
M.P. Cabinet approves promotion rules for staff after 9 years
The Madhya Pradesh Cabinet approved rules for the promotion of State Government employees and officials on Tuesday (June 17, 2025)that had been pending for about nine years, Chief Minister Mohan Yadav said.
Announcing the decision on X, Mr. Yadav said that the interests of all employees, including Scheduled Castes and Scheduled Tribes, were taken into account while resolving the matter.
'After promotions are cleared, 2 lakh posts will become vacant in government services, and there is a possibility of fresh recruitment for these,' he said.
The Madhya Pradesh Public Service Promotion Rules, 2025, include 20 percent reservation for ST and 16 percent for SC communities, the government said in a statement.
Legal delays
'SC and ST public servants will also have the opportunity to access promotion based on merit,' it said.
Cabinet Minister Kailash Vijayvargiya, who briefed the media, said promotions had been pending for various reasons, including multiple cases in courts.
'The rules have been made in consultation with the Law Department on various decisions of the Supreme Court and the High Court so that the process of promotions does not face any legal hurdles,' he said.
The government statement said, 'Provisions have been made for the promotion committees to meet in the current year itself to prepare selection lists for the next year's vacancies, i.e., provisions for advance DPCs (Departmental Promotion Committees) have been included.'
It added that the seniority of officials will be given due weightage and those obtaining the minimum qualifying marks will be eligible for promotion.
No rotation system
The government said that while class 1 officials will be promoted on a merit-cum-seniority basis, there will be no marks system for class 4 employees and that they will be promoted based on suitability.
The new rules eliminate the rotation system, which the government claimed will help create more promotional posts.
'DPCs are empowered to determine the suitability of candidates,' it said, adding that provisions have also been made for conducting review meetings of the DPCs to reconsider their decisions.
'Before any DPC meeting, action will not be taken [against any official] merely on the basis of a show-cause notice in a sealed envelope, enabling more officials to receive promotions,' the statement read, adding that the move will create approximately 2 lakh new vacancies in the State.
According to reports, the move is expected to benefit about 4 lakh workers and officials in various government departments.

Leader of Opposition in Assembly R Ashoka said that the fact that the High Court has taken up a suo motu case in the stampede incident shows that no one has faith in the State Government. If the State Government had not erred in the stampede case, it should have conducted a proper investigation, he said.

Collectors step in to allay farmers' fears on mango procurement
Tirupati / Chittoor: In a bid to allay the growing concerns among mango farmers over procurement issues, Tirupati District Collector Dr S Venkateswar and Chittoor District In-charge Collector G Vidyadhari assured that the State Government is fully committed to supporting Totapuri mango farmers in all aspects. Speaking to the media in Tirupati and Chittoor, the Collectors urged farmers not to panic, stating that the government is taking all necessary steps to safeguard their interests. They highlighted that favourable climatic conditions and precautionary measures taken by farmers have led to a significant increase in mango yield this season. However, international market dynamics, particularly the impact of the Ukraine war, have caused a sharp decline in mango pulp exports. The duo noted that companies like Parle, Coca-Cola, and Pepsi have been sourcing heavily from markets in neighbouring states such as Tamil Nadu and Karnataka, especially from the Krishnagiri market. This led to a surplus in pulp stock over the last two seasons. To address this situation, the Chief Minister N Chandrababu Naidu has directed procurement of Totapuri mangoes at a Minimum Support Price (MSP) of Rs.12 per kilogram to ensure that no farmer incurs losses. Of this, Rs.8 will be paid by processing units, while the remaining Rs.4 will be provided as a subsidy by the State Government. Officials will be present at every ramp and market yard to supervise the procurement process at processing units. Farmers have been advised not to harvest mangoes prematurely and to wait until the fruits reach optimal ripeness to avoid spoilage. The government has also promised to provide the Rs.4 subsidy per kilogram up to the last kilo procured, ensuring complete coverage for all farmers. The Collectors cautioned against farmers rushing to mandis, traders, or pulp industries before harvest is fully ready, as doing so may lead to extended waiting times at processing units and potential fruit damage. Tirupati Joint Collector Shubham Bansal, Horticulture Officer Dasaratharami Reddy, and other officials were present during the Tirupati press conference. Later, Dr Venkateswar visited several pulp units and recommended that they implement a token system for mango farmers to ensure a smooth first-come, first-serve procurement process. Following promotion, two lakh posts will be vacant and there will be possibility of fresh recruitment of those posts.' The rules ensure 16 per cent reservation for SCs and 20 per cent for STs. Public servants of these categories will also have the opportunity for promotion based on merit. 'As per the new rules, promotion posts can be filled on the day they are available, keeping in mind the suitable qualification and representation of reserved categories,' an official said.
