
MVI centres to be activated in province
The Sindh government has decided to activate Motor Vehicle Inspection (MVI) centres across the province within a week. Sindh Senior Minister Sharjeel Inam Memon has issued directives in this regard. Additionally, it has been decided to make MVI mandatory for all vehicles entering Sindh through Sukkur.
A high-level meeting of the Transport Department was held with Senior Minister in the chair. The meeting was attended by Secretary Transport Asad Zamin, Sindh Mass Transit Authority MD Kamal Dayo, Secretary Provincial Transport Authority Okash Memon, and other senior officials.
The senior minister stated that decisive measures are being taken to ensure vehicle fitness for the improvement of the transport sector.
He stated that four MVI centres are being established in Karachi, with two in Gulbai, one in Banaras, and one in Korangi. Additionally, MVI centres are being set up one each in Sukkur, Mirpurkhas, Hyderabad, and Shaheed Benazirabad.

Emissions certification misses the mark
Lahore, which battles severe smog each fall season, is once again initiating measures to curb environmental pollution by conducting emissions testing and certification of four-wheel vehicles. Critics, however, have argued that the project overlooks the role of key polluters in instigating air pollution. Under a pilot project, vehicles in Lahore are undergoing emissions testing after which they receive a green sticker with a QR code on their windshield, confirming that they meet environmental emission standards. However, this testing is currently limited to four-wheeled vehicles, excluding motorcycles and rickshaws, which significantly contribute to pollution. As per statistics obtained from the Punjab Excise Department, the province has 20 million registered motorcycles and 5 million four-wheeled vehicles, with Lahore alone accounting for 5.2 million motorcycles and 1.3 million four-wheeled vehicles. According to Secretary of Environment Raja Jahanzaib Anwar, the current emissions testing initiative falls under the Vehicle Inspection and Certification System (VIC). 'A decade ago, the Punjab government had established 32 VIC stations across the province through a public-private partnership (PPP). These stations evaluated nine key parameters, including smoke emissions and overall vehicle fitness. However, with the rapid increase in the number of vehicles, the VIC system became overwhelmed. To ease the burden on the Transport Department, the Environment Protection Agency (EPA) has taken over the responsibility for emissions testing, with nine dedicated stations across Lahore, offering free services to the public. This complimentary testing facility will remain available until June 30th,' claimed Anwar. According to the Environment Department, vehicles that exceed permissible emission limits are denied certification and instructed to undergo necessary repairs. This system is expected to be fully operational before the upcoming smog season. Vehicles without certification will face restricted movement and may be subject to substantial fines. Despite the well-intended plan devised by the EPA, key stakeholders in the automotive industry are not too optimistic about the success of the pilot project. Suneel Sarfraz Munj, Chairman of Pak Wheels—a leading vehicle marketplace—highlighted the fact that 60 per cent of road traffic in Pakistan consisted of two- and three-wheelers, which were among the biggest contributors to vehicular smoke emissions. 'Apart from this, we have to focus on improving our petrol and diesel quality. Until fuel quality improves, vehicle certification will not be beneficial. As an analogy, using poor fuel in clean vehicles is as futile as serving bad food in clean dishes,' explained Munj. On the other hand, Dawar Hamid Butt, Coordinator of the Pakistan Air Quality Experts Group, considered this initiative a promising pilot project. "I hope this initiative will deliver positive results and pave the way for broader efforts to protect large cities like Lahore from worsening air quality,' he added. Where some environmental experts welcomed the emissions testing initiative as a positive step toward tackling air pollution, environmental lawyer Rafi Alam underscored the importance of expanding testing to include motorcycles, rickshaws, and loader vehicles, which are major contributors to smoke and harmful emissions. Furthermore, many experts have opined that during emissions testing and certification, it was crucial to consider the engine quality, which should be at least Euro III since engines with lower standards emitted more pollutants. Apparently, engines with Euro II or lower standards, such as two-stroke rickshaws, old motorcycles, and vehicles over 25 years old, emit hazardous gases like nitrogen oxide, carbon monoxide, hydrocarbons, and particulate matter. In contrast, vehicles with modern engines significantly reduce emissions. Hence, experts have urged the government to make the use of Euro V fuel and engines mandatory.

