Egypt secures €90 mln from EIB to bolster food resilience - Economy

Egypt secured a €90 million concessional loan from the European Investment Bank (EIB) on Monday for the Emergency Food Security and Resilience Support Project to install new wheat silos and reduce bread costs for citizens.
Rania Al-Mashat, Minister of Planning, Economic Development and International Cooperation (MOPEDIC); Sherif Farouk, Minister of Supply and Internal Trade (MSIT); and Dubravka Suica, European Union (EU) Commissioner for Mediterranean Affairs, on behalf of the EIB, signed a €90 million development financing agreement for the Food Resilience Project in Egypt, according to a MOPEDIC statement on Monday.
The ministers highlighted that the Emergency Food Security and Resilience Support Project, which is set to receive a €100 million grant from the European Union and a concessional financing of €110 million from the World Bank, complements ongoing efforts to ensure Egypt's long-term food security and maintain its standing as a regional grain hub.
Al-Mashat explained that this agreement is aligned with the efforts made with multilateral and bilateral development partners to strengthen Egypt's position as a regional logistical centre for storing and trading grains.
The funding is part of a broader cooperation protocol between Egypt and the EU. This includes a strategic partnership to enhance political, economic, and developmental ties, focusing on sustainable development and private-sector involvement.
Within this partnership, the EU committed a €7.4 billion financing package for Egypt and will support the Egyptian economy from 2025 to 2027.
'This investment enhances food resilience in Egypt through the sustainability of supply chains,' stated EIB Vice President Gelsomina Figlioti. 'The new silos and improved logistics will help reduce food losses, strengthen food security, and improve the affordability of bread for millions of Egyptians.'
Figlioti added that the EIB investment will also reduce bread costs for millions of Egyptians.
Meanwhile, EU Ambassador and Head of the EU Delegation to Egypt Angelina Eichhorst said 'This investment reflects the EU's strong commitment to supporting Egypt's efforts to strengthen its food security, [and] this project will have a significant positive impact on the lives of millions of Egyptians, especially the most vulnerable groups.'
About the Emergency Food Security and Resilience Support Project
The Emergency Food Security and Resilience Support Project was launched to increase and modernize grain storage and logistics infrastructure in the country, supported by the National Silos Project, including the General Authority for Supply Commodities (GASC) purchasing imported wheat from international markets for milling purposes.
The National Silos Project began in 2015 on 20,000 square metres per silo, using state-of-the-art technology. This involves installing a truck scale to weigh wheat bags loaded in cars. The scale is operated through a control room that enables the system to produce the required quantities of wheat without waste.
In June 2022, the World Bank approved a $500 million loan to support Egypt's Emergency Food Security and Resilience Support Project.
Additionally, a grant from the European Union was signed during the investment conference last June, worth €56.7 million, to develop the storage capacities of wheat silos in Egypt and build additional capacities. In this context, in 2021, the foundation stone of the West Port Said silo with a storage capacity of 100,000 tons was laid, funded by development partners.
The Emergency Food Security and Resilience Support Project is meant to support national efforts to reduce waste in the wheat supply chain through the upgrade and expansion of climate-resilient wheat silos, sustainably improve domestic cereal production, and strengthen Egypt's preparedness and resilience to future shocks.
Egypt's wheat storage capacity currently stands at 4.5 million tons, according to the Ministry of Agriculture.
Egypt is the world's largest wheat importer and consumes 18 million tons of the grain per year. In 2023, wheat imports increased by over 14.5 percent to 11 million tons, up from 9.6 million tons in 2022, according to Deputy Minister of Supply and Internal Trade Ibrahim Ashmawy.

Dubai, UAE: Celestyal has released the first official images of its enhanced cabin offering onboard Celestyal Discovery, following the ship's second extensive winter refit in Athens earlier this year. The 1360-guest ship returned to service in March 2025 to launch the line's Mediterranean season and will head to the Arabian Gulf for December for its maiden deployment in the region. Among the upgrades are 47 new staterooms – including 30 'Junior Dream Suites' and two 'Grand Horizon Suites' located above the bridge with 15.5m² balconies – increasing the ship's premium capacity by more than 50%. Fifteen additional interior 'Cosmos Cabins' have also been added, resulting in a 7.4% overall capacity uplift. The new staterooms were developed in partnership with design agency AMK, incorporating design elements inspired by the regions the ship visits. Lee Haslett, chief commercial officer at Celestyal, said: 'This winter's refit programme onboard Celestyal Discovery speaks volumes about our continued investment into our guest experience. We've not only added more balcony staterooms but enhanced our premium cabin options to meet growing demand for more space and comfort, while preserving the small-ship charm and personal service that we're known for. Celestyal Discovery will make its Arabian Gulf debut on December 12, 2025, joining its fleet mate Celestyal Journey, which returns to the region on December 6, with a Grand Prix celebratory sailing. The ships will offer a season of three-, four- and seven-night cruises from Abu Dhabi, Dubai, and Doha, with sailings scheduled through to March 2026 – and set to continue for the next three consecutive years. African Development Bank greenlights $184.1M to back Africa's largest solar power facility in Egypt

