KESUMA, Penang To Partner On Talent Pipeline For Chip Design, High-tech Sectors
Human Resources Minister Steven Sim Chee Keong said the academy, established by the state government, is aimed at advancing Penang's semiconductor and high-tech sectors, with KESUMA poised to add value to the initiative.
'PCDA was created to develop human capital, young people and workers, for the semiconductor and high-tech industries.
'KESUMA wants to explore how we can support the state's skill training programmes to drive this sector forward,' he told reporters after launching the National Training Week (NTW) 2025 Northern Region roadshow here today.
Penang launched the academy last year as part of efforts to strengthen integrated circuit (IC) design and digital development, aligning with the state's plans to build a thriving IC design ecosystem and digital economy hub.
Sim also announced a strategic partnership between the Human Resource Development Corporation (HRD Corp) and the Northern Corridor Implementation Authority (NCIA) under the Advanced Technology Meister Programme (ATMP).
'Through this initiative, we are introducing a matching grant programme to help local industries enhance workforce skills in advanced technology,' he said.
Employers will be able to co-develop training programmes with learning institutions of their choice, supported by funding from both HRD Corp via its levy system, as well as NCIA under the 12th Malaysia Plan (RMK12).
Sims aid the initiative reflects the government's commitment to building a highly skilled workforce and achieving the national target of 30 per cent skilled labour by 2030.

Sim welcomes Tengku Zafrul to PKR, praises him as ‘effective technocratic Minister'
Sim described Tengku Zafrul as a capable leader with the right values and breadth of experience to strengthen the party. Sim Tze Tzin. Photo: Facebook SHAH ALAM - Bayan Baru Member of Parliament (MP) Sim Tze Tzin has warmly welcomed the Investment, Trade and Industry (Miti) Minister Tengku Datuk Seri Zafrul Abdul Aziz into Parti Keadilan Rakyat (PKR), lauding his track record as an effective technocratic Minister with both corporate and global experience. In a statement posted on X, Sim described Tengku Zafrul as a capable leader with the right values and breadth of experience to strengthen the party. Recalling their first meeting, Sim said that he first knew Tengku Zafrul when he was still the CIMB Bank Chief Executive Officer (CEO). 'It was 2020 in a Hari Raya Open House. He sat beside me and we had a very engaging and intellectual conversation on economy and investment. A discussion that left a lasting impression on me. 'He has proven to be an effective technocratic Minister, navigating complex financial challenges during Covid pandemic,' he said, praising Tengku Zafrul's leadership during his tenure as Finance Minister in 2020. Bernama FILE PIX He added that Tengku Zafrul's work as Miti's Minister in 2022 further demonstrated his capability, particularly in supporting Prime Minister Datuk Seri Anwar Ibrahim's efforts to secure record-high foreign and domestic investments. 'One of his most notable recent achievements was successfully negotiating with the United States (US) to reduce tariffs from 25 per cent to 19 per cent, a move that greatly benefited Malaysian industries. 'Tengku Zafrul is young, energetic (he likes to run) and hardworking. He has extensive Malaysian corporate experiences as well as global experiences. Not many leaders in Malaysia have this breadth of experiences. 'I observed that his political outlooks are very aligned to Keadilan: moderate, multiracial and global minded. Yesterday (Friday), Tengku Zafrul officially announced to join the big Keadilan family. 'I believe he will contribute towards building a stronger Keadilan. Welcome Tengku Zafrul, I look forward to working together and running together with you,' he said. The Miti Minister confirmed that the party had accepted his membership application and that he is now part of the Ampang PKR division. 'I can confirm that I applied to join the party and I informed the secretary-general on the matter,' he told Malaysian media at the Malaysia Pavilion in World Expo 2025 on Friday. Asked if his application had been accepted, Tengku Zafrul replied: 'Yes,' adding that it was approved following the party's leadership council meeting about two weeks ago. In May, Tengku Zafrul resigned as an Umno supreme council member, Kota Raja division chief and as a party member, after earlier stepping down as Selangor Umno treasurer in April last year. He had also informed PKR President and Prime Minister Anwar of his intention to join PKR. His move came shortly after PKR figures Datuk Seri Rafizi Ramli and Nik Nazmi Nik Ahmad resigned as Ministers, following their losses in the party's internal elections. Speculation about Tengku Zafrul's defection from Umno to PKR had been ongoing since late last year.

Gig Workers' Bill 2025 to be tabled in Dewan Rakyat on Aug 14
KUALA LUMPUR: The Gig Workers' Bill 2025 will be tabled in the Dewan Rakyat for its first reading on August 14. Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi confirmed the second reading will follow on August 26. He explained that the second reading will involve detailed discussions and debates by MPs from both government and opposition benches. A simple majority vote will be sufficient for the bill to pass, without requiring a two-thirds majority. Ahmad Zahid shared these updates during the *Sembang Santai Teh Tarik Industri Gig* session organised by the Human Resources Ministry (KESUMA). The event was attended by gig industry representatives and stakeholders, including Human Resources Minister Steven Sim Chee Keong and his deputy Datuk Seri Abdul Rahman Mohamad. At a press conference, Ahmad Zahid highlighted the need for greater awareness among gig workers regarding social security contributions. He noted that only 188,000 p-hailing and 132,000 e-hailing workers are currently contributing to the Self-Employment Social Security Scheme (SKSPS). This figure represents a small fraction of the 1.12 million workers in Malaysia's gig economy. Sim added that Malaysia will become the 16th country globally to enact legislation specifically protecting gig workers. The International Labour Organisation (ILO) has shown interest in Malaysia's approach, recognising its comprehensive yet balanced framework. Sim revealed that Malaysia's bill was developed after studying legal frameworks in 15 other countries, including Singapore, the Philippines, the US, and India. During his visit to the ILO in Geneva last June, Sim noted strong international interest in Malaysia's gig worker protections. The drafting process involved 40 engagement sessions with around 4,000 stakeholders, including workers, employers, and NGOs. Sim emphasised the government's efforts to balance worker protections with the gig economy's competitiveness. The bill aims to harmonise diverse interests while ensuring fair treatment for gig workers. - Bernama
