Libyan coast guards train in Greece under plan to stem migrant flows
Relations between Greece and Libya have been strained by a maritime boundary agreement signed in 2019 between the Tripoli-based Libyan government and Turkey, Greece's long-standing foe.
A tender Greece launched this year to develop hydrocarbon resources off Crete revived the tensions, while a spike in migrant flows from North Africa to Europe has prompted Athens to deploy frigates off Libya and pass legislation banning migrants arriving from Libya by sea from requesting asylum.
The division of Libya by factional conflict into eastern and western sections for more than a decade has further complicated relations. Greece said it is determined to continue talking to the Tripoli-based government and a parallel administration based in Benghazi to the east.
Coast guard officers from eastern Libya have been training in Greece, including in areas such as patrolling and search and rescue operations. Coast guard officers from western Libya are also expected to participate in the training, the sources said.
As part of efforts to improve relations, Athens last week invited Libya's internationally recognised government in Tripoli to start talks on demarcating exclusive economic zones in the Mediterranean Sea.
Missions from the countries are expected to hold talks on maritime zones in the coming months, the Greek sources said.

Banned Russian media sites 'still accessible' across EU: report
Websites of banned Russian media can still be easily accessed across the EU in the "overwhelming majority" of cases, experts said Tuesday, slamming the bloc's "failure" to publish up-to-date guidance. After Russia invaded Ukraine in February 2022, EU authorities banned Kremlin-controlled media from transmitting in the bloc, including online, to counter "disinformation". But more than three years on, "sanctioned outlets are largely still active and accessible" across member states, said a report released by the Institute for Strategic Dialogue (ISD), a London-based think tank. "Russian state media continues to maintain a strong online presence, posing a persistent challenge to Western democracies," the report said, with blocks imposed by internet service providers "largely ineffective". EU sanctions banned RT, previously known as Russia Today, and Sputnik media organisations, as well as other state-controlled channels, news agencies and newspapers accused of "information warfare". EU member states are each responsible for ensuring blocks are applied by internet service providers (ISPs). But the ISD report criticised the European Commission for its "failure" to maintain a "definitive list of different domain iterations" -- or website addresses -- used by each sanctioned entity. It said this left countries and internet service providers "without the guidance needed for effective and targeted implementation". The report says it identified 26 media entities under sanctions -- but these had 58 different internet domains. The ISD urged the European Commission to provide a "continuously updated and publicly accessible list" of all relevant domains and include it in sanctions packages and on its online sanctions dashboard to speed up enforcement. The report covered Germany, France, Italy, Poland, the Czech Republic and Slovakia, testing the three most popular internet service providers in each. Russia has sought to circumvent sanctions by using various tactics, including mirror sites with different addresses and a network of websites masquerading as Western media, known as Pravda, that targets chatbots to reach a wider audience, according to researchers. The ISD urged the EU to monitor social media activity of sanctioned entities and track other pro-Russian accounts. Its report found that Slovakia -- whose Prime Minister Robert Fico is known for his pro-Russia position -- "performed the worst in terms of enforcement" with all sanctioned domains accessible in tests. Slovakia's legal mandates to block pro-Russian websites expired in 2022 after lawmakers failed to extend them. Poland was the second worst with at least 50 domains accessible. France and Germany's internet service providers were most effective, the report found.

Member of the mayoral committee (MMC) for Social Development, Pastor Mary Crockett, is scheduled to apply for bail on Wednesday after being arrested over the weekend for fraud, following accusations that she has been selling government houses and vacant sites in the area. On Monday, Crockett made a brief appearance, but the case of fraud against the Ward 28 councillor was remanded to Wednesday, August 6, and she remains behind bars. 'Only the MEC (Free State Cooperative Governance and Traditional Affairs MEC Saki Mokoena) can remove her as a councillor, which he won't do until there is a court finding. 'But the mayor (of Maluti-A-Phofung, Malekula Melato) has the power to replace her as MMC,' she explained. Motaung added that the mayor appointed her, and she can remove her. 'The DA will commit to monitoring the court proceedings until the matter is fully resolved.' Case against Italian PM Meloni over release of Libyan suspect dismissed
An Italian judicial body has dropped a case against Prime Minister Giorgia Meloni, who had been placed under investigation following the release of a Libyan police officer wanted by the International Criminal Court (ICC), she said on Monday. Osama Elmasry Njeem was freed in January and flown home in an Italian state aircraft just days after being detained in the northern city of Turin under an ICC arrest warrant for alleged crimes against humanity, including murder, torture and rape. "The judges dismissed the case only against me," Meloni said in a post on social media X. She was under investigation for allegedly aiding and abetting a crime and misuse of public funds. Meloni added that based on the document she received, magistrates will pursue the case against interior minister Matteo Piantedosi, justice minister Carlo Nordio and cabinet undersecretary Alfredo Mantovano, who had been placed under investigation with her. "I maintain that this government acts cohesively under my leadership: every decision, especially one so important, is agreed upon. It is therefore absurd to request that Piantedosi, Nordio and Mantovano stand trial, but not myself, before them," Meloni wrote on X. The ICC has been investigating allegations of serious crimes committed in Libya since the country's 2011 civil war following a referral by the UN Security Council. Justice minister Nordio told parliament in February that Italy had no choice but to free Elmasry due to mistakes and inaccuracies in the arrest warrant.