Cairo – June 12, 2025: The African Development Bank (AfDB) Group has approved a financing package of up to $184.1 million to back the development of the Obelisk solar project in southern Egypt. Once completed, the project will stand as Africa's largest solar power facility, with a capacity of 1 gigawatt. It will also feature a 200 MWh battery energy storage system to enhance grid stability and ensure a more consistent flow of renewable energy. To be located in Qena Governorate, the Obelisk project involves the design, construction, operation, and maintenance of a large-scale solar plant integrated with energy storage. The Egyptian Electricity Transmission Company will act as the sole off-taker under a 25-year Power Purchase Agreement. The total development cost exceeds $590 million, with the African Development Bank contributing $125.5 million from its ordinary capital resources. An additional $20 million will come from the Bank-managed Sustainable Energy Fund for Africa (SEFA), $18.6 million from the Canada-African Development Bank Climate Fund, and $20 million from the Clean Technology Fund under the Climate Investment Funds umbrella. Further funding is expected from a consortium of development finance institutions. The project has been awarded a "Golden License" under Egypt's Nexus of Water, Food, and Energy (NWFE) initiative, reflecting its strategic significance to the country's energy goals. It is part of a broader energy transition effort to install 10 GW of renewable capacity and phase out 5 GW of fossil fuel generation by 2030. 'The Obelisk solar project is another important milestone for Egypt under the energy pillar of the NWFE program which has since its launch in November 2022 at COP27 in Sharm El Sheikh delivered 4.2 GW of privately financed renewable energy investments, worth about $4 billion, with the support of partners such as the Africa Development Bank,' said Rania Al-Mashat, Minister of Planning, Economic Development, and International Cooperation. Once operational—targeted for the third quarter of 2026—the plant will generate approximately 2,772 GWh of clean energy annually. The integrated battery system will enable the grid to meet peak evening demand using solar power, while also mitigating fluctuations in generation. Environmental benefits include an estimated annual reduction of one million tons of carbon dioxide emissions. Employment impact is also a key feature, with the construction phase expected to create around 4,000 jobs and 50 permanent positions during operations. Special emphasis will be placed on the inclusion of women and youth in the workforce. 'Obelisk is another landmark development under NWFE that leverages on Egypt's and the African Development Bank's leadership as well as commitment to harnessing the country's renewable energy to enhance the resilience of the country's energy supply to meet its fast-growing energy demand sustainably,' said Kevin Kariuki, AfDB Vice President for Power, Energy, Climate, and Green Growth. The initiative also received strong endorsement from international partners. 'Canada is proud to support solar energy development in Egypt. This initiative is a meaningful step toward enhancing energy security and stability, with direct benefits for the Egyptian people,' said Ulric Shannon, Ambassador of Canada to Egypt. The project is closely aligned with the African Development Bank's Ten-Year Strategy, the New Deal on Energy for Africa, and Egypt's Country Strategy Paper. It also supports SEFA's mission to catalyze renewable energy investment and help African nations transition toward low-carbon power systems. 'This project exploits the abundant renewable energy potential in Africa and demonstrates how strong partnerships and innovative solutions contribute to balancing three core objectives in the energy sector, namely energy security, affordability, and sustainable economic development,' said Wale Shonibare, Director of Energy Financial Solutions, Policy, and Regulation at AfDB. 'It has high potential for replicability across the continent.'

His remarks came during a meeting on Wednesday, June 11, with Annette Weber, the European Union special envoy to the Horn of Africa, held on the sidelines of his participation in the Oslo Forum. During the meeting, Minister Abdelatty outlined Egypt's perspective on developments in the Horn of Africa and listened to the EU envoy's assessment of the ongoing crisis in Sudan. The discussion also covered the transition from the African Union Transition Mission in Somalia (ATMIS) to the African Union Mission to Support Stabilization in Somalia (AUMSOM), highlighting the importance of securing sustainable funding and Egypt's continued troop contribution in line with its commitment to regional stability. For her part, EU Envoy Annette Weber expressed strong appreciation for Egypt's active and pivotal role in promoting stability across the Horn of Africa. She affirmed the EU's desire to deepen consultation and coordination with Egypt on regional matters to foster security and peace in the region.