Electric scooters to women: Sindh govt to hold ballot next month
KARACHI: The Sindh government has decided to hold a balloting next month to distribute electric scooters to women. In the first phase of the project, 1,000 women will receive electric scooters, and all necessary arrangements have been finalized. A high-level meeting was held in Karachi, chaired by Sindh Senior Minister and Provincial Minister for Information, Transport, and Mass Transit, Sharjeel Inam Memon, to review in detail the progress of major transport projects including EV taxis and EV scooters. Sharjeel Inam Memon said that EV taxis and scooters are not only a source of employment for the youth but will also play a vital role in enhancing women's mobility and improving the environment. He added that the government is striving to launch the EV taxi project alongside the distribution of EV scooters among women by June 2025. The meeting was attended by Secretary Transport Asad Zamin, MD SMTA Kamal Dayo, CEO Trans Karachi Fawad Ghaffar Soomro, Director Yellow Line Zameer Abbasi, and other officials. The Project Director of the Yellow Line informed the meeting that a key component of the Yellow Line BRT project, the Jam Sadiq Bridge, will be completed by June 2025, three months ahead of the scheduled timeline of September 2025. He also informed that work on Depot 1 and Depot 2 is moving at a fast pace, and both are being completed ahead of time. Speaking on the Red Line BRT project while briefing, the CEO of Trans Karachi said intensive work is now in progress on building depots, stations, and the biogas plant. Sharjeel Inam Memon asked all the concerned institutions to complete the projects timely and of high standards so that modern, safe and reliable transportation facilities can benefit citizens. He further added that the early execution of the Jam Sadiq Bridge is a good thing, but such pace should be kept on all other projects as well. In the meantime, he underlined the imperative need of at least 500 new buses to deal with the transport issues in rural and urban Sindh. The meeting also saw a thorough debate on the EV taxi and scooter projects. Sharjeel Inam Memon said that since taking over the management of the Green Line BRT project, its performance has improved significantly. Sharjeel, Nasir visit Chery Holdings Group's HQs
WUHU, (China): Sindh Senior Minister Sharjeel Inam Memon and Provincial Minister for Energy, Planning, and Development Syed Nasir Hussain Shah visited the headquarters of the Chinese automobile company Chery Holdings Group in Wuhu, China. Upon their arrival at Chery Holdings Group, they were warmly welcomed by the Chairman, Yin Tongyue. In a meeting with Provincial Minister Syed Nasir Hussain Shah and Senior Minister Sharjeel Inam Memon, Chairman Yin Tongyue reiterated Chery Holdings' resolve for sustainable development of electric vehicles and alternative energy projects. Senior Minister Sharjeel Inam Memon and Minister Syed Nasir Hussain Shah hailed Chery's initiative and once again expressed Pakistan's resolve to enhance such collaborations in a bid to meet the objectives of sustainable development. They termed such collaborations as imperative for driving energy efficiency and environmental sustainability in Pakistan. Due to the initiatives of Sindh Senior Minister Sharjeel Inam Memon, Chery Holdings Group has agreed to set up electric vehicle charging stations throughout Sindh. Senior Minister Sharjeel Inam Memon stated that an EV charging station will be established every fifty kilometres across all districts of Sindh. He added that these charging stations will greatly benefit owners of electric motorcycles, cars, and trucks. He said that the transport system in Sindh is being modernized and that their vision is to promote environmentally friendly electric vehicles. Chery Holdings Group has confirmed that EV charging stations will be built in Sindh. The construction of these stations will provide job opportunities to the people of Sindh as well. Apart from this, an assembly plant for EV mini trucks is being established in Karachi. Sharjeel Inam Memon stated that the establishment of charging stations and assembly plants will create employment opportunities for the local population and make electric vehicles available at affordable prices. Provincial Minister Syed Nasir Hussain Shah stated that Chinese investors have assured full cooperation on solar energy projects in rural areas of Sindh. The solarization of homes will help reduce the energy crisis and serve as a significant milestone in promoting environmentally friendly energy solutions. He said that solar systems are being provided to poor families to help meet their daily energy needs. The solarization of homes will enable ordinary people to easily fulfil their electricity requirements. Provincial Minister Syed Nasir Hussain Shah said that the solarization of homes will help the common man save on expensive electricity bills and significantly reduce problems like load shedding.
