The decree, issued late Sunday evening, includes the appointment of Lamia Abdel Ghaffar Khalafallah as Minister of Cabinet Affairs, Moatasem Ibrahim Ahmed as Minister of Energy, Ahmed El-Dardery Ghandour as Minister of Digital Transformation and Communications, El-Tahami El-Zein Hajar as Minister of Education and National Education, and Ahmed Adam Ahmed as Minister of Youth and Sports.

Idris also appointed three ministers of state: Omar Mohamed Ahmed Siddiq as Minister of State at the Ministry of Foreign Affairs and International Cooperation, Mohamed Nour Abdel-Dayem Abdel-Rahim as Minister of State at the Ministry of Finance, and Salma Ishaq Mohamed as Minister of State at the Ministry of Human Resources and Social Welfare.
Sudan's Sovereignty Council appointed Idris as prime minister on May 19, and subsequently began gradually forming the new cabinet. On June 3, it appointed ministers of agriculture and irrigation, higher education and scientific research, and health. Five days later, it appointed ministers of interior and defense.
This comes amid a war that has been ongoing in Sudan since April 15, 2023, between the army, led by Abdel Fattah al-Burhan, and the Rapid Support Forces, led by Mohamed Hamdan Dagalo, commonly referred to as "Hemedti".
The conflict has resulted in the deaths of more than 20,000 people and the displacement of approximately 15 million, according to reports by the UN and local authorities.

On June 1, Idris announced the dissolution of the previous government and his intention to form a new one. By June 19, he unveiled the vision for the 'Government of Hope,' set to include 22 ministries. Idris was sworn in as Prime Minister on May 31 before al-Burhan, following a constitutional decree appointing him on May 19. A seasoned politician, Idris holds a PhD in international law from the Graduate Institute of International and Development Studies in Geneva, Switzerland, and was a presidential candidate in 2010. For years, Sudanese ministries have been managed by a mix of acting ministers and officials appointed during the civilian-military partnership period that began in 2021. Sudan has been engulfed in a bloody conflict since April 15, 2023, between the army, led by al-Burhan, and the Rapid Support Forces (RSF), led by Mohamed Hamdan Dagalo 'Hemedti.' Hunger must never be 'weapon of war' — UN chief
ADDIS ABABA — United Nations chief Antonio Guterres urged the international community on Monday to reject hunger as a weapon of war. UN agencies have been warning of life-threatening hunger in Gaza as aid supplies dried up, and international pressure has been building for a ceasefire to allow a massive relief operation. "Climate change is disrupting harvests, supply chains, and humanitarian aid. Conflict continues to spread hunger from Gaza to Sudan and beyond," Guterres told a UN conference in Ethiopia by video. "Hunger fuels instability and undermines peace. We must never accept hunger as a weapon of war," the UN chief added said. In the Gaza Strip, the war-shattered Palestinian territory is gripped by dire humanitarian conditions created by 21 months of war and made worse by Israel's total blockade of aid from March to May. Israel said Monday that more than 120 truckloads of food aid were distributed by the UN and aid agencies in the Gaza Strip on the first day of a partial pause in fighting. On Sunday, Israel declared a "tactical" pause in military operations in part of Gaza and promised to open secure routes for aid, urging humanitarian groups to step up food distribution. The United Nations said it would try to reach as many starving people as possible in Gaza after Israel announced it would establish secure land routes for humanitarian convoys. The UN's World Food Programme (WFP) said it had enough food in, or on its way to, the region to feed the 2.1 million people in the Gaza Strip for almost three months. UN emergency relief coordinator Tom Fletcher said the United Nations would try to reach "as many starving people as we can" in the time window.
