Bank fraud: Min orders high-level probe into role of senior cop ‘cleared earlier'

Mumbai: Junior home minister Yogesh Kadam on Monday said an inquiry by either a DCP-level officer or a senior official from Anti-Corruption Bureau (ACB), if necessary, will be ordered into allegations of bribery made by legislators against a senior police officer in a case involving misappropriation of Rs 1.8 crore from North Kanara Gaud Saraswat Cooperative Bank.
MLC Prasad Lad brought the matter to the attention of the legislative council through a calling attention motion. The council's deputy chairperson, Neelam Gorhe, ordered the cooperation department to also conduct a thorough probe into bank officials' roles.
"It was revealed that a large-scale misappropriation of funds took place through diversion of crores of rupees from the frozen account of UB Engineering Company into various other accounts.
An official complaint has been filed with the economic offences wing against the bank's chairman, vice-chairman, board of directors and other officials. Following the complaint, the chairman and the vice-chairman reportedly bribed a senior police inspector to prevent any action against them," Lad said.

Kadam said an inquiry was earlier conducted against the officer, which found no evidence linking him to monetary gains in the fraud. "In fact, the fraud was by bank officials who have been penalised by RBI and have already paid Rs 50 lakh as fine. In the case of the police officer, we came to know that he had taken two bank loans and was negligent in the investigation, for which an inquiry was conducted.
But we couldn't find any proof of him being involved in corruption," he said.
But after repeated demands from MLCs, Kadam announced that a high-level inquiry would be ordered to ascertain if Dalvi or any other police officer was involved in the case.
Gorhe said that the bank officials' role should also be probed by the state cooperation department. Kadam said a forensic audit of the bank has been conducted, adding that if any bank official is found guilty, s/he will face stringent punishment.

Six months after arresting six persons for 'illegally' manufacturing highly addictive and regulatory restricted-class of benzodiazepine and opioid psychotropic drugs in Gujarat, the Anti-Terrorist Squad (ATS) on Thursday said it had placed under arrest three major dealers who had purchased stockpiles from the manufacturers. The manufacturers are based in Madhya Pradesh and Rajasthan. On January 23 this year, the Gujarat ATS had raided Greenlife Industries in Neja village of Anand district's Khambhat taluka. They had uncovered an illicit manufacturing unit producing narcotic substances and seized 107 kg of Alprazolam, valued at around Rs 107 crore, along with 2,518 kg of other chemicals, which were enough to manufacture 42.8 crore more tablets of the restricted drug. By January 28 this year, the ATS had seized 500 kg of Tramadol linked to this same criminal operation, from a warehouse in Dholka, Ahmedabad. A total of five accused, involved in this illegal drug manufacturing racket, had been arrested. They were identified as Vijay Makwana, Hemant Patel, Lalji Makwana, Ranjit Dabhi, and Jaydeep Makwana. The ATS also arrested a sixth person, Ajay Jain, who was purchasing the drugs from these manufacturers. A case had been registered against them under the Narcotic Drugs and Psychotropic Substances Act at the ATS police station. Now, six months later, the Gujarat ATS has arrested three men — two from Madhya Pradesh and one from Rajasthan — for not just purchasing stockpiles of these illegally manufactured drugs but also for allegedly having paid advance amounts for manufacturing more illicit products. A statement from the ATS on Thursday said that during the probe, Inspector C H Panara, the Investigating Officer (IO), along with his team, discovered that the accused Ajay Jain was illegally obtaining psychotropic substance Alprazolam from co-accused Vijay Makwana and selling it to Aslam Khan, Kaluram Patidar, and Sakil Mohammad. 'It was further revealed that previously Aslam Khan had paid Rs 15 lakh through angadia (traditional cash courier) for a 5-kg consignment of Alprazolam, while Kaluram Patidar and Sakil Mohammad had paid Rs 30 lakh for an 11 kg consignment of Alprazolam. Additionally, it was found that an advance payment of Rs 30 lakh had also been made by these individuals for the production of 107 kg of Alprazolam,' said the statement. Based on the investigation, a team led by Police Inspector D D Rahevar was formed to locate, apprehend and arrest these wanted accused. The team apprehended Aslam Khan from Jaora in Madhya Pradesh's Ratlam, Kaluram Patidar from Jiriyakhedi in MP's Rajgarh district, and Sakil Mohammad from Bhawani Mandi in Rajasthan's Jhalawar, within 72 hours. A senior ATS official, speaking to The Indian Express said that the probe into the case remained underway as investigators were trying to bust the entire racket. Alprazolam, which falls under the benzodiazepines class of drugs, is a tranquillizing agent used in the treatment of anxiety disorders. Its manufacture is highly restricted in India due to scope of misuse and is also an offence under the NDPS Act. Tramadol is an opiate pain reliever whose manufacturing and sale is highly restricted in India owning to the possibility of misuse as well.

An FIR was registered against eight Congress leaders including Vikram Singh Negi, son of Revenue and Horticulture minister Jagat Singh Negi, for alleged unlawful assembly and burning the effigy of Leader of Opposition Jairam Thakur at Reckong Peo in Kinnaur district on July 13. The FIR under Section 189 (2) (unlawful assembly) and Section 292 (punishment for public nuisance in cases not explicitly covered by other provisions of the Sanhita) of the Bharatiya Nyaya Sanhita (BNS), 2023 was registered at Reckong Peo police station on Wednesday. Vikram is also an office bearer of the Himachal Pradesh State Co-operative Bank. Other people named in the FIR include Nirmal Chand, Dr Surya Boras, Kulwant Negi, Man Chand Negi, Ram Mohan, Jai Kishan, and Rakesh Kumar — all residents of the Kalpa area. 'The charges applied in the FIR fall under the category of bailable offences. Notices are to be issued to the people against those mentioned in the FIR. The allegations are being verified,' a police officer said. The officer added that the case was registered following the complaint of a local BJP leader Yashwant Singh Negi, who is the BJP Kinnaur district president. Meanwhile, BJP state media incharge Karan Nanda said 'the incident occurred at the main chowk of Reckong Peo, where a group of Congress workers allegedly gathered without permission, raised anti-Jairam slogans, and publicly set his effigy ablaze'. The complaint alleged that the Congress workers, carrying party flags, assembled without prior approval from authorities, chanted derogatory slogans, and set the effigy on fire in full public view, in front of a police booth. Despite the presence of police personnel, no action was taken at the time, the complaint stated.

The Chief Minister has directed all departments to withhold key responsibilities from accused officials until final judicial outcomes are reached. A toll-free helpline (1064) has been launched to encourage public reporting, and prosecution timelines in trap cases have been fast-tracked. According to the official data, arrests have steadily increased year-on-year; 7 in 2021; 15 in 2022; 20 in 2023, and 38 in 2024. As of mid-July 2025, 14 arrests have already been recorded. In a parallel disciplinary action, the Uttarakhand Drinking Water Corporation suspended Superintending Engineer Sujit Kumar Vikas following grave allegations of financial misconduct. The officer allegedly facilitated a Rs 10 lakh transfer to a firm linked to his spouse in exchange for departmental favours. Despite being given time to respond, he failed to submit a clarification, prompting immediate suspension. The Corporation's Chairman clarified that the charges were of a serious nature and that Vikas' continued presence in Haldwani would adversely affect the morale and integrity of other officials. He has now been reassigned to the General Manager (Training) office in Roorkee for the duration of the inquiry.
