The meeting, attended by Agriculture Minister Kinjarapu Atchannaidu, Director of Agriculture, S Dilli Rao, Horticulture and Sericulture Commissioner K Srinivasulu, Sri Sathya Sai District Collector TS Chetan, Joint Collectors from Anantapur, Sri Satya Sai, and Kurnool districts, focused on drought-affected districts in southern Andhra Pradesh.
During the meeting, the Union Minister called for a collaborative action plan involving agriculture and allied sector departments to provide permanent solutions to drought.
He directed officials to implement programmes under Rural Development, MGNREGS, and watershed initiatives in coordination with district administrations and assured full support from the Centre. He urged the formulation of a detailed plan to address ground-level challenges and suggested a joint state-central effort to build a sustainable model for the next decade.

Rlys rationalises fares with minimal increase
Hyderabad: Union railway minister on Wednesday said the Indian Railways is providing affordable transportation service to over 720 crore passengers and that train fares are among the lowest in the world, even when compared with neighbouring countries. "It amounts to a 45% subsidy on the cost of passenger travel. In other words, if the cost of providing the service is 100, then the price of the ticket is 55 only. This subsidy is continuing for all passengers. Further, concessions beyond this subsidy amount are continuing for many categories of persons with disabilities (Divyangjans), 11 categories of patients, and 8 categories of students," he said. "Fares were rationalised with effect from July 1, 2025, after a gap of over five years. The increase in fares is very low, ranging from half paisa per km to two paise per km for premium classes. There is no increase in general class up to 500 km and thereafter a half paisa increase in fare per passenger per kilometre. A half paisa increase in fare per passenger per kilometre in sleeper class ordinary and first-class ordinary," the minister said. "The fare revision is likely to have an insignificant impact on the total amount of subsidy because the revision ranges from half paise to two paise only per kilometre of travel. It is estimated that less than half the trips will have a marginal increase in fare. For example, for a low-income traveller in general coaches, there is no fare increase for 500 km travel," Vaishnaw said in reply to questions from 12 MPs of various parties, including Hyderabad MP Asaduddin Owaisi in the Lok Sabha. Adding, 'You (Congress) conceded a portion of Kashmir to Pakistan, but rest assured, we are committed to reclaiming Pakistan-occupied Kashmir. Fortunately, we now have leadership that responds with decisive actions, deploying a BrahMos missile, rather than relying on mere dossiers,' he said. New Delhi: Emphasising that terrorism is nearing its 'decline' in India, Union Home Minister Amit Shah said in his Rajya Sabha address Wednesday that Hindus 'can never be terrorists'. Coming down heavily on the Congress during the discussion on the Pahalgam massacre and Operation Sindoor, Shah said the Congress gave away a portion of Kashmir to Pakistan, but the Narendra Modi-led government will get it back. Criticising former Union minister and senior Congress leader P. Chidambaram for his assessment that there was no solid proof linking Pakistan to the terrorists who attacked tourists at Baisaran Valley on 22 April, Shah said, 'Chidambaram saheb yesterday said it cannot be said that Operation Sindoor was decisive. Chidambaram saheb is not here but I want to respond to him. I want to ask him whether the 1965 and 1971 wars were decisive. If they were decisive, then why did terrorism continue to spread?' Shah also accused earlier governments of not acting against terrorists. 'For all these years, no action was taken to intimidate them (terrorists), so why would they have been afraid … we just kept sending dossiers. 'After 16 hours of discussion, we expected the PM to attend House proceedings. Whatever questions were raised relate to the PM, not that you (Amit Shah) are not capable to respond. Also, the PM not being here is a disrespect to this House,' Kharge said. Shah responded by saying it was the government's discretion to pick its line-up of speakers to present its case in Parliament. Responding to Congress leader Prithviraj Chavan who criticised the government for code-naming a military operation Mahadev 'on the basis of religion,' Shah said it was also a war slogan used by Shivaji. 'He fought for freedom against the Mughals. This is a symbol against every attack on India's supremacy. India has given a fitting reply to them.' The Union home minister cited figures to suggest that terrorism was 'nearing its decline' in India. 'Between 2004 and 2014, a total of 7,217 terrorist incidents were recorded. However, from June 2015 to May 2025, the number of incidents significantly decreased to 2,150, reflecting a 70 percent reduction in terrorist activities,' he said. Adding, 'Today, I can confidently say that terrorism in Kashmir is on the verge of being eradicated. There was a time when Pakistan didn't even need to send terrorists, as our own Kashmiri youth would pick up weapons. But I'm presenting data from the last six months—no Kashmiri youth has been recruited into any terrorist organisation. All those being neutralised now are Pakistanis.' Odisha yet to set timeline for notifying PESA Rules: Min
1 2 Bhubaneswar: Odisha govt has not yet set a timeline for notifying the PESA Rules to implement the Panchayats (Extension to the Scheduled Areas) Act, 1996, across all scheduled areas (tribal-dominated) in the state, Union minister of state for panchayati raj, S P Singh Baghel, informed the Rajya Sabha on Wednesday. The Act gives powers to gram sabhas in scheduled areas for managing natural resources. In response to a query from BJD member Sasmit Patra, the minister said the Odisha govt has not specified a timeline for the notification of PESA Rules. However, the state has indicated that the rules will be implemented after thoroughly examining objections, suggestions and feedback from relevant stakeholder departments. To implement the PESA provisions in Odisha's Fifth Schedule areas, state govt has incorporated them into the Orissa Grama Panchayats Act, 1964. Baghel further informed that a draft notification for the Odisha Grama Panchayats (Extension to Scheduled Areas) Rules, 2023, was published in the Odisha Gazette on Nov 10, 2023. The state invited objections and suggestions from all affected parties. Following this, state govt conducted personal hearings with individuals and organisations that submitted objections or suggestions regarding the draft notification. These hearings were held in phases to finalise the draft. Additionally, the panchayati raj and drinking water department has held numerous consultative meetings with various stakeholder departments. After considering the objections and suggestions, state govt has modified the draft PESA Rules and shared them with all stakeholder departments for review and constructive feedback. The process remains ongoing as the state seeks to finalise the rules for effective implementation. In Sept 2024, state panchayati raj minister Rabi Naik announced in the assembly that the govt is planning to notify PESA rules and implement the PESA Act soon. Naik said draft rules were translated into Odia and Santhali languages and sent to collectors of districts having scheduled areas to ensure wider consultation among the stakeholders. The rules are needed to implement the central Act. Malkangiri, Koraput, Rayagada, Nabarangpur, Sundargarh and Mayurbhanj districts fully come under Fifth Schedule areas, besides, parts of Kalahandi, Kandhamal, Ganjam, Gajapati, Sambalpur, Keonjhar and Balasore.
