EU and UK reach tentative agreement ahead of summit, say EU officials

BRUSSELS - The European Union and Britain reached a tentative agreement on defence and security, fisheries and youth mobility ahead of a EU-UK summit on Monday, paving the way for British firms to participate in large EU defence contracts, EU officials said.
Representatives of EU governments in Brussels received a text of a Common Understanding between Britain and the EU and the document is now being approved by all 27 EU governments, the officials said.
British Prime Minister Keir Starmer and European Commission President Ursula von der Leyen and European Council President Antonio Costa will meet later on Monday in London.
"There is an agreement ... on the different texts and parallel aspects of the EU-UK Summit," one EU diplomat said.
"From my understanding, all member states seem to be happy with what's put on the table as the summit is about to start. There is now an ongoing written procedure to have the formal agreement of all member states but it shouldn't cause any problem," the diplomat said.
Britain is poised to agree the most significant reset of ties with the European Union since Brexit on Monday, seeking closer collaboration on trade and defence to help grow the economy and boost security on the continent.
"With the positive signs coming from the negotiators in London in the last days and hours, the scene is now all set for a very successful and constructive reset of the relationship, that both the EU and UK will benefit from," the diplomat said. REUTERS

European leaders reaffirm support for Ukraine after Trump-Putin talks, World News
BERLIN - Several European leaders on Saturday (Aug 16) jointly pledged to continue support for Ukraine and maintain pressure on Russia until the war in Ukraine ends, after a summit in Alaska between US President Donald Trump and Russian President Vladimir Putin. The joint statement from leaders including German Chancellor Friedrich Merz, French President Emmanuel Macron, British Prime Minister Keir Starmer and Italian Prime Minister Giorgia Meloni was issued after Trump briefed them on his talks with Putin. It said the next step must be talks with Ukrainian President Volodymyr Zelenskiy, and that they were ready to work with Trump and Zelenskiy towards a three-way summit with European support. Trump said after his talks with Putin that Ukraine should agree a deal to end the war with Russia. He said he had agreed with the Russian leader that the best way to do this was to go straight to a peace settlement rather than via a ceasefire, something hitherto opposed by Kyiv and its European allies. The European statement - also signed by EU Commission President Ursula von der Leyen, Polish Prime Minister Donald Tusk, Finnish President Alexander Stubb and European Council President Antonio Costa - said Ukraine must have "ironclad" security guarantees to defend its territorial integrity. "It will be up to Ukraine to make decisions on its territory. International borders must not be changed by force. "Our support to Ukraine will continue. We are determined to do more to keep Ukraine strong in order to achieve an end to the fighting and a just and lasting peace," the statement said. Trump urged Ukraine to make a deal to end the war because "Russia is a very big power". Trump also said he agreed with Putin that the sides should focus on an overall peace settlement, not via a ceasefire, as Kyiv and its European allies have been demanding - until now with US support. "He (Putin) won. Trump showed his attitude towards him and at the same time towards us. This meeting did not end well for Ukraine," said a 26-year-old soldier who gave only his call-sign "Dzha". "... we need to end the war. We need to really sit down at the negotiating table and talk, come to an agreement, because every day fighters die, get injured." "Dzha" was serving as godfather at a baptism in a church in Zaporizhzhia, southeastern Ukraine, one of four regions Russia claims to have annexed, though it does not fully control them.
