
Odisha yet to set timeline for notifying PESA Rules: Min

Bhubaneswar: Odisha govt has not yet set a timeline for notifying the PESA Rules to implement the Panchayats (Extension to the Scheduled Areas) Act, 1996, across all scheduled areas (tribal-dominated) in the state, Union minister of state for panchayati raj, S P Singh Baghel, informed the Rajya Sabha on Wednesday.
The Act gives powers to gram sabhas in scheduled areas for managing natural resources.
In response to a query from BJD member Sasmit Patra, the minister said the Odisha govt has not specified a timeline for the notification of PESA Rules. However, the state has indicated that the rules will be implemented after thoroughly examining objections, suggestions and feedback from relevant stakeholder departments.
To implement the PESA provisions in Odisha's Fifth Schedule areas, state govt has incorporated them into the Orissa Grama Panchayats Act, 1964.
Baghel further informed that a draft notification for the Odisha Grama Panchayats (Extension to Scheduled Areas) Rules, 2023, was published in the Odisha Gazette on Nov 10, 2023. The state invited objections and suggestions from all affected parties.
Following this, state govt conducted personal hearings with individuals and organisations that submitted objections or suggestions regarding the draft notification.
These hearings were held in phases to finalise the draft. Additionally, the panchayati raj and drinking water department has held numerous consultative meetings with various stakeholder departments.
After considering the objections and suggestions, state govt has modified the draft PESA Rules and shared them with all stakeholder departments for review and constructive feedback. The process remains ongoing as the state seeks to finalise the rules for effective implementation.
In Sept 2024, state panchayati raj minister Rabi Naik announced in the assembly that the govt is planning to notify PESA rules and implement the PESA Act soon. Naik said draft rules were translated into Odia and Santhali languages and sent to collectors of districts having scheduled areas to ensure wider consultation among the stakeholders. The rules are needed to implement the central Act.
Malkangiri, Koraput, Rayagada, Nabarangpur, Sundargarh and Mayurbhanj districts fully come under Fifth Schedule areas, besides, parts of Kalahandi, Kandhamal, Ganjam, Gajapati, Sambalpur, Keonjhar and Balasore.

Andhra Pradesh Chief Minister N Chandrababu Naidu has said that his government will take precautions considering the impact of the US tariffs imposed on India. Rolling out the Annadata Sukhibhava scheme aimed at farmers, a part of the 'Super Six' promises guaranteed by the TDP in its election manifesto, which aims to give ₹20,000 per year to farmers in the state with support from the Centre, Naidu said, 'As the US has imposed 25% tariffs on India, we must take precautions considering the impact on agricultural exports.' On July 31, US President Donald Trump announced the tariffs on India, and warned of additional penalties. Naidu, whose Telugu Desam Party is an NDA partner both at the state and the Centre, is the first CM to raise the issue. While addressing farmers in Darsi in Prakasam district, Naidu assured aqua farmers that his government will extend all help to them to overcome the 25 per cent US tariffs. 'My government is providing support to aqua farmers by providing them electricity at Rs 1.50 per unit. The increase in tariff by the US will burden aqua farmers in the state. We have taken it into consideration and we act upon it. I have called for a meeting with all aqua farmers. We will discuss with them the issue and prepare an action plan to absorb that extra burden,'' he said. In April, Naidu had written to the Centre to shield the state's aquaculture products and aqua sector from the heavy tariffs being levied by the Trump administration. In a letter to the Union Minister for Commerce and Industry, Piyush Goyal, the Chief Minister asked the Centre to come to the rescue of aqua farmers by making efforts to exempt aqua products from this additional duty. Informing the Union Minister that the fisheries sector is playing a crucial role in the State's Gross Domestic Product (GDP), Naidu said that the Centre should stand by the aqua farmers when they are in deep crisis. The Chief Minister mentioned in the letter that the US Administration has imposed a 27 per cent import duty on marine food exports from India. In 2023-24 fiscal marine food products worth $2.55 billion were exported from India to the US of which shrimp alone accounted for 92 per cent, he stated. The US is imposing a duty of only 10 per cent on exporters like Ecuador which indirectly harms India while benefiting such countries, he wrote.

Union Minister stresses coordination to fast-track ROB projects in Guntur
Coordination between Central, State and local authorities is essential to complete Road Over Bridge (ROB) projects quickly and transform Guntur into a traffic-free city within two years, said Union Minister of State for Rural Development and Communications Pemmasani Chandra Sekhar on Saturday (August 2). He was chairing a review meeting at his camp office in Guntur with railway officials, municipal authorities and local legislators to assess the progress of seven sanctioned ROBs. Mr. Pemmasani said that the ROBs are in various stages, some under construction, others in tender or awaiting land acquisition and technical clearance. He emphasised that all hurdles must be addressed with urgency and unity to ensure timely completion. Key discussions focused on Nehru Nagar, Syamalnagar and Sanjeevaiah Nagar ROBs. Guntur East MLA Mohammad Naseer Ahmad highlighted the decades-old Nehru Nagar ROB issue and said railway officials have agreed to expedite work and sanctioned ₹7 crore for expansion. Guntur Divisional Railway Manager Sudeshna Sen thanked Mr. Pemmasani for prioritising infrastructure and assured that all proposals would be integrated into the railway division's master plan to support Guntur's long-term development.

CM Sukhvinder Singh Sukhu urges Centre for relaxation in forest norms
Shimla: Himachal Pradesh chief minister Sukhvinder Singh Sukhu met Union minister of environment, forests and climate change Bhupender Yadav in New Delhi Friday evening and sought relaxation in the forest norms for the rehabilitation of monsoon disaster-affected families. Sukhu urged the Union minister to allow the allocation of one bigha of land for the rehabilitation of disaster-affected families who were rendered homeless and landless. With 68% of the hill state under forest cover, Sukhu emphasised the need to relax forest norms to facilitate rehabilitation. He also held discussions about dredging in rivers and urged the necessary directions for the disposal of the dredged material for disaster prevention. The CM urged that separate norms should be fixed for hill states, keeping in view their tough topography and special needs. He also apprised Yadav about the frequent cloudbursts leading to natural disasters and severe losses. Sukhu informed that the matter was discussed with the Union home minister and a team visited the state to study the impact of climate change.
