A man who went viral for beating his pet dog, 'Lucky', with a wooden stick and rubber hose was fined RM30,000 by the Ampang Sessions Court today after he pleaded guilty to the offence.
KUALA LUMPUR - A man who went viral for beating his pet dog, 'Lucky', with a wooden stick and rubber hose was fined RM30,000 by the Ampang Sessions Court today after he pleaded guilty to the offence.
Judge Norshila Kamarudin handed down the sentence to air-conditioning technician Kiew Mun Kiat, 43, and ordered him to serve six months' jail if he failed to pay the fine. He paid the fine.
The court also ordered the dog to be forfeited to the government for adoption through the Selangor Veterinary Services Department by qualified and interested members of the public.
Kiew was charged with brutally assaulting a male German Shepherd using a wooden stick and rubber hose multiple times at his home in Pandan Indah at 5.29pm on July 31.
The charge, framed under Section 29(1)(a) of the Animal Welfare Act 2015, provides for a fine of between RM20,000 and RM100,000, or imprisonment of up to three years, or both, upon conviction.
According to the facts of the case, between 5.29 pm and 5.41pm on July 31, a resident recorded footage of Kiew hitting the dog using a mobile phone. The video was later uploaded and went viral across several social media platforms.
A joint inspection by the Selangor Veterinary Services Department and Ampang Jaya police, following public complaints, led to the discovery of a tied-up male dog named 'Lucky', along with a wooden stick and rubber hose in the house compound.
A physical examination conducted on the dog on Aug 1 revealed a wound on the front of its left leg, along with localised hair loss (alopecia) and skin redness (erythema).
Earlier, Selangor Veterinary Services Department prosecuting officer Mohd Sharif Sabran urged the court to impose a heavy sentence, citing public interest and the seriousness of the animal cruelty offence.
"In this case, OKS (Kiew) repeatedly beat his dog, resulting in injuries that could cause trauma to the animal. The prosecution is also requesting that the dog be forfeited to the government for adoption by eligible and interested members of the public through the Selangor Veterinary Services Department,' he said.
Kiew, who was unrepresented, appealed for a lighter sentence on the grounds that he was supporting his family, and that he beat the dog to teach it a lesson after it bit his hand. - BERNAMA

Tawau Maritime Zone Director Captain (Maritime) Ariffin Ghazali said it took place in the waters off Wallace Bay, Sebatik Island, on Wednesday night. 'The vessel was first detected 2.1 nautical miles northwest of the Sungai Tongkang estuary during Ops Pluto Timur, Ops Sejahtera and Ops Tiris around 8.20pm,' he said, Thursday. Ariffin said preliminary checks revealed that the vessel was operated by three local men, aged between 40 and 66, serving as skipper and crew members. A check on the documentation showed the skipper had failed to report a change of crew, as one of the individuals was not listed in the crew register stated on the vessel's operating licence. 'The vessel and its skipper were brought to the Tawau Maritime Zone Jetty for investigation under the the Merchant Shipping Ordinance 1952 (MSO 1952) for breaching the conditions of a valid licence,' he said. The palm fruit was not seized as it had a valid licence certified by the Malaysian Palm Oil Board (MPOB). The case has been referred to the Marine Department for compound action, as all crew members must hold competency certificates to operate the vessel safely. Ariffin reminded vessel owners and operators to adhere to the conditions of their valid licence, stressing that no compromise would be made regarding such violations. 'The maritime community must remain vigilant and ensure that all licensing conditions are met, failing which stern action will be taken against them,' he said. He added that the MMEA will continue to strengthen enforcement within Malaysian maritime zones, particularly in the Eastern Sabah Security Zone (Esszone), to combat unlawful activities. Melaka Tengah Police Chief ACP Christopher Patit said the suspects, comprising a 50-year-old woman and three men aged between 23 and 33, were nabbed at a rented condominium in Kuala Lumpur around 12.05am on Aug 10. 'The arrests were made following two police reports lodged on Aug 2 regarding thefts at two mini markets in Taman Paya Emas and Bandar Baru Sungai Udang. 'He said based on intelligence gathered, the Criminal Investigation Department (D4) team from the Melaka Tengah Police Headquarters arrested two local males, as well as a Filipino man and woman,' he said in a press conference, Thursday. Christopher said a further probe led the police to locate the stolen formula milk at the condominium as well as in a car. He said the seized items included 72 boxes and 15 packets of infant formula, 12 tins of health milk and 22 packets of coffee drinks, as well as a car, four mobile phones, clothing, hats and tools believed to have been used in the thefts. 'This syndicate's modus operandi was to disguise themselves as customers, with the female suspect concealing the infant formula inside her clothes and trousers, while two male suspects served as lookouts on the left and right aisles of the shelves, and another waited outside the premises. 'Initial investigations revealed that the syndicate from Sabah has been active since 2011, and in the week before their arrest, they were believed to have committed 12 thefts at premises across the three states,' he said. Christopher added that further investigations showed three of the suspects had prior criminal records involving drug offences, theft, and causing injury. Policeman killed after motorcycle grazes lorry in Bagan Serai

IPOH: A policeman was killed after the motorcycle he was riding grazed against a lorry, causing him to fall onto the road at Kilometre 94 of Jalan Ipoh-Butterworth in Taman Selinsing Indah near Bagan Serai yesterday. Perak police chief Datuk Noor Hisam Nordin said that they received a report regarding the incident from a member of the public at 6.25pm. He said the victim, Constable Muhammad Hakim Danial Ruhiman, 23, from the Bagan Serai police station, died while receiving treatment at Taiping Hospital. "Initial investigations at the scene revealed that the victim was riding his motorcycle from Bagan Serai towards Taiping. When he reached the location, his motorcycle grazed against a lorry travelling in the same direction, causing him to fall onto the road. "When the investigating officer arrived, the lorry was no longer at the scene, and members of the public in the area were also unable to provide detailed information about the vehicle," he said in a statement yesterday. Noor Hisam said the victim sustained serious injuries to the waist and legs. He said they are now reviewing closed-circuit television (CCTV) and dashcam footage from other vehicles to aid the investigation, in addition to efforts to locate the lorry and its driver. Those with information on the incident can contact the investigating officer, Insp Nur Hafilah Mohd Ibrahim, at 019-472 0231. The case is being investigated under Section 41(1) of the Road Transport Act 1987. – BERNAMA
