
Palestine urges CEAPAD countries to take stronger political stance on crisis
Palestine's Planning and International Cooperation Minister Dr Estephan Salameh said that while CEAPAD has meaningfully contributed to Palestine's development efforts, there is now a need for stronger political solidarity amid escalating atrocities.
"We want this group to be more than just a development platform. We want it to be a voice for justice and freedom for our people.
"We need support in ending the occupation and establishing an independent Palestinian state," he told Bernama.
Dr Salameh said this year's CEAPAD meeting is being held at a critical and painful time for the Palestinian people.
"This year's meeting is taking place under very difficult circumstances.
"We are here while our people are facing genocide and one of the most brutal occupations," he said.
The fourth edition of CEAPAD (CEAPAD IV) today will focus on capacity-building, the reconstruction of critical infrastructure in Palestine and the effective delivery of comprehensive humanitarian aid.
The meeting will be co-chaired by Dr Salameh, alongside Malaysian Foreign Minister Datuk Seri Mohamad Hasan and Japanese Foreign Minister Takeshi Iwaya.
The CEAPAD IV meeting is being held in conjunction with the 58th Asean Foreign Ministers' Meeting (AMM) and related meetings under Malaysia's Asean Chairmanship.
Current CEAPAD members are Japan, Palestine, Malaysia, Brunei, Cambodia, Indonesia, Laos, Singapore, South Korea, Thailand and Vietnam.
Meanwhile, Palestinian Ambassador to Malaysia Walid Abu Ali said CEAPAD has evolved into a meaningful platform for solidarity and political alignment among East and Southeast Asian nations.
"CEAPAD represents a unique coalition of countries willing to support Palestinian state-building, not only through aid and capacity development, but also by affirming the Palestinian people's rights to dignity, self-determination and sovereignty," he said.

Najib betrayed public's trust, SRC International wants RM42mil back, says counsel
KUALA LUMPUR: The High Court here was told on Friday (Aug 15) that former Prime Minister Datuk Seri Najib Tun Razak betrayed the public's trust by misusing SRC International Sdn Bhd's RM42mil that were meant to benefit Malaysia's energy future and civil service pensioners. Counsel Kwan Will Sen, representing SRC International and its subsidiary, Gandingan Mentari Sdn Bhd, in the RM42mil civil suit against Najib, stated that it has been ten years since the money ended up in Najib's personal accounts and now, the two companies want it back. He made these remarks while delivering the opening statement on the first day of trial in the civil suit filed in May 2022 by SRC International and Gandingan Mentari against Najib (the sole defendant). "Three courts namely the High Court, Court of Appeal and Federal Court, have already found him (Najib) criminally guilty of these very acts beyond a reasonable doubt. "Najib was the Finance Minister at the time and had full control over SRC International. He held key positions, including that of Advisor Emeritus. As such, no significant transaction occurred without his knowledge or consent," he said. Kwan also stated that the evidence will prove that the RM42mil was transferred from SRC International and ultimately ended up in Najib's personal bank accounts. Of this sum, RM32mil was immediately transferred to two companies that had previously covered shortfalls in Najib's accounts. "These transfers were made pursuant to instruction letters bearing his (Najib) personal signature. The remaining RM10mil was spent through personal cheques issued by Najib himself," he said. "We say that the money trail is clear, the documentary evidence is overwhelming, and Najib's own sworn admissions are damning. We will prove our case under three complementary causes of action; knowing receipt, dishonest assistance, and misfeasance in public office. "On any of these grounds, justice demands that these public funds be returned to their rightful owners - the Malaysian people," he insisted. The court on Friday heard testimony of the first witness, former chief executive officer (CEO) of Yayasan Rakyat 1Malaysia (YR1M), Ung Su Ling, 57, whose appointment was approved by Najib. The hearing before Judge Datuk Raja Ahmad Mohzanuddin Shah Raja Mohzan will continue on Nov 6. This lawsuit, filed in May 2022, accuses Najib of breach of fiduciary duties, knowing receipt of funds, dishonest assistance, tort of misfeasance and abuse of power in relation to the misappropriation of SRC International funds. - Bernama

Malaysian Bar supports federal child maintenance enforcement framework
KUALA LUMPUR: The Malaysian Bar stands ready to assist in the establishment of a federal framework to strengthen the enforcement of court-ordered child maintenance through legal analysis and consultations aspects, said its president Mohamad Ezri Abdul Wahab. He said the Malaysian Bar also welcomes the call made in Parliament during the debate on the 13th Malaysia Plan on the establishment the framework, noted that the proposal represents an important opportunity to address one of the most persistent challenges in the family justice system, the non-compliance with maintenance orders. For far too long, Mohamad Ezri said custodial parents have borne the burden of pursuing errant payors through lengthy and emotionally draining enforcement procedures. 'This has left many parents, and the children in their care, facing financial insecurity following separation or divorce. The Malaysian Bar stands ready to assist in developing this proposal through legal analysis, consultation, and engagement with the relevant ministries, state authorities, and stakeholders. 'We believe that strengthening the enforcement of maintenance orders is a shared responsibility that will benefit the well-being of children and the long-term stability of families,' he said in a statement today. Mohamad Ezri said the Malaysian Bar advocates for systemic reforms that make family law processes more accessible, effective, and fair. He noted that a dedicated enforcement framework or agency, developed in line with Malaysia's constitutional structure and jurisdictional boundaries, could help ensure that children's rights to financial support are protected and realised. It would also reduce the strain on the courts, lower legal costs for vulnerable parties, and strengthen the family institution, he added. He noted that in some jurisdictions, as seen with the United Kingdom's Child Maintenance Service and Canada's provincial and territorial Maintenance Enforcement Programs, enforcement mechanisms include direct wage deductions and other measures aimed at ensuring compliance. 'While Malaysia must design a system suited to its own laws and social context, the underlying principle that maintenance for children is not a voluntary act but a legal obligation should be firmly upheld. 'Any initiative must be inclusive and non-discriminatory, serving all eligible children and parents regardless of race, religion, or socio-economic background, and operating within the respective jurisdictions of the civil and Syariah courts,' he said. - Bernama
