Soon, pay Rs 1 lakh fine for creating nuisance at tourist places in Goa

Goa govt on Friday tabled an amendment to the Goa Tourist Places (Protection and Maintenance) Act, 2001, seeking to expand the definition of 'nuisance' at tourist spots and to impose steeper penalties of up to Rs 1 lakh on violators.
The proposed amendment outlines a broad spectrum of acts that will now fall under the ambit of nuisance, including pestering tourists to purchase goods or services, drinking alcohol in unauthorised areas, littering, open-air cooking, unauthorised hawking, ticket touting and the illegal operation of water sports and boating activities.
'The rapid expansion of tourism activities has also led to an increase in nuisance at tourist places, affecting the experience of visitors and locals in the state,' said tourism minister Rohan Khaunte while introducing the bill in the House
'The increased nuisance is disturbing public order, and is causing environmental degradation.
Instances of unauthorised activities, disturbances and violations of public decorum have been on the rise, necessitating a stronger legal framework to address these concerns,' said tourism minister Rohan Khaunte.
Under the proposed law, offences will attract a minimum fine of Rs 5,000, which may extend to Rs 1 lakh. Earlier, the maximum fine that could be imposed was Rs 50,000. According to the bill, violators may also be liable for punishment under Section 223 of the Bharatiya Nyaya Sanhita.

Govt has also included a provision for periodic review of penalties. Khaunte said that the amendment provides scope for the department to reevaluate the quantum of the penalty every two years in consultation with the authorities. The fines may be increased by up to 10% of the existing fine.
Officials said the measure aims to uphold the integrity of Goa's tourist destinations, encourage responsible tourism, and safeguard the interests of both tourists and local communities.

1 2 Patna: Chief Minister Nitish Kumar on Wednesday unveiled the foundation stone of the 'Deshratna Dr Rajendra Prasad Bihar Gaurav Udyan', also known as the Waste-to-Wonder Theme Park, which is being constructed at a cost of Rs 14.98 crore. Before the foundation stone ceremony, the CM paid floral tributes at the memorial site of Deshratna Dr Rajendra Prasad. While laying the foundation stone, Nitish asked the official to ensure that the Waste-to-Wonder Theme Park is constructed near the memorial site of India's first President Dr Rajendra Prasad, in a well-planned manner. "This park will greatly benefit the local community. On one side of the theme park is the memorial site of Dr Rajendra Prasad and on the other side is the J P Ganga Path, making the view quite scenic," Nitish said. "It is noteworthy that the urban development and housing department has approved the construction of the theme park on 10 acres of land between the memorial site of Dr Rajendra Prasad and the J P Ganga Path, at a cost of Rs 14.98 crore. This park will showcase various elements of Bihar's proud history and culture. The theme park will feature inspiring stories of Bihar's great personalities such as Aryabhata, Chanakya, Emperor Ashoka, Loknayak Jayaprakash Narayan and Dashrath Manjhi," a communique issued from the chief minister's office (CMO) said. "The theme park will also display the state's architectural heritage, including Nalanda, Vikramshila, religious stupas, temples and mausoleums. Additionally, there will be arrangements for food and drink for tourists and the construction of a playground. Moreover, a grand memorial complex will be built at the current memorial site of Dr Rajendra Prasad in his honor," the communique said. During the event, a video film related to the construction of the 'Deshratna Dr Rajendra Prasad Bihar Gaurav Udyan' was shown to the CM. The event was also attended by deputy CM Samrat Choudhary, urban development and housing minister Jibesh Kumar, road construction minister Nitin Nabin, mayor Sita Sahu and other public representatives, along with the chief minister's principal secretary Deepak Kumar, development commissioner Pratyaya Amrit, secretary of urban development and housing department Abhay Kumar Singh, chief minister's secretary Kumar Ravi and many other senior officials.

In a press note released on Wednesday, the temple said that on August 16 and 17, when the Janmashtami fair is scheduled, crowd density at Vrindavan's Banke Bihari temple is expected to be extremely high. The administration cited health risks posed by the combination of intense heat, humidity, and the ongoing rainy season, particularly for vulnerable groups such as the elderly, children, pregnant women, and those with diabetes or high blood pressure. The advisory was issued as part of precautionary measures to prevent health hazards and crowd-related incidents similar to what occurred in Aug 2022, when at least two devotees were killed and several injured due to overcrowding at the temple.
