
Frequent disruptions in Parliament have significantly reduced: Om Birla
Speaking at the inaugural session of the first national conference of the heads of urban local bodies from States and Union Territories in Manesar, Haryana, Mr. Birla noted that the Lok Sabha had increasingly witnessed late-night sittings and prolonged discussions, reflecting what he described as a 'matured and responsible democratic culture'.

He urged urban local bodies to institutionalise structured procedures such as regular sittings, robust committee systems, and citizen engagement mechanisms to strengthen grassroots democracy.
The two-day conference, themed 'Role of Urban Local Bodies in Strengthening Constitutional Democracy and Nation Building', aims to serve as a platform to define the role of urban local bodies in a rapidly urbanising India and to highlight innovative models of contemporary urban governance.
Referring to India's ancient traditions of village assemblies and community deliberations, Mr. Birla remarked that India had long been recognised as the 'Mother of Democracy'.
'These are the roots of our democratic functioning, which we have inherited over centuries. Today, there is a need for municipal body meetings to carry forward our rich democratic tradition,' he said, adding that the functioning of municipal bodies should be 'dignified, rule-bound, and regular'.
Mr. Birla proposed that municipal bodies incorporate procedures such as Question Hour and Zero Hour to allow elected representatives to raise issues concerning their constituencies. Such mechanisms, he said, would enhance accountability, improve transparency, and facilitate more effective monitoring of administrative work.
'I have observed that in many municipalities, councils, and corporations, meetings are not held throughout the year. Sometimes, only a budget meeting takes place, which is adjourned within half an hour amid chaos. This is not a healthy democratic tradition,' Mr. Birla said. He added that municipal meetings should be day-long affairs with detailed deliberations on proposals and plans.

'There should also be extensive discussion on the budget, so that schemes are made in the interest of the public and their impact is visible on the ground,' he said.
Haryana Chief Minister Nayab Saini, addressing the gathering, described urban local bodies as foundational institutions and 'the first school and nursery of democracy'. He said the strength of the nation lay in the democratic depth of its local governance. 'A developed India and a developed Haryana can only be achieved through developed cities,' he said.

Rahul attacks Modi govt over Maha farmer suicides
New Delhi: Congress leader Rahul Gandhi on Thursday attacked the Modi government over farmer suicides in Maharashtra, saying that it remains indifferent to farmers' plight, even as they are sinking deeper into debt every day. In a post on X in Hindi, the leader of opposition in the Lok Sabha accused the government of ignoring farmers' demands for a loan waiver and a legal guarantee for minimum support price (MSP) for crops. On Wednesday, opposition members walked out of the Maharashtra Assembly twice over issues of farmer suicides and non-payment of dues to soybean cultivators in the state. 'This system is killing farmers -- silently, but continuously and Modi ji is watching the spectacle of his own PR,' Gandhi said. Congress leader Vijay Wadettiwar claimed in the assembly that 767 farmers committed suicide in Maharashtra between January and March this year. While 200 cases were declared ineligible for aid, inquiries are pending in 194 cases, he said. Gandhi also shared a screenshot of a news report which put the number of farmer suicides in Maharashtra in the first three months at 767. 'Think about it... in just 3 months, 767 farmers committed suicide in Maharashtra. Is this just a statistic? No. These are 767 destroyed homes. 767 families that will never be able to recover. And the government? It is silent. It is watching indifferently,' the former Congress president said. Farmers are sinking deeper into debt every day as seeds, fertilizers and diesel are expensive. 'But there is no guarantee of MSP. When they demand a loan waiver, they are ignored,' he charged. 'But (what about) those who have crores? The Modi government easily waives their loans. Just look at today's news -- Anil Ambani's Rs 48,000 crore SBI 'fraud',' he said. 'Modi ji had said that he would double the income of farmers. Today the situation is such that the life of the farmer is being halved. BJP IT Cell head Amit Malviya hit back, sharing a chart on X which claimed that 55,928 farmers committed suicide in Maharashtra during the 15-year tenure of the NCP-Congress government. 'The politics of counting the dead is disgusting, but it is necessary to show the mirror to people like Rahul Gandhi,' Malviya said.

Savarkar 'Defamation' Case: Pune Court Says It Can't Compel Rahul Gandhi to Produce Book Cited by Him

A court in Pune on Thursday (July 3) rejected a petition by the grandnephew of Vinayak Damodar Savarkar wherein he sought access to a `book' cited by Lok Sabha leader of opposition Rahul Gandhi while allegedly making defamatory remarks against Savarkar. Judge Amol Shinde of the special court for MPs and MLAs said that Gandhi cannot be compelled to produce the book. "The accused may produce any relevant documents during the presentation of his defense evidence. If the accused is compelled to produce such evidence prematurely, it would amount to violation of his fundamental rights guaranteed under Article 20(3) of the Constitution of India, which protects against self-incrimination," said the court order, reported Press Trust of India. Earlier, the application was filed by Satyaki Savarkar who claimed that no such book as cited by Gandhi existed, and he should be asked to produce it if it did. 'As per Article 20(3)...'No person accused of any offence shall be compelled to be a witness against himself. Therefore, this Court is of the opinion that an order cannot be passed directing the accused to file the incriminating documents," said the court. According to the complaint filed by Satyaki Savarkar, Gandhi had claimed during the speech in London in March 2023 that V.D. Savarkar had written in a "book" that "he and five to six of his friends once beat up a Muslim man, and he (Savarkar) felt happy". The complainant claimed in the defamation case that no such incident took place and neither did Savarkar write about it.
