidu on Sunday reached out to Uttarakhand Chief Minister Pushkar Singh Dhami to enquire about the tragic helicopter crash in Rudraprayag in which seven people were killed. The incident, which occurred at around 5:30 am earlier today, claimed the lives of seven people on board, including five adults, one infant and one crew member. According to a statement from the Uttarakhand Chief Minister's Office, the Union Ministers had a telephone conversation with Dhami during which they assured the Centre of full cooperation following the crash. 'Union Home Minister Amit Shah and Union Civil Aviation Minister Ram Mohan Naidu also inquired about the Kedarnath heli accident from Chief Minister Pushkar Singh Dhami over the phone and assured all possible cooperation from the Centre,' the statement read. Earlier, Prime Minister Narendra Modi also spoke to Uttarakhand CM Dhami in the wake of the tragic helicopter crash. According to an official statement from the Uttarakhand Chief Minister's office, CM Dhami informed the Prime Minister that a high-level meeting was held immediately after the incident and instructions were given to probe the incident. 'Prime Minister prayed for the strength to bear this loss to the families of the deceased. He assured all possible cooperation from the central government. The ministry said that preliminary indications suggest that the probable cause of the crash may be Controlled Flight into Terrain (CFIT), with the helicopter reportedly airborne despite poor visibility and extensive clouding at the valley entry area. The exact cause will be determined through a detailed investigation by the Aircraft Accident Investigation Bureau (AAIB). (ANI)

Dehradun (Uttarakhand) [India], June 16 (ANI): Uttarakhand Chief Minister Pushkar Singh Dhami has briefed Prime Minister Narendra Modi, Union Home Minister Amit Shah, and Union Civil Aviation Minister Ram Mohan Naidu on the tragic helicopter crash in Rudraprayag that claimed the lives of all seven people on board. A high-level meeting was convened immediately after the crash, he said. In a post on X, CM Dhami stated, 'Honourable Prime Minister Shri @narendramodi Ji, during his foreign visit, held a telephonic conversation from Cyprus and obtained detailed information regarding the Rudraprayag helicopter accident. During the conversation, the Prime Minister expressed deep condolences for those who lost their lives in this tragic incident.' 'He (PM Modi) was also informed about the important decisions taken in the high-level meeting convened immediately after the accident. In relation to this unfortunate incident, a detailed briefing was also given via telephone to Honourable Union Home and Cooperation Minister Shri @AmitShah Ji and Honourable Union Civil Aviation Minister Shri @RamMNKJi. Rescue operations by NDRF and SDRF teams are currently underway at the crash site. Following the incident, a high-level meeting was convened by Chief Minister of Uttarakhand Pushkar Singh Dhami at 11 am attended by senior officials of the Government of Uttarakhand, Secretary (Civil Aviation), DGCA, and associated teams. In the meeting immediate actions have been taken, which include suspending all operations of Aryan Aviation for the Char Dham Yatra with immediate effect. Two helicopters belonging to TransBharat Aviation --VT-TBC (PIC: Capt. Yogesh Grewal, CPL(H)-1453) and VT-TBF (PIC: Capt. Jitender Harjai, CPL(H)-1046)--were found to have been airborne under similar unsuitable weather conditions. Accordingly, the licenses of both pilots have been suspended for six months. All charter and shuttle helicopter operations in the region have also been suspended on June 15-16, as a safety precaution. The Uttarakhand Civil Aviation Development Authority has been directed to hold a comprehensive review with all operators and pilots before any resumption of services, to ensure full alignment with safety protocols. UCADA will also establish a dedicated Command-and-Control Room to monitor real-time operations and ensure immediate escalation of any risk indicators. Directorate General of Civil Aviation has been directed by the Ministry of Civil Aviation, to immediately post officers from Airworthiness, Safety, and Operations to actively oversee all helicopter activity in the Kedarnath valley and rigorously review the functioning of the UCADA Command-and-Control Room. The Ministry of Civil Aviation has reiterated that aviation safety is non-negotiable and that no operator should undertake flights in violation of weather-related and other protocols. The Ministry has issued strict instructions to DGCA to enforce all extant provisions with full authority and to ensure that discipline in flying operations is maintained at all costs, given the sanctity of human life.
