
Govt urged to draft act to streamline national TVET system
Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi said the proposal was among the key recommendations presented during today's retreat to mark the first anniversary of the Bumiputera Economic Congress (KEB).
He said the proposed new act would coordinate all 12 ministries involved in implementing the country's TVET agenda, allowing it to become the new national education ecosystem.
Ahmad Zahid said the retreat also wanted to upgrade the National TVET Council to a commission that can bolster the coordination of the TVET ecosystem.
'This commission would not be a new entity requiring additional civil servants or large allocations, but would instead coordinate and optimise existing functions in a more focused manner,' he said.
In 2021, the National TVET Council was established to enhance coordination of the country's TVET ecosystem and drive progress in the sector, which has been elevated as a national agenda.
Meanwhile, Ahmad Zahid said the KEB's head of the Education Reform and Human Capital Cluster, Prof Tan Sri Dr Noor Azlan Ghazali, has been appointed to lead the Bumiputera Economic Data Centre and Dashboard.
He said the initiative will be placed under Majlis Amanah Rakyat (MARA) in collaboration with the Ministry of Economy through the Bumiputera Agenda Steering Unit (TERAJU).
When asked about the government's efforts to ensure TVET graduates receive decent wages, Ahmad Zahid said the government remains committed to securing premium salaries of between RM3,500 and RM5,000 for TVET graduates, particularly for holders of the Malaysian Skills Certificate (SKM) Levels 3 to 5, through ongoing engagement with industry players.
'We advocate for premium salaries for TVET graduates; we do not impose on companies to pay these wages but engage with the industry to encourage them.
'We (the government) not only have memoranda of understanding but also memoranda of agreement with the industry,' he said.
He was commenting on a study conducted by the Malaysia Labour Market Insight Series, which reported that over 65 per cent of degree holders in the country earn a monthly salary below RM3,000 — an amount considered just enough to get by, leaving little room for savings, investment, or move up the social economic ladder.

Datuks, doctors among owners of RM10mil luxury cars seized over unpaid road tax
SEBERANG JAYA: The Penang Road Transport Department (RTD) has seized 38 luxury vehicles worth more than RM10 million in "Op Luxury" for offences involving expired road tax and insurance. State RTD director Zulkifli Ismail said the operation, conducted from June until yesterday, targeted luxury cars being driven without valid documentation. "The seized vehicles included Rolls Royce, Porsche, Mercedes-Benz, BMW and Ferrari models, all without valid road tax or insurance ranging from six months to more than two years. "Yet, they were still being used on the road. "This is not only a loss to government revenue but also endangers other road users if an accident occurs. "For example, the Rolls Royce, valued at over RM3 million, carried a road tax of RM54,000 per year, which had not been paid for the past year. "In total, the seized cars owed RM77,400 in unpaid road tax," he told reporters today. Zulkifli said the owners included companies and individuals such as businessmen with the title 'Datuk' and doctors. At the time of the seizures, some vehicles were driven by family members or company employees. "The most common excuse given was forgetting to renew the road tax, but there were also cases where owners deliberately avoided payment despite being able to afford it. "All the seized cars will remain at the state RTD office until the owners settle their summonses and renew both road tax and insurance," he said. He said while ownership documents for the vehicles were complete and valid, the lack of road tax and insurance required them to be seized and investigated under Sections 23 and 90 of the Road Transport Act 1987. "This operation will continue to ensure all vehicles comply with the regulations. "We are not against luxury vehicles, but enforcement is crucial for road safety. "If an accident involves an uninsured vehicle, it creates problems not only for the owner but also for third parties," he said. Recently, it was reported that RTD had seized 270 luxury vehicles nationwide for the same offences under Op Luxury, which has been ongoing since July 1. RTD director-general Datuk Aedy Fadly Ramli said the operation was being carried out continuously across all states to take firm action against luxury vehicles being driven without valid licences or insurance.

Govt to expand TVET certification to higher levels, says HR minister
KUALA LUMPUR, Aug 21 — The Human Resources Ministry (Kesuma) is currently in the process of expanding the levels of certification under the Malaysian Skills Certification System to levels 6, 7 and 8, compared to only levels 1 to 5 at present. Minister Steven Sim said this effort will be realised through amendments to the National Skills Development Act 2006. 'It aims to elevate Technical and Vocational Education and Training (TVET) as a pathway that is equal and balanced with the academic pathway in the country's higher education system,' he said when winding up debate on the 13th Malaysia Plan (13MP) for the ministry in the Dewan Rakyat today. Sim said this initiative is in line with the significant increase in enrolment of Sijil Pelajaran Malaysia (SPM) and equivalent school leavers into TVET programmes, which rose from 31.3 per cent in 2020 to 53.6 per cent in 2024. During the same period, the employability rate of TVET graduates also showed a remarkable increase from 87 per cent to 95.6 per cent, he said. 'In tandem with this, allocations for TVET development have also been strengthened, from RM5.9 billion in 2020 to RM7.5 billion in 2024, proving the government's commitment in elevating TVET as a key pillar of the nation's human capital development,' he said. Regarding the proposal for the Skills Development Fund Corporation (PTPK) to be made the sole manager of all TVET financing schemes, Sim said the agency's funds can indeed be used to finance courses in all training institutions registered with the Department of Skills Development (DSD). 'This year, RM480 million has been allocated for the scheme,' he said. In addition, he said Kesuma is in the process of improving the Skills Development Fund Corporation Act 2004 (Act 640) to allow PTPK to finance skills courses beyond DSD accreditation, professional skills courses, and skills courses for licensing purposes. 'For example, courses by Microsoft, OSH courses, accreditation by domestic bodies such as the Energy Commission, and international bodies such as the American Welding Society, among others. 'With this enhancement, PTPK will certainly play the role of a national TVET fund as proposed. We will also review PTPK's role from time to time to ensure its mandate and financing can meet the country's skills needs,' he said. Meanwhile, Sim said the Gig Workers Bill 2025, which will protect over one million workers in the country's gig economy, will be tabled at next week's parliamentary sitting. According to him, in the process of preparing the draft bill, nearly 40 engagement sessions were conducted with the participation of nearly 4,000 stakeholders, including almost 500 online feedback submissions.
