Nothing extraordinary about 13MP, says Ramasamy
PETALING JAYA : Former Penang deputy chief minister P Ramasamy has played down the impact of the 13th Malaysia Plan (13MP) tabled in the Dewan Rakyat yesterday, saying there is nothing extraordinary about it and that it mirrors the five-year plans introduced in the past.
Ramasamy said Prime Minister Anwar Ibrahim had said that the 13MP would shift from an ethnic-based approach to one that was needs-based, adding however that in practice, the plan was 'largely a continuation of the status quo'.
'Whether the plan can be implemented effectively, especially given the rise in foreign debt, remains to be seen,' he said in a Facebook post.
The Urimai chairman also dismissed the initiatives outlined for non-Malays, comparing them to the financial assistance provided to the Bumiputera community to encourage economic participation.
The initiatives outlined for the Bumiputera community included plans to help more Bumiputera companies become publicly listed, and institutional support for Bumiputera entrepreneurs in the supply chain sector.
Meanwhile, Ramasamay said, the Chinese community was promised the development of their new villages, and the focus for the Indian community was on expanding their participation in skills-based programmes.
'These gestures appear more tokenistic than transformative,' he added.
The 13MP will involve a total of RM611 billion over five years, with major upgrades promised in transport, education, health, and renewable energy, among others.
Anwar said RM430 billion in development funds would be from the government's coffers, while government-linked companies and government-linked investment companies would provide RM120 billion.
The remaining RM61 billion will be derived from the private sector via private-public partnerships.

SINGAPORE: A Malaysian hotel tycoon who helped bring Formula One to Singapore pleaded guilty Monday to abetting the obstruction of justice, in a rare corruption case in the city-state that saw a former transport minister jailed last year. Singapore-based billionaire Ong Beng Seng, 79, was charged in October last year with helping former transport minister S. Iswaran cover up evidence in a graft investigation. He was also accused of showering Iswaran with lavish gifts, including tickets to the 2017 Singapore Formula One Grand Prix, flights on a private jet, business class travel and a luxury hotel stay. Ong entered his guilty plea from a glass-encased dock at a district court in downtown Singapore on Monday. Prosecutors sought a two-month jail term after Ong agreed to plead guilty. He will be sentenced on August 15. But prosecutors also agreed with defence lawyers that the court could exercise 'judicial mercy' in view of Ong's poor health -- which could further reduce any sentence. Defence lawyers pleaded for clemency, saying their septuagenarian client suffered from a litany of serious ailments, including an incurable form of cancer. They asked for a 'stiff fine' instead of actual jail time. 'The risks to Mr. Ong's life increase dramatically in prison,' lawyer Cavinder Bull told the court, saying prison could not give his client sufficient care. 'This man is living on the edge,' Bull added. The Attorney General's Chambers said in a statement that after 'considering the medical evidence before the Court', the prosecutors did not object to imposing a fine instead of jail time. The trial of Malaysia-born Ong had attracted significant media attention due to his links with Iswaran and the affluent city-state's reputation as one of the world's least corrupt nations. Ong owns Singapore-based Hotel Properties Limited and is the rights holder to the Singapore Grand Prix Formula One race. He and Iswaran were instrumental in bringing the Formula One night race on a street circuit to Singapore in 2008. In July 2023, Ong was arrested as part of a graft probe involving Iswaran and was subsequently released on bail. In October last year, Iswaran was jailed for 12 months after he pleaded guilty to accepting illegal gifts worth more than Sg$400,000 ($310,000). Targeted RON95 petrol subsidies to be announced by end-Sept 2025
KUALA LUMPUR: The Ministry of Finance (MoF) said the detailed implementation plans for targeted subsidies for RON95 petrol will be announced by end-September 2025, in line with Prime Minister Datuk Seri Anwar Ibrahim's statement on July 23, 2025. In a written parliamentary reply, MoF said the government is actively developing and testing the subsidy targeting mechanism to ensure smooth execution upon rollout. 'This includes refining data from agencies such as the National Registration Department, Road Transport Department (JPJ), and the Department of Statistics Malaysia (DoSM),' it said. 'The government aims to adopt a more comprehensive approach to ensure RON95 subsidies reach the intended target groups.' MoF was responding to a question from Hulu Langat Member of Parliament, Pakatan Harapan's Mohd Sany Hamzan, who asked for an update on the subsidy retargeting implementation, particularly the front-end and back-end phases announced by the Ministry of Economy. According to MoF, once implemented, the retargeted subsidy mechanism will allow eligible Malaysians to enjoy RON95 at RM1.99 per litre through MyKad verification. Non-citizens and those ineligible for the subsidy will pay the unsubsidised market rate. - Bernama
