By Vijian Paramasivam
PHNOM PENH, Aug 15 (Bernama) -- After four years in power, the Taliban-led government says Afghanistan's economy is prepared to withstand American tariffs and ready to welcome millions of Afghan refugees.
Today marks the fourth anniversary of Taliban rule in Afghanistan, as the nation faces new economic challenges, including a 15 per cent export levy imposed by the United States in August.

And, millions of Afghans have returned to their homeland after fleeing the treacherous civil war that devastated the resource-rich nation.
In an exclusive interview with Bernama from Kabul, the Acting Minister of the Ministry of Commerce and Industry, Nooruddin Azizi, acknowledged the burdensome challenges but expressed confidence that the current government has the tools to navigate them.
"In the short term, the tariffs won't have much impact because our exports to the US amount to only RM46 million (US$11 million). We primarily export carpets, handicrafts and agricultural products to the US.
"But in the long run, we may face difficulties because we want to expand our exports to the US. The US is a big market for us," said Nooruddin.
The Taliban captured Kabul on Aug 15, 2022, after the previous regime collapsed following the US-NATO troops' withdrawal, ending a 20-year bloody civil war.
The Taliban had earlier ruled Afghanistan from 1996 to 2001.

Pahang Introduces Malaysia's First Prebiotic Rice
TEMERLOH, Aug 16 (Bernama) -- Pahang has become the first state in Malaysia to produce prebiotic rice, marketed under the brand name Beras Pahang. Menteri Besar Datuk Seri Wan Rosdy Wan Ismail said the rice differs from other local varieties as it offers multiple benefits. 'Beras Pahang has its uniqueness. It is a prebiotic rice, low in sugar, and suitable for those with diabetes. 'It has already entered the market in limited quantities. For now, we are prioritising sales in Pahang before distribution in other states,' he told reporters after opening the Pahang Mini MAHA 2025 at Dataran Temerloh here today. Cultivated in the Ganchong paddy fields in Pekan, the rice is said to be tastier, more fragrant and softer, while its prebiotic content supports digestion and overall bowel health. At the event, Beras Pahang was offered at RM8 per kilogramme. Commenting on the inaugural Pahang Mini MAHA 2025, Wan Rosdy said it will be held at different locations each year following an overwhelming response, with over 80,000 visitors recorded today. Meanwhile, citing the Malaysian Agriculture Census interim report released by the Department of Statistics Malaysia, he said Pahang has proven its capability as the country's second-largest contributor to the agriculture sector, after Johor, with sales worth RM25.12 billion. Of that amount, he said 88 per cent came from the crop subsector, proving Pahang's fertile land and the hardworking spirit of its people.

U.S. Postal Service Reveals New Forever Stamp Design Honoring Former President Jimmy Carter
PLAINS, Ga., Aug. 16, 2025 /PRNewswire/ — The U.S. Postal Service today announced it will issue a commemorative Forever stamp honoring former President Jimmy Carter, who died Dec. 29, 2024, at the age of 100. The Postal Service plans to release the stamp for purchase on Oct. 1 in Atlanta, on what would have been former President Carter's 101st birthday. Representatives of the Friends of Jimmy Carter, the National Park Service and the U.S. Postal Service unveiled the stamp art today at the Jimmy Carter National Historical Park in Plains. 'The stamp program celebrates the best in American culture, places and people, and it is difficult to consider a more fitting honoree than former President Jimmy Carter. In his support and leadership of his beloved community, state, and nation, he lent his quiet, thoughtful and deliberate energy around causes he believed in, and most certainly in his conduct and accomplishments as a former President, Jimmy Carter truly personified the best in America. I am honored to participate in the reveal of this stamp art which fully evokes his humanity,' said Peter Pastre the Postal Service's government relations and public policy vice president. Kim Carter Fuller, executive director of the Friends of Jimmy Carter said, 'The Carter family and the Friends of Jimmy Carter are honored to be able to take part in revealing the design for President Carter's Forever stamp. Together we've had the distinct privilege of a front row seat to his life and legacy, and today's reveal gives the world an opportunity to share his legacy with others on a daily basis'. From his origins in small-town Georgia, Carter came to the White House as an outsider who represented a new generation of progressive Southern politicians. Carter was inaugurated as the 39th president on Jan. 20, 1977. During his term Carter would make humility and reconciliation recurring themes in his presidency. Carter made a mark with his appointments of many women and minorities to government positions. He created a presidential commission on mental health, established new cabinet departments, and greatly increased the size of the National Park System and federally designated wilderness areas. Mindful of the nation's fiscal position, he was deeply concerned with trying to balance the federal budget and control inflation. In his efforts to improve the economy, he ushered through deregulation in several industries, including energy and air travel. On the world stage, Carter was praised for personally negotiating the Camp David Accords, providing a framework for peace in the Middle East. He signed SALT II, a treaty with the Soviet Union to limit strategic nuclear arms, and he initiated a major change in foreign policy when he announced that the United States would officially recognize and establish formal diplomatic relations with the People's Republic of China. After leaving the presidency, Carter became a prominent activist for peace, human rights and social and economic progress around the world. In 1982, he partnered with Emory University to establish the Carter Center, which advances democracy, monitors elections, mediates disputes and works to prevent tropical diseases in the world's poorest nations. In recognition of his efforts, he received the Nobel Peace Prize in 2002 — cementing his reputation as one of the most active and impactful former presidents. The stamp art is a 1982 oil-on-linen painting created as a life study by artist Herbert E. Abrams (1921-2003) in preparation for painting his official White House portrait. Ethel Kessler, an art director for USPS, designed the stamp. As a Forever stamp, the Jimmy Carter stamp will always be equal in value to the current First-Class Mail 1-ounce price. News of the Jimmy Carter stamp is being shared with the hashtag #JimmyCarterStamp. Home Minister: Foreigner's Visa Status Does Not Grant Immunity To Break Malaysian Law
KUALA LUMPUR, Aug 16 (Bernama) -- The visa status held by foreigners does not grant them immunity to break the law in this country. Home Minister Datuk Seri Saifuddin Nasution Ismail said firm and stringent action will be taken against any foreign national who violates Malaysia's laws, including breaching pass conditions, posing a security threat, or disturbing public order. He said actions taken include pass cancellation, blacklisting, and deportation to the country of origin, and this principle is applied consistently, irrespective of the individual's background or status. "Visa status, whether as a student, investor, long-term visit pass holder, or participant in the Malaysia My Second Home (MM2H) programme, does not provide immunity from the laws of this country. "The safety of Malaysians and the sovereignty of the nation are non-negotiable priorities," he said in a statement tonight. Saifuddin said the Royal Malaysia Police (PDRM) consistently carries out its enforcement duties in a professional manner, without discrimination or exceptions based on race or country of origin, particularly in cases involving foreigners. He added that the law investigates all reports involving foreign nationals and takes appropriate action to ensure public safety, including in cases that receive media coverage. "Recent incidents involving foreigners that have gone viral have drawn public attention, but it must be emphasised that each case will be handled properly through existing laws," he said. He further said that Malaysia has specified that the recruitment of low-skilled foreign workers is permitted only from 15 officially designated source countries, and China is not among them.
