Rain victims: ECC approves relief package

ISLAMABAD: The Economic Coordination Committee (ECC) of the Cabinet on Tuesday approved a relief package of Rs5.8 billion for the victims of recent monsoon rains.
The committee which met under the chairmanship of the Federal Minister for Finance and Revenue, Muhammad Aurangzeb, also directed the Finance Division to immediately release Rs4 billion to mitigate the sufferings of the affected people.
The committee accorded in-principle approval to a proposal submitted by the National Disaster Management Authority (NDMA) regarding federal assistance for the victims of recent monsoon rains and approved a relief package of Rs5.8 billion.
The ECC considered a summary submitted by the Ministry of Maritime Affairs regarding the arrest of Pakistan National Shipping Corporation (PNSC) ships in South Africa due to alleged claims of M/s Coniston against Pakistan Steel Mills Ltd.

After deliberations, the ECC directed the Finance Division to reimburse Rs330.526 million to PNSC through a technical supplementary grant (TSG) as per an earlier ECC decision taken in 2017, while further instructing the Ministry of Industries and Production to expedite the finalisation and settlement of the arbitration case in court and report back within three months on the progress achieved in resolving this matter on priority basis.
The ECC also approved a proposal of the Power Division for the uniform application of fuel charges adjustment across the country. On another agenda item, the ECC approved the term sheet jointly prepared by relevant stakeholders including NEECA, SBP and banks, based on the Draft Tripartite Agreement for the launch of the Prime Minister's Fan Replacement Programme.
To kick-start the programme, the ECC also approved a TSG of Rs2 billion in favour of NEECA. The ECC approved a TSG of Rs250 million for the National Security Division for its Strategic Policy Planning Cell, with the decision that the remaining amount would be released in a phased manner subject to contextualisation and rationalisation of expenditures in consultation with the Finance Division.
On a proposal from the Finance Division regarding the subsidy for RAAST QR Code based person-to-merchant payments, the ECC approved an allocation of Rs3.5 billion through TSG for the current financial year with provision for continuation for three years, aimed at accelerating digital adoption and promoting the digital economy.
The ECC further decided that the State Bank of Pakistan would notify the scheme immediately and submit a comprehensive evaluation report to the ECC on the operational effectiveness of the MDR subsidy scheme by the close of the fiscal year. The ECC also considered and approved a summary submitted by the Industries and Production Division pertaining to the New Energy Vehicle Policy 2025-30. The committee commended the division for preparing a comprehensive and forward-looking policy aligned with international best practices and recognised its potential to steer the country's transition towards electric vehicles.
The ECC was further briefed on the risk coverage scheme for small farmers and underserved areas which is designed to provide coverage to subsistence farmers in Punjab and Sindh as well as all farmers in Khyber Pakhtunkhwa, Balochistan, Azad Jammu and Kashmir and Gilgit-Baltistan in view of their low share in current agricultural credit disbursements.

