
Impact of tariff hikes on tourism likely to unfold next year
They have also suggested the Thai government use this opportunity to upgrade the country's tourism infrastructure, develop new attractions to remain competitive with Vietnam, and accelerate the 350-million-baht chartered flight incentive to prevent a freefall in arrivals.
Rangsiman Kingkaew, president of the Tourism Council of Phuket, said the economies of major inbound markets to Thailand, such as South Korea and Japan, had been stunned by the US's latest tariff rates, although there's still room for negotiation until the end of this month.
Trade tensions between the US and China also persist, which could result in higher living expenses and increased prices of goods for US residents, leading to a reduction in spending and a slowdown in travel, said Mr Rangsiman.
He said domestic tourism, a key driver during the low season, is also being hampered by the 36% tariff rate imposed on Thailand, as the policy would hinder the export sector and overall GDP growth.
"These developments will undeniably impact the global tourism industry," said Mr Rangsiman.
"However, the major tourism slowdown might occur next year, as many tourists, especially long-haul travellers, have already booked their trips to Thailand and Phuket for the high season."
He said that during this period of uncertainty, the government should take the opportunity to address weaknesses in the tourism sector. These include addressing the country's image in relation to safety and incomplete infrastructure projects.
Mr Rangsiman said Thailand's rivals, such as Vietnam, have been heavily investing in new attractions and infrastructure, but Thailand's tourism development has been inconsistent and continues to rely primarily on its existing charms.
Thanapol Cheewarattanaporn, president of the Association of Thai Travel Agents (Atta), said slow forward bookings, particularly from short-haul and Chinese markets, during the second half of this year could be further affected by the severe US tariffs imposed on multiple countries.
The short-haul market is a vital source for Thai tourism, typically accounting for over 70% of inbound visitors.
Mr Thanapol said it was very disappointing that the subsidy for the chartered flight programme under the 750-million-baht "Summer Blast China & Overseas Market" had not yet been officially launched.
He said many Chinese travel agents had asked Atta about this project as they are reluctant to launch tour packages to Thailand at present.
"Other countries have been consistently promoting inbound tourism, notably China, which has extended visa-free entry to more nations and continues to offer promotional travel packages," he said.

Blended finance for climate action
It takes policy support, commitment and also money to tackle climate change. For the latter, Thailand needs around 5-7 trillion baht in climate finance to achieve its carbon neutrality and net-zero emissions by 2050 and 2065, respectively. However, that's a target the country is still a long way away from. Relatively speaking, only 1.7 trillion baht has been spent on climate mitigation efforts between 2018 and May 2025. The picture for climate adaptation funding is much bleaker at only 148 billion baht. This serious gap in funding was the major talking point during the launch of the 2025 Climate Finance Tracker last month by Climate Finance Network Thailand (CFNT). Across two panel discussions and two keynote addresses (comprising leading voices from the Thai government, Bank of Thailand, the World Bank, and leading financial and academic institutions), the message was clear: more climate finance is needed, and the mechanisms to raise it must appeal to more investors. Why is there such a big difference in climate mitigation and adaptation funding? The answer is the private sector. A CFNT presentation on the climate finance landscape shows that it is the biggest contributor to climate mitigation finance, at over half of the 1.7 trillion-baht amount, surpassing contributions from the government and state-owned enterprises. However, adaptation finance is almost solely done by the government, as there is less of a commercial reason to do so. While funding for mitigation efforts still needs to be increased, it shows the strength of blended finance in action -- namely, the critical role of private investments that support government efforts. So what more can be done to spur more activity, for both mitigation and adaptation outcomes? Blended finance in a nutshell According to the OECD, blended finance refers to "the strategic use of development finance for the mobilisation of additional finance towards sustainable development", with the additional finance largely referring to funding from commercial sources. When looking through the lens of climate finance, blended finance can help to strategically meld funding from the public sector (like the government), multilateral development finance institutions (MDFIs), and philanthropic organisations with private capital to spur investments in climate activities, especially in developing countries where such financing can be considered 'risky'. This risk aspect is important to understand how blended finance works. Commercial and private investors typically deem investments into climate mitigation -- and even more so, adaptation -- activities to be financially unviable and something that would not generate returns. So, blended finance puts the burden of risk on governments, MDFIs, and philanthropies to make climate financing more viable and enticing to the private sector (for example, corporations or commercial financial institutions). It can also be seen as a form of concessional capital, whereby such mechanisms can facilitate private funding under terms more favourable than existing market conditions. The adaptation finance shortfall Blended finance isn't new. Yet, as noted earlier, much of its activity has been in the climate mitigation space. There are typically more commercial reasons for private investors to fund climate mitigation. For instance, to help manage supply chain disruption risks caused by climate change, and, in some markets (especially more advanced ones), it is necessary to adhere to state-mandated emissions regulations. There are also reputational reasons in terms of enhancing a brand's image or attracting consumers and investors who are more environmentally conscious. Here, the "carrot" and "stick" are clear. However, for climate adaptation, only the "stick" is really present, coming in the form of climate impacts clearly causing harm to societal health and well-being. While there are economic losses projected -- of a not-so-insignificant amount of up to 1 trillion baht, according to Unescap estimates -- this is seen as abstract and includes factors well beyond just commercial activities. This is why financing for adaptation pales in comparison to mitigation. But what sort of blended finance mechanisms can spark more private sector interest in adaptation funding? Here are a few: Guarantees This mechanism utilises capital from public or philanthropic sources to absorb some of the risk associated with climate-related investments. For private investors, such guarantees can reduce the potential for loss and encourage them to take part in projects that address climate change. Examples include first-loss guarantees, whereby the guarantor absorbs the initial losses, making the project more appealing to other investors. There are also partial credit guarantees, which can cover some of the potential losses to reduce overall private investor risk. Meanwhile, green guarantees refer to specific guarantee types that focus on climate-related projects, often used to support the issuance of green bonds. Grants Essentially, these are funds given without any expectation of returns. They often come from MDFIs (such as the World Bank and Asian Development Bank) and philanthropies, and are typically used to jumpstart projects. They are usually supplemented with research and capacity development via technical assistance. Preferably, this assistance should be provided for the entire duration of the project being funded, from the initial planning stages to ensuring that it can be operated and monitored in the long run. Subordinated debts A financing mechanism where the lender agrees to be repaid after other, senior creditors in case of a default. The subordinate debt, in this context, is considered "junior" to other, senior debt, meaning it is repaid only after senior debt holders are fully paid. Still some way to go Blended finance can help alleviate the concerns of private investors while also allowing different types of investors with different risk appetites to work together for a common goal. That's not to say it isn't growing; the World Bank stated that private sector investment in blended finance for climate action grew by 200% in 2023. However, more needs to be done, and time's running out -- we need to address critical areas of climate adaptation before it's too late. Currently, many promising climate adaptation projects in Thailand (such as sustainable water infrastructure, urban resilience, and sustainable agriculture) are conceived and carried out by government officials, civil society and philanthropic organisations, or even local communities. Yet, the barriers to improving the projects' effectiveness and scaling them up include the lack of technical skills -- especially when creating and maintaining monitoring systems to measure and report outcomes. These groups also require better financial knowledge, namely when securing loans and managing climate adaptation finances. This is a gap that can be capably filled by Thailand's well-developed and sophisticated private sector and private financial institutions, yet their involvement has been close to non-existent. Hence, adaptation finance should be viewed as not expenses, but as worthwhile investments, as its purpose is to help avoid or reduce climate change's social and economic impacts. The effects of climate change do not discriminate. At the end of the day, they will come for all of us.

Why is North Korea courting Russian tourists?
Hoping to replenish state coffers with much-needed foreign exchange reserves and offset the sharp post-Covid decline in Chinese tour groups, the Hermit Kingdom has set its sights on inquisitive holiday-makers from an ideologically aligned Russia. On July 27, Russian budget carrier Nordwind Airlines launched the first non-stop civilian flight from Moscow to Pyongyang in 77 years with more than 400 passengers allegedly on board. The inaugural monthly air route between both nations' capitals came on the heels of North Korean leader Kim Jong-un personally unveiling a newly developed, state-of-the-art beach resort in the Wonsan-Kalma Coastal Tourist Area at the end of June -- only to prohibit overseas arrivals a week thereafter. Curiously enough, this blanket entry ban applied to all outsiders except Russians -- 15 of whom spent a week in Pyongyang and Wonsan doing the bidding of a pro-Kremlin police state. As a reciprocal gesture of goodwill for the roughly 14,000 North Korean troops dispatched just under a year ago to fend off Ukraine's Kursk offensive on top of Pyongyang supplying up to 40% of Moscow's total ammunition for the "special military operation" since August 2023, Russian Foreign Minister Sergey Lavrov encouraged leisure seekers from Russia to visit the luxury seaside complex during his trip there in mid-July. For the deeply insecure and paranoid Kim dynasty, however, tourism promotion remains something of a double-edged sword. While bespoke tour packages peddled by state-owned travel agencies help the North Korean regime, there is a real danger of importing ideas and virtues that run counter to the militant self-sufficiency -- known as Juche -- which the reclusive East Asian country swears by. Westerners, in this regard, are looked upon as particularly inconvenient guests, not least because the noisy, rough-and-tumble democracies they hail from happen to be an anathema to the hereditary handover of power and the fabled "Paektu bloodline" that characterises North Korea. Arguably, the most notable and high-profile cultural clash to have arisen from these conflicting governance models was the incarceration of American college student Otto Warmbier by North Korean law enforcement authorities in January 2016. The then 21-year-old undergraduate was detained en route back to the United States and handed a draconian 15-year prison sentence for stealing a propaganda poster from a cordoned off section of his Pyongyang hotel. Despite the Trump administration securing his premature release and repatriation just 17 months later, an already paralysed and barely conscious Warmbier perished within days of returning