ISLAMABAD: Prime Minister Shehbaz Sharif on Tuesday directed an intensified and wide-reaching response to relief and rehabilitation efforts across the flood-affected area of Khyber Pakhtunkhwa, Gilgit-Baltistan, and Azad Jammu and Kashmir (AJK), as heavy monsoon rains continue to wreak havoc. Chairing a high-level emergency meeting to take stock of the situation in wake of recent devastating floods, the prime minister called for an uninterrupted electricity supply to the flood-stricken districts of KP for at least one week. He also instructed that all formalities related to the disbursement of financial aid to victims be completed without delay. Sharif further ordered that the number of aid trucks delivering essential supplies be doubled immediately. He also directed key federal ministers to proceed to flood-affected areas to oversee and support relief efforts, including Minister for Water Resources Moeen Wattoo in AJK and Minister for Public Affairs Rana Mubashir Iqbal in Swabi. He lauded the on-ground presence and contributions of Minister for Kashmir Affairs and Gilgit-Baltistan Amir Muqam, Power Minister Awais Leghari, Communications Minister Aleem Khan, and Religious Affairs Minister Sardar Yousaf, describing their engagement with victims and involvement in infrastructure restoration as 'commendable.' Relief operations are underway in coordination with federal and provincial authorities, the National Disaster Management Authority (NDMA), and military and civilian relief agencies. 'It is our national duty to stand with our brethren in this time of hardship,' Sharif said, expressing appreciation for rescue and engineering teams from the Pakistan Army, National Highway Authority (NHA), Frontier Works Organization (FWO), and other emergency agencies. Chief Secretary Khyber Pakhtunkhwa Shahab Ali Shah informed the meeting that 37 out of 49 damaged power feeders had been restored. Power Minister Awais Leghari said that electricity supply to hospitals in the flood-affected areas has been fully restored. Information Minister Ataullah Tarar said that telecom connectivity had largely been reinstated, with 190 out of 210 affected mobile towers back online. Emergency call services, he added, are now accessible free of charge via 911 in all impacted regions. Minister for Communications and Works Aleem Khan said that strategic Skardu-Jaglot route has also been reopened, alleviating concerns over food and fuel shortages in Gilgit-Baltistan. He said that supply chains are now functioning without interruption. NDMA officials told the meeting that more than 25,000 people have been rescued since the onset of flooding. A total of 411 medical camps have been established nationwide – 308 of them in KP alone. Govt issues updated PFM Act 2019 with amendments

ISLAMABAD: The federal government has notified the updated Public Finance Management Act, 2019, incorporating amendments up to June 30, 2024, aimed at strengthening fiscal discipline, transparency and accountability in the use of public funds. Enacted originally in 2019, the legislation was part of broader fiscal reforms demanded by international lenders to plug loopholes in budgetary management, strengthen debt sustainability, and enhance oversight of public spending. The latest amendments expand the scope of fiscal responsibility and ensure that all government entities, including autonomous organisations and state-owned enterprises, remain accountable, while defining the roles and responsibilities of the Ministry of Finance, divisions, and public entities. As per the law, the federal government shall, in respect of every financial year, cause to be laid before the National Assembly, Annual Budget Statement consistent with Articles 80 and 81 of the Constitution including a statement of the purpose and estimates divided into [major objects]for each demand for grant. World Bank approves restructuring of $380m PFM programme Each demand for grant may indicate budget estimates of the ensuing year, initial budget estimates and revised estimates of outgoing year and provisional actual expenditure of year Prior to outgoing year. The Annual Budget Statement shall also contain- (a) Statement of contingent liabilities of the Federal Government; and (b) statement of fiscal risks. The Act mandates disclosure of all sovereign guarantees and contingent liabilities—a step seen as essential for regaining the confidence of international lenders. All government expenditures, whether from a recurrent or development demand for grant, shall be based on well-defined plans and the strategic priorities approved in budget strategy paper as per section 3. According to the revised statute, the Finance Division has been empowered to regulate budgetary processes, cash management, issuance of guarantees, and borrowing, with stricter reporting and disclosure requirements. It also binds the government to set medium-term fiscal objectives, improve debt sustainability, and ensure fiscal transparency, besides publishing comprehensive debt sustainability analyses on a regular basis. If monies have been appropriated by the National Assembly [for a fund established under any law or with the approval of the Federal Government], the Finance Division shall notify rules or regulations and issue directives for the management and control of such a fund. Any statutory instrument shall— (a) State the purposes for which the special fund has been established; (b) identify the principal accounting officer responsible for its operations; and (c) specify that the cash balances of such funds shall form part of Public Account of the Federation. Such funds shall be subject to audit by the Auditor General of Pakistan. The amendments expand oversight of public entities and autonomous bodies, requiring them to submit financial statements and refrain from unauthorized borrowing. The auditor general of Pakistan has been given greater audit powers, while the Public Accounts Committee (PAC) has enhanced authority for parliamentary scrutiny. The Act would help align Pakistan's fiscal framework with international best practices, improve investor confidence, and curb leakages in public spending. It also strengthens coordination between the federal and provincial governments for fiscal responsibility. The updated law comes at a time when Pakistan is under pressure from international lenders to enhance transparency in public finance and ensure prudent debt management.