home due to torture-induced brain damage. For the sake of averting such PR disasters, the North Korean government likely concluded that hosting Russian visitors is a much safer bet given their conformist nature and disinclination to deviate from officially accepted behaviour in a society where the stakes for independent thinking or open discourse could not be higher. It is worth recalling that prior to the coronavirus outbreak, an estimated 300,000 Chinese nationals frequented North Korea annually and accounted for around 90% of inbound tourists. That said, communist China's decision to fling its doors open to foreigners from 75 countries over the past couple of years has seen several predominantly Apec nations respond in kind. Beyond recurrent calls by certain EU member states to bar Vladimir Putin's subjects from the Schengen Area, some Russian tourists now routinely overstay their welcome, exude a false sense of entitlement in Kremlin-friendly Global South destinations, from Indonesia to Sri Lanka to Uzbekistan. The fact that they have begun flocking in record numbers to heavily embargoed jurisdictions such as Cuba and Iran speaks volumes about the unprecedented mobility constraints ordinary Russians currently face. Mindful of this, Chairman Kim is stepping up efforts to ensure North Korea ticks all the right boxes for the "brotherly" people of Russia. In February 2024, a group of 98 Russian journalists, students, social media influencers and travel bloggers were the first non-nationals to be granted access to the DPRK "under special circumstances" following a four-year Covid-inspired lockdown. Yet unlike that batch from Vladivostok, which, to their credit, made no bones about the suffocating restrictions they were subjected to or North Korea's untold internal deficiencies, the 15 Muscovites who headed there this time around were on a myth-busting mission to normalise and whitewash Mr Kim's gross mismanagement of his personal fiefdom. Aside from singing the praises of Pyongyang's ultra-modern architecture, Wonsan's pristine beaches and the mouth-watering local cuisine they were treated to, perhaps most telling was Anastasiya Samsonova's testimony to Sky News on witnessing "nothing terrible" in North Korea and feeling "absolutely free". That the 33-year-old HR manager and her fellow compatriots did not consider having a state-appointed minder leading them by the nose to pre-approved sites of interest and policing who they interacted with a violation of their freedom reflects how low a bar Russian tourists set for themselves when venturing abroad. Among the reasons why Russians are supplanting their Chinese counterparts as the primary target audience of North Korea's nascent tourism industry is thanks to increasingly strained ties between Moscow and Washington. Whereas Donald Trump's unilateral withdrawal from the Joint Comprehensive Plan of Action (JCPOA) and subsequent "maximum pressure campaign," vis-à-vis Iran, garnered a great deal of attention during his first term in office, he adopted an equally hardline and hawkish approach towards North Korea with the exception of the 2018-19 period when diplomacy was given a chance by both parties to little avail. Needless to say, the Hermit Kingdom is still a US-designated "state sponsor of terrorism" and also features on the Financial Action Task Force's (FATF's) blacklist, meaning that any individual or entity caught bankrolling Bureau 39 -- the Kim family dictatorship's unofficial slush fund -- remains fair game for secondary sanctions. The rationale behind Nordwind Airlines operating charter flights to Pyongyang rather than Aeroflot was down to fears of the latter being denied US landing rights, as the Russian and American negotiating teams earlier pushed for a resumption of the pre-war direct Moscow-New York service.

Phuket seeks state support to improve infrastructure
As tourism in Phuket continues to grow, the Phuket Tourist Association is urging the government to improve the island's infrastructure to enhance the quality of life for residents, accommodate rising tourist numbers and ease congestion. In the first six months of this year, the number of tourists passing through Phuket airport immigration surpassed figures from both 2019, before the pandemic, and 2024 over the same period, said Thaneth Tantipiriyakij, president of the association. Russian visitors top the tourist arrivals list, followed by Chinese and Indian travellers. Data from the Tourism and Sports Ministry showed a 34% decline in Chinese visitors nationwide, which the association said also occurred in Phuket. However, Indian tourist arrivals have grown, partly offsetting the decline. The association also noted shifts in tourist behaviour. Chinese holidaymakers are now extending their stays. Average stays have increased from 2.5 nights to nearly seven, with spending also up four times, according to Alipay data shared by the Tourism Authority of Thailand (TAT). During this low season, Phuket attracts tourists from Australia, the Middle East and nearby Asian countries. European visitors are also rising despite their peak season typically starting in November. The association expects this year's tourist arrivals to surpass those of both 2019 and 2024. However, the island's infrastructure is facing significant strain as tourism numbers remain high. This rapid growth has created new challenges. Mr Thaneth said while some areas like beach areas might not seem overcrowded, visitors may feel congestion due to existing infrastructure issues. Thep Krasattri Road (Highway 402) is the only major connection between Phuket and the mainland. Phuket airport has just one runway with a capacity of around 20 flights per hour, he said. The airport manages more than 250 flights per day during the rainy season and over 300 flights per day during the high season. Mr Thaneth said the island's waste incinerator can process around 700 tonnes per day, while daily waste generation averages 1,200 tonnes. The surplus is sent to landfills. Although a new incinerator is under construction, it will only address current waste levels, leaving no room for future growth. Water demand surges in the summer and the island lacks a fully integrated wastewater treatment system. The association is calling for urgent government support to tackle these issues. "If we could only choose one urgent improvement, it would be the roads," he said.